My last experience transiting through Aba some years ago made up my mind to never step foot there. My report here is based on assessment of my folks and friends staying in that state and location. My brother's wife hasn't been paid for more than 30months, my old boy stopped talking about his pension (thankfully i can afford to pay him that money in many folds), the only college of Education (Technical) in my home town has turned to a housing for rodents etc, with overgrown bush, Boss, I saw and heard nothing good about Ikpeazu, no vex.

N50 Electronic Transfer Stamp Duty is shared between States nd FG

PAYE- They pay to LASG only for their workers living in Lagos. The same way they pay to state governments where the other employees live. Home address of employees determines where companies will send their PAYE to. Thus is why states with instability are loosing out.

Oil companies are not engaged in activities that warrant stamp duty
They are paid in dollars abroad. Stamp duty does not apply
Stamp duty is paid to FIRS FEDERAL not Lagos state

The only tax they pay in Lagos is PAYE for ONLY workers living in Lagos state
Most oil industry workers do not work at the headquarters

From the attached, oil drilled by Mobil in 2021 is 127k barrels.
So far they operate in Lagos, it's not out of place if they have their headquarters there.
