The coalition of Niger Delta militants on Thursday sent a protest letter to President Muhammadu Buhari over his alleged double standards in the handling of security issues in the country.

The militants, under the auspices of the Reformed Niger Delta Avengers, slammed the Federal Government for the controversial proposal to deduct $1bn from the Excess Crude Account to fight the Boko Haram insurgents in the North-East.

They described the plan to withdraw $1bn from ECA as wicked and insensitive, saying it allegedly disregarded the peace accord signed with the people of the Niger Delta.

The RNDA, in the open letter made available to journalists in Yenagoa via electronic email and signed by ‘Major General’ Johnmark Ezonbi, warned the government not to take the present ceasefire agreement for granted.

The letter partly read, “Through the ceasefire, the country is enjoying daily crude oil production of between 2.2 and 2.4million barrels of crude production which amount to billions of naira daily for the Federal Government. It also helped the country to get out of recession. So, the government should not take our patience and silence for granted.

“We want to state categorically that the President Muhammadu Buhari-led Federal Government is insensitive and practically negating the principles of natural justice by using resources derived from a neglected region to combat insurgency in the North-East in the senseless Boko Haram war to the tune of $1bn from ECA.

“Why not access the fund from excess account from the sale of agriculture products in the northern part of the country? Why must it be from the creeks of the Niger Delta?

“The Federal Government’s insensitivity to the Niger Delta development has obviously reached its crescendo. We will not take this but resist with our might. This broad day light robbery against the Niger Delta people will not be accepted by us. We are going to resist this perpetual injustice against our long-neglected people in the region.”

They, therefore, demanded the Niger Delta’s own share of $1bn from ECA for the development of the Niger Delta within four weeks.

They warned that the region would witness a massive destruction of oil pipelines and installations if the government failed to accede to their demand.

The coalition boasted that in a well-coordinated attack tagged, ‘Cripple the Economy with Zero Crude Oil Production,’ there would be no more oil funds to finance the 2018 budget.

They added, “We will ensure that anything that stands in our way will be crushed without mercy. All foreign nationals are hereby advised to leave the region as all our unit commanders have been put on the red alert to resume ‘operation zero oil production’ on the expiration of the four-week ultimatum.

“The governors of the South-South will not be spared for being part of that decision for the approval of $1bn to combat insurgency while our region suffers. We are the golden hen that lays the egg but nothing to show for it. The Federal Government will hear from us after the expiration of the four-week deadline.

“Mr. President, we the leadership of the Reformed Niger Delta Avengers RNDA made up of coalition of nine militant groups in the creeks of the most underdeveloped region in the world with the most blessed natural and human resources have watched the activities of the All Progressives Party-led federal government as regards the development of the region and have reached the conclusion that it is not yet Uhuru.”

Herdsmen have fired at the Alpha Jet and the EC 135 Helicopter deployed by the military in the troubled communities of Numan and Demsa LGAs of Adamawa State.

This was in an attempt to resist the interventions by the Nigerian Air Force.

The herdsmen reportedly attempted to shoot down the fighter aircraft which was flown to fire “only warning shots” and not to kill any of the attackers.

A top air force official told Punch that the herdsmen attempted to bring down the aircraft.

He said, “A lot of damage had been done in Numan already by the gunmen before the fighter aircraft moved in.

“We actually caught the gunmen doing more damage and they needed to be stopped.

“So, we fired warning shots ahead of them. They were with a vast number of cows and they moved the cows under a shed as they set more buildings in the area on fire.

“At some point, the gunmen actually started firing at our aircraft. There was a bridge on that way to Jalingo, Taraba State, where they finally ran to.

“The Alpha Jet was not asked to bomb them. It did not actually carry bombs. We were on an internal security operation and a fundamental principle of such operation was the use of minimum force.”

The air force’s spokesman, AVM Adesanya , confirmed that the NAF aircraft sighted a large number of hoodlums.

He said, “Our intervention was based on a request by the 3 Division, Nigerian Army. It was not a full deployment. We rather diverted our air assets from the bases in Maiduguri, Borno State, and Yola, Adamawa State.

“When our aircraft were called in, they sighted a large number of hoodlums. The hoodlums were dressed mostly in black. They were obviously causing mayhem.

“The whole idea was that the aircraft flew at low passage to cause the hoodlums to disperse.‎”

The Kogi State Governor, Alhaji Yahaya Bello, has advised the running mate to the late Abubakar Audu in the 2015 governorship election, Abiodun Faleke, to wait till 2019 to test his popularity in the state.

