Yes the Ban has taken effect!

Ones you are invited, go with all you advised documents and anyother you think you cud be asked for. The Interview will take it normal course without undue pressure. By default you have been moved to Wavier status -ones the exercise goes fine, you are handed the white sheet, your passport is collected and you told... due to the Ban your VISA will not be issue now, until the wavier is checked if the wavier turns out fine, you are contacted and advised to pick it up vis the DHL/online platform, if not - you are also called to pick the passport up while your status is placed on Administrative Progress.

Waiver is subjected to test amongst which are ;
1. if your been denied cud course undue hardship ( mainly for minor, handicap, fully dependent etc)
2. Your present into USA is not likely to expose America to any form of terrorism attack etc ( I think the possible hit will be the Northern Muslim in Nigeria, if you don't fall into this, then you are likely to get a GOOD tick for this line)
3. Your admission is going to be a sort of gain to America govt ( this ofcourse is on income generation for the Government- TAX, you got a profession, you will be employed into the workforce and you earn income and the Government take there share in form of TAX. if this check comes out good, then you are most likely going to get the wavier approved).

So no panic on wavier things, it is just going to be aslight delay( to allow for the wavier check) unlike the previous, where you know your faith there-and-then. I don't expect the wavier check to exceed a month thing.

my bad, it was a typing error here but not how I used it when trying to log in, I use the same correct url which I have been using until few days ago but have confirmed from a source it has been so for sometime but to keep trying. Thanks

i think there is a typo in the URL you tried to access. It should be ceac.state.gov/iv and not caec.state.gov/iv
