I think the salary is based on the agency.federal parastatals( Especially, revenue generating ones) pay more than core ministries just as Federal government pays more than states.
Customs pays about 90k as basic for Graduate entry level, I saw this on friend's Appointment letter, I dont know about other allowances,I heard SON pays about 70k.

immigration pays about 120k/month