The governor, who spoke through his Director General on Media and Publicity, Kingsley Fanwo, told Faleke to cease his “unwarranted attacks on Governor Yahaya Bello and wait till 2019 to achieve his political dream.”

Bello was reacting to the latest attacks on the governor by Faleke on the allegation of double registration.

He said, “Faleke has failed to move on from the defeat he suffered at all levels of tribunal.” The governor reminded the House of Representatives member that there would be no governorship election again in Kogi State until 2019.

He added, “In politics, sportsmanship is key. Those who lost an election must come to terms with their loss and move on. Unfortunately, Hon. Abiodun Faleke failed to accept defeat.

“The issue of double registration is beyond what he could meddle in. He should stop dragging the name of Mr. President into the matter in order to whip up sentiments and portray the governor in a bad light.

“Faleke started the attack by dissociating himself from the hugely successful APC Kogi West rally. He alleged that some people were dropping his name to pull crowd.

“Unfortunately, he didn’t even get the date correctly. He was ill-informed. Those who told him his name was being dropped didn’t even know the date of the rally.

“But as soon as thousands trooped out in Kabba, he got disappointed and chose to sink further by swerving to the bogus allegation of double registration. It is understandable that he would be livid after learning that thousands of Kogi West people endorsed the President (Muhammadu Buhari) and the governor for another term. The massive crowd at Kabba showed the person in charge of Kogi politics. Propaganda and peddling of falsehood cannot change gold to silver.

“Trying to call the governor a bad name did no harm to the massive endorsement of our President and the governor at Kabba. Faleke should move away from the cage of his handful supporters and embrace reality.

“If he wants to be governor, he has a political right to contest against Governor Bello. Whatever he wants should not be enough to make him turn himself to an unwise fighter who doesn’t know when it is over.”

The governor of Bayelsa state, Seriake Dickson, has warned the Prince Uche Secondus-led National Working Committee, NWC, of the Peoples Democratic Party, PDP to come up with sellable candidates for the 2019 presidential election.

He also urged them to throw the contest for the party’s 2019 presidential ticket open to all aspirants.

The call followed speculations in some quarters that some governors and party leaders had reached a deal for the emergence of a particular candidate ‎ahead of the presidential election.

The Peoples Democratic had since 2016 zoned its presidential ticket to the North, and at the moment, about five prominent personalities have directly or indirectly shown interest.

Dickson’s warning also followed that of the Deputy Senate President, Ike Ekweremadu, who had, while delivering a key-note address at the opening of the two-day retreat for the NWC and state chairmen of the PDP in Abuja, said, “Of utmost importance in the build up to the 2019 elections year is our choice of a presidential candidate. The fate and political fortunes of the party depend on the party’s presidential candidate.

“The party must, therefore, identify a candidate with the credentials, reach, charisma, competence and popularity to outmatch any candidate presented by the ruling APC and any other party for that matter.”

Governor Dickson who also spoke at the event said the Secondus-led NWC should field a presidential candidate who had high chances of winning ‎the election.

He explained that, “‎Politics is conspiracy upon conspiracy in the overall interest of the nation,” adding that the party “must also ‎ensure that only credible candidates were fielded for all elective offices.”

Yesterday, it was reported that singer Praiz was picked up by operatives of SARS. According to reports, he was stopped while driving at top speed on Lekki-Epe expressway and while driving, he was also filming them,while screaming at the top of his voice.

Reacting to the news, Praiz wrote on IG;

Anyone that truly knows me well knows i am an easy going , non problematic, happy and co -operative individual.
Well, I’m not here to talk about myself. I am here to address issues that happens in our society everyday.
We live in a society where the government has failed us whether we like it or not. No jobs, fuel scarcity , SARS , ASUU Strike , Nupeng Strike , Name it….. it’s endless .. HARDSHIP… ENDLESS HARDSHIP …. Today I had an encounter that a lot of people go through everyday. People who are heading home after a failed interview, people going home after a night shift , people on their way to get their daily bread but get harassed by people who are the force because of reasons best known to them or maybe because u are a young boy wearing a gold chain or have a beard .
Though I won’t deny the existence of great people in the police force that are ready to listen , I still stand by my opinion which is popular amongst the youth and more #ENDSARS
Today I learnt that the police force needs deep reform and sensitization.

Five suspected pirates of Nollywood movies have been arraigned and remanded in prison over copyright infringements.

The accused are David Chukwudi, Austin Igboukwu, Ugochukwu Ukwuagu, Chukwuka David and Ndu Celestine.

The suspects, who allegedly committed the offence under the guise of trading in popular Alaba Market, appeared at the Federal High Court, Ikoyi in Lagos, charged with copyright infringement.

