I don't understand the correlation between counting the votes and counting the person. Different people go to polling booths to vote different candidates. So as we're counting the person, are we going to be asking them who they voted for? Does that not defeat the purpose of a closed ballot system?

That's why Obedients are now having their own IDs. Probably to prepare for the forthcoming elections.
