BY ISAAC ANUMIHE, ABUJA ON JULY 25, 2014 · Following the bickering over the utilisation of the $500 million loan from the Chinese Export-Import Bank (EXIM) obtained for the construction of modern terminals in Lagos, Abuja, Kano, and Port Harcourt, the Coordinating Minister for the Economy and Minister of Finance, Dr. Ngozi Okonjo-Iweala, yesterday, assured Nigerians that the fund has been well utilised. Speaking after inspecting the new airport terminal in Abuja, she was happy that the construction work currently going on at the site has been satisfactory. “There is a lot of skepticism and questioning if really we are going to see something out of it. We are monitoring how the money is being used; we want Nigerians to see the result. Mr President has said we should keep focusing on it month by month to make sure the money is well utilized.” she said. The minister, who is undertaking physical monitoring of the project for the first time, said she received daily progress report as well as looking at the finances to see how much money has been spent. “If you recall the Federal Government took a loan from the EXIM Bank of China in order to construct modern terminals in this country. We have four terminals: Lagos, Abuja, Kano, and PH that are going to be financed out of this. We are also constructing Enugu and Bayelsa with our own money but the four that are based on this Chinese loan is from here. “The work is proceeding well, it is 30 per cent completion but they are pushing. We have told them that they must complete at least one out of the four and they have said they will complete the Abuja one by the end of the year. The quality seems solid, the design looks good,we are really looking forward to a new terminal that looks like any one when you step off the plane.”she said. The Chinese Ambassador to Nigeria, Mr Gu Xiaojie, said the project is an important one undertaken by the Chinese and Nigerian governments. “We have employed a number of local force. This is a small way Chinese companies are making contribution to the social and economic development of this country” he said. On the Abuja Light Rail Project, Okonjo-Iweala assured stakeholders that the rail will be completed by May next year. Regarding how much the project will cost, she said: “What we have borrowed was $500 million but they had started work before $152 million loan loan was approved. So, the total contract sum is $823 million”. According to her, $249 million has been accessed from EXIM Bank and the balance will be gotten, sources close to the project said. Meanwhile, the Abuja light rail project which is being undertaken by the FCT is like a city train within Abuja and its environs. The national line is a heavy gauge train carrying passengers and goods. When completed, the national trail is a line from Lagos up to Kano. It has been segmented into six. The first segment which when completed by December covers 186km from Idu to Kaduna. The contract for the second segment from Lagos to Ibadan has been signed. Lasmar said: "It's not easy news to give but the truth is he won't be available for the rest of the World Cup. "The tests showed a fracture near the third vertebra. It won't need surgery but he needs to be immobilised to control the pain. He cannot play, a week will not be enough. "He needs cautious treatment, with a belt around his back so he'll feel more comfortable. It is also required for him to heal the fracture." The news realises the worst fears of coach Luiz Felipe Scolari, who will be without both his star attacker and best defender against Germany in the semi-finals on Tuesday with captain Thiago Silva suspended. Neymar was caught from behind by a reckless Juan Zuniga challenge and had to be carried off on a stretcher towards the end of the Selecao's 2-1 victory. Scolari was pessimistic after the match. He said: "Neymar went to the clinic here in the stadium. He was kneed on his lower back and he was crying out in pain and I can guarantee that it won’t be easy for him to recover, based on what the doctor told us and the pain he’s in. And as it’s lower back, I don’t know." Scolari bore no grudges against Zuniga and insisted Brazil would move forward with confidence even without their talisman. He added: "Everyone knows that Neymar was going to be hunted. We knew this was the case. "I don't think the foul was on purpose, I think he came in to stop the ball. There's no point in thinking about it, the game is over. "If anything has to change, we’ll do that and we’ll play a great game." Zuniga insisted there was no malice in the challenge. He said: "I never meant to hurt the player, I was just defending the shirt."