Chukwudi, David and Celestine were charged on 11-count charge bordering on copyright infringement and use of premises to promote copyright infringement.

Igboukwu and Ukwuagwu were charged on 13-count charge also bordering on copyright infringement.

In the first charge, the prosecutor, Barrister Kehinde Oluwole from the Police Force Headquarters, Abuja, said that Chukwudi, David and Celestine committed the offence on August 14, 2017 in the premises of the Alaba International Market, Lagos.

He said the accused forged packets of uncensored Nollywood films that include: “Jenifa’s Diary“, “Lord of War“, “The Village War“, “My kids and I“, “What I want“, “Osinachi my wife’’, among others, for illegal distribution.

Oluwole said the three suspects also engaged in the unauthorised recording of the said works, as well as utilising their business premises for copyright infringement.

Chukwudi, David and Celestine, however, pleaded not guilty to the charges.

Meanwhile, Igboukwu and Ukwuagwu, who were charged on 13-count charge bordering on similar offences, also pleaded not guilty to the charges

They were alleged to have committed the offences on August 12, 2017 also at a shop in Alaba International market.

Both accused were said to have flagrantly packaged for distribution, unauthorised works that include “Proposal of Arms“, “Sword of Justice“, “Brave Medium“, “Wedding party“, “The king’s wealth’’, “A trip to Jamaica“ among others.

They were alleged to have packaged the works worth millions of Naira, for illegal exhibition and distribution.

The offences contravene the provisions of Sections 58 of the Nigerian Films and Video Censor Board Act, 2004 and Section 20 of the Copyright Act, Cap 28, Laws of The Federation, 2004.

Justice Hassan also ordered all five suspects to be remanded in prison.

President Muhammadu Buhari, has disclosed that he used to smoke, chase women during his younger days.

The President while revealing some of his personal information also disclosed that he, however, stopped smoking in 1977.

Speaking with The Sun, Buhari noted that he had never taken alcohol all through his life.

According to him, “I used to smoke, but of course, I abandoned it, I think in 1977.

“Even in the military tradition, how they break you in, I said well, the military did not stop anybody practising his religion.

“My religion said no alcohol and no alcohol. So, that was respected. I was never forced to take alcohol and I have never voluntarily taken it because I want to remain alert all the time. There is a tendency that when you drink, you would want to have a bottle more, or a glass more and do something stupid.

“I also thought women ought to have taken more interest in me but I don’t know why they didn’t. I must have something they didn’t like. I assure you of that. I didn’t drink, I smoked, I had girlfriends; it was true.”

The Oyo State chapter of the Peoples Democratic Party on Monday dismissed the speech by the national leader of the All Progressives Congress, Bola Tinubu, while welcoming former governor Adebayo Alao-Akala and other defectors to the party on Saturday, as an attempt to sell a rejected party to the people of Oyo State.

Tinubu had said the defection of Alao-Akala, Teslim Folarin and others from the PDP to the APC was a sign that the APC had become the only party in the state and that the opposition had been finally buried.

But the PDP Publicity Secretary in the state, Akeem Olatunji, in a statement said the whole event and Tinubu’s statement betrayed his fear that the PDP had put its house in order.

Olatunji said, “Our attention has been drawn to a statement credited to a national leader of the APC, Tinubu, at a function held to welcome defectors who have joined the APC, wherein he expressed his fears indirectly over the continuous rise and dominance of the PDP in Oyo State politics and Nigeria at large.

“It is absurd that 90 per cent of the so-called defectors have ceased to be PDP members more than two years ago while the remaining 10 per cent are politicians who make their living through politics and hence the need to be in the ruling party at all times because they lack ideologies and principles.

“The PDP in Oyo State actually pities Tinubu for the unenviable job of selling a rejected Oyo APC to the electorate whereas the party hierarchy including the national chairman knows that the Oyo APC is moribund. The Saturday’s official declaration was just a charade to celebrate the birthday of Governor Abiola Ajimobi in an elaborate and wasteful manner.”

The statement noted that the absence of key party figures like the APC National Chairman, John Odigie-Oyegun, and the Minister of Communication, Adebayo Shittu, showed that the event was a failure.

“It is on record that the only minister from the state, Shittu; senators Monsurat Sunmonu, and Fatai Buhari, Dapo Lam-Adesina and many other political office holders on the platform of the APC boycotted the events to the surprise of Tinubu and Governor Ajimobi; a failed attempt to give a false hope that the APC is still alive in the state when all the indices show that the APC is virtually dead and the undertakers were admitted with funfair last Saturday.”

