Some of the 33 governors whose states benefitted from the recent refund of N553 billion excess deductions are desperate to keep details of the financial transactions from the public.

They do not want their civil servants in particular to have the details so that the workers will not be able to blackmail them as they did in respect of the bailouts.

President Muhammadu Buhari had approved the release of N522.74 billion to states as refunds pending reconciliation of records.

In directing Finance Minister Kemi Adeosun to release the money to the states, Buhari said workers’ welfare, particularly salaries and pensions, must be prioritized.

Some states were accused of diverting the N300billion bailout first given to them last year and abusing the loan restructure worked out for them by the Debt Management Office (DMO).



Many states are still owning their workers for several months and there are fears that some of the governors are less interested in using the refunds to meet their financial obligations to the workers.

Informed sources said in Abuja yesterday that the Presidency is likely to show more than a passing interest in how the states deploy the refunds and may even monitor the use of the cash.

It was also learnt that the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) are also going to keep tabs on the utilization of the bailout funds by governors.

The refund sheets had been obtained by the anti-graft agencies as at press time.

The Nation gathered that the governors prevailed on Adeosun not to make details of what they got public to avoid fresh confrontation with workers.

The breakdown per state remains a secret at the Ministry of Finance in line with the agreement with the governors.

Following protest by states against over deductions for external debt service between 1995 and 2002, 33 states were listed as beneficiaries with each of them entitled to a cap of N14.5 billion being 25% of the amounts claimed.

Minister Adeosun said the payment of the claims will enable the states offset outstanding salaries and pensions which have been “causing considerable hardship.”

The presidency asked the states to devote a minimum of 50% of any amount disbursed to address the challenges associated with salaries and pensions.

Investigation by our correspondent revealed that presidency had asked the 33 states to use 50 per cent of the bailout funds for “challenges associated with salaries and pensions.”

Security reports have however indicated that some of the governors have refused to disclose the amount actually given to their states.

Findings confirmed that some of the governors have devoted only 10 to 25 per cent of the bailout to payment of backlog of salaries

A reliable source in government said: “The presidency has received reports that some state governors were not forthcoming on the actual refunds paid to them. In fact, the row over the figures has caused tension.

“Some state governors have openly come out to declare that only a fraction of the bailout funds will be used for salaries and pensions. There is a state which purportedly received about N5billion, but it only earmarked N1.5billion, leaving outstanding wages unaddressed.

“The President will be personally upset if these bailout funds are diverted or converted to other use by the governors. The presidency is already monitoring development in all the states If the bailout funds are not judiciously used, the presidency may not be disposed to such interventions in future.”

It was difficult at press time to get the exact figures of what was released to each of the 33 states.

A finance ministry official said: “The governors reached an agreement with the Minister of Finance, Mrs. Kemi Adeosun, not to release the breakdown in order not to cause tension in the affected states. They said they might incur the wrath of workers if there is full disclosure. At the governors’ forum, all members were directed to keep the figures under wraps because of the likely consequences in each state. This is why some governors have under-declared what they were allocated.”

Attempts by our correspondent to get the breakdown from the Federal Ministry of Finance have failed as all relevant desks claimed that “there is instruction from above not to release the fact-sheet.”

One of the desk officers said: “There are even threats to deal with whoever releases the breakdown.” Meanwhile, it was also learnt that the EFCC and ICPC have been mandated to keep tabs on the utilization of these funds.

“The anti-graft agencies already have the fact-sheet on the allocations to each state and they are keeping tabs on all these governors. In the last exercise in April, ICPC had discovered that about 16 states were yet to disburse about N57, 663, 185, 735 allocated to them out of N713.7billion intervention funds to states.

“The first bailout was part of a three-pronged relief package that
will end the workers’ plight. While N413.7billion represents special intervention funds, the balance of about N250billion to N300billion is a soft loan to states.

“Altogether, we are talking of about N1, 266.44trillion in nine months given to governors as bailout funds. This is why the EFCC and ICPC will take more than a passing interest.”

APPOINTMENT OF T.Y DANJUMA'S SON AS THE HEAD OF NIGER DELTA RIVERINE PROTECTION BY BUHARI, ANOTHER COMEDY OF ERROR.

President Mohammadu Buhari made Dr Osagie Ehanire who is an in Law of the strong PDP chieftain General TY, Danjuma from Edo State Minister of State for health . Meanwhile he is the elder brother of Senator Daisy Ehanire Danjuma who is also another PDP chieftain . More shocking and worrisome now is the recent appointment of the son of the same General T.Y Danjuma as the co ordinator of the Niger Delta Riverine Protection . Is Danjuma now the one who decides who gets what, when and how in Edo State and Niger Delta because he married from here? Is Daisy Ehanire Danjuma who is a die hard PDP member and one of those who killed Nigeria the only family from Edo State? What type of conventional and backward politics is all these?

You see why the government of Buhari may not succeed except if God intervenes ? The same PDP leaders they are accusing of corruptly destroying Nigeria are still the same people recommending their relatives and stooges for political appointments. People who don't even know the ideology of APC neither did they ever believed in Buhari are now the one running the Government while those who believed in the manifesto of APC and the true change mantra are now totally sidelined because they don't have any member of the cabal or Northern oligarchy to recommend them, and we expect to see POSITIVE CHANGE?

This was the same reason the first lady Aisha Buhari cried out recently. Why should we continue to chastise, criticize and prosecutive some PDP members on the claim that they corruptly destroyed Nigeria and not only celebrate some, but also reward them ? The same T.Y Damjuma was also recently appointed as the chairman of the North East Development Board. This is not what I voted for and am getting so infuriated. To leave an error uncorrected is to encourage intellectual immortality as pontificated by Karl Marx.

They left all our sons and daughters from Niger Delta who are even more qualified as it regards character and competence and went to appoint Danjuma's son from the North because of the excuse her Mother is from Edo State. These Government has continue to reward the children of the oligarchies who destroyed Nigeria. Those of us who are not kids or relatives of these Strong men cannot aspire to any position? This is surely not what I voted for and I am pained because I thought this was what we came to CHANGE. Can a son of any body from the Niger Delta whose Mother is from Taraba State ever be considered for any position that is Strictly for the North? not even a single Southerner or Niger Deltan was considered as a member in the North East Development Commission(NERC) but now one privileged son of the cabal who has never lived in Niger Delta or known anything about Water ways protection is made the head of the Niger Delta Delta Riverine Protection. This is shocking and not what I voted for and can never be a part of it.

In as much as i am still optimistic that Buhari will wake up and do the needful, it will be an act of Cowardice for me to continue to hail him or this government. I don't mind being called a Wailing Wailer, it is better for me to wail and be laughed at by members of the opposition than to continue to be be one hailing hailer and be dying in silence just because of what members of the opposition will say. Moimoi has been wearing six raps of suits many years ago but akara is still naked in the street. I am totally vexed, angered, provoked and inundated with sobriety and melancholy because this is not the CHANGE I voted for or supported.

Amid rumours of plots by some political heavyweights across party lines to float a new mega party that will challenge President Muhammadu Buhari’s All Progressives Congress, APC, in 2019, former president, Olusegun Obasanjo, has allegedly given a stringent condition to support the proposed mega party. While he was said not to be averse to the emergence of a new formidable opposition party, Obasanjo, according to ThisDay, gave a condition that Alhaji Atiku Abubakar, who was his deputy between 1999 to 2007, should not by any means whatsoever become such party’s presidential candidate in the 2019 elections. It is been speculated that the opposition party, still in the works, enjoys the tacit support of some members of the Senator Ahmed Makarfi-led faction of the Peoples Democratic Party, PDP, that currently controls 11 states in the country, and is also promoted by APC bigwigs like: Bola Ahmed Tinubu, and Atiku Abubakar. Sources close to the ex-president informed the newspaper that when proponents of the new party approached Obasanjo to lend his support to the move, he told them that he was prepared to back it on the condition that Atiku will not be picked as the presidential candidate of the party. “He (Obasanjo) addressed the group that met with him, informing them that he had made too many mistakes in his life and for the nation, including the blanket support he claimed to have granted the All Progressives Congress (APC) and President Muhammadu Buhari, and therefore was not prepared to make any more mistakes,” said a source conversant with the outcome of the meeting with Obasanjo. The former president reportedly continued that although he was quick to support the APC, however, he was never in a hurry to support Buhari’s bid to become president in 2015 because he had reservations about his capacity to lead the country, adding that because the APC to which he had declared his support had also settled for Buhari, he had no option than to tag along. He informed his guests that considering the prevalent state of the nation and political developments, it would be foolhardy of him to rush into taking yet another critical decision, especially on the presidency of the country. It was for this reason he was said to have reluctantly supported the idea of the mega party, but added that he would only identify with it if his erstwhile deputy does not emerge the presidential candidate of the party. Obasanjo was said to have pointed out that Buhari’s apparent unimpressive stewardship to date had lent credence to his initial hesitation to support him and that having worked with Atiku, he could tell the kind of presidency he would run. He reportedly made it clear to the proponents of the mega party that their presidential candidate could be anybody with the minimum requisite qualifications and experience, but certainly not the former vice president.