A drama played out at the Ikeja Magistrate’s Court, Lagos State, on Monday as the embattled hip hop artiste, Damini Ogulu, aka Burna Boy, was arraigned.

The suspect was brought into the courtroom by the Investigating Police Officer, Sergeant Olagunju Olatunji, when the court was about to sit and was whisked away in a sport utility vehicle immediately after his arraignment.

He swiftly entered into the waiting SUV, Lexus 300RX with number plate, AAA 473 DB, in company with some policemen in mufti and was escorted from the court premises to an unidentified location.

The 26-year-old singer was dressed in jeans and shirt, wearing jewellery and glasses.

Burna Boy, who was arrested for alleged involvement in the robbery of his colleague, Abiye Jumbo, popularly called Mr. 2kay, was arraigned on two counts of “accessory to after fact and failing to give information to the police on the attack.

He had been declared wanted by the state Commissioner of Police, Edgal Imohimi, on November 20, but he later appeared at the command on Friday.

He was promptly detained in the custody of the Special Anti-Robbery Squad in Ikeja.

Four suspects, including Burna Boy’s road manager, Joel Kantiok, had been paraded for allegedly robbing Mr. 2Kay on October 22 in his room at the Eko Hotel and Suites, Victoria Island, shortly after ‘Buckwyld N Breathless’ concert held in the facility.

During the parade, the suspects, except Kantiok, confessed to have carried out the attack on the orders of Burna Boy.

While giving an account of the incident, Imohimi had said, “Around 2am, someone knocked on the door of Mr. 2Kay’s room and introduced himself as a room service official from the reception. Mr. 2Kay opened the door and four men entered with a gun. They robbed him of his Audemais Piquet, an automatic gold wristwatch valued at $25,000; gold jewellery valued at N1.5m; an iPhone 7 valued at N380,000, a Samsung Galaxy S7 valued at N240,000, a Samsung Galaxy S5 worth N110,000; Addidas shoes valued at N75,000; three bottles of perfume worth N180,000 and a cash sum of N45,000.

“The gang then tied him and his girlfriend up before leaving the room. During investigations, the girlfriend of one of the gang members, Nimota Mutajero, was arrested. Her confession led to the arrest of three suspects. They confessed that one Damini Ogulu, aka Burna Boy, an artiste, through his road manager, one Joel Kantiock, contacted and paid them to rob Mr. 2Kay to teach him a lesson.

“Kantiock was subsequently picked up in his hideout at Zaria, Kaduna State.

“He confessed that his boss, Burna Boy, instructed him to look for armed men that could rob Mr. 2Kay. Burna Boy mobilised the gang with an initial cash sum of N50,000 and a subsequent sum of N50,000 when the job had been completed.

“I advise Ogulu, aka Burna Boy, to report himself at the nearest police station since efforts to locate him at his residence at 7 Cheview Estate, Lekki, or any known hangout, have proved abortive.”

The other four suspects – Balogun Ademola, Obina Igwe, Tunmise Omotore and Joel Kantiok – had been charged with robbery and remanded in custody before Burna Boy was arrested.

The artiste pleaded not guilty to the two counts bordering on aiding of an offence preferred against him by the police when he was brought on Monday before a magistrate, Mrs. B.O. Osunsanmi, who held brief for Mrs. Y.O. Aje-Afunwa.

The charges read, “That you, Damini Ogulu, and others now at large, on the 24th day of October, 2017, around 11.20hrs (11.20am), at Eko Hotel and Suites, Victoria Island, Lagos, in the Lagos Magisterial District, did conspire among yourselves to commit felony to wit; accessory after the fact, thereby committing an offence punishable under Section 411 of the Criminal Law of Lagos State of Nigeria, 2015.

“That you, Damini Ogulu, and others now at large, on the same date, time and place, in the aforementioned magisterial district, did have information about the attack on one Abiye Jumbo, aka Mr.2kay, at Room 847 of the Eko Hotel and Suites, Victoria Island, and did not disclose the said attack information to the security agent (sic), thereby committing an offence punishable under Section 415 of the Criminal Law of Lagos State of Nigeria, 2015.”

His counsel, Bright Idahosa, prayed the court that he be granted bail in liberal terms.

While the police prosecutor, Inspector N. Peter, welcomed the request, a lawyer, Dan Whisky, who held brief for Grafton Entertainment, the promoter of Mr. 2kay, expressed reservation about the bail application, saying the sister case, involving the other remanded accomplices would come up on December 29.

One Tayo Reju held a watching brief for Eko Hotel and Suites.

Osunsanmi granted the defendant bail in the sum of N100,000 with two sureties in like sum and adjourned the case till December 29.

However, as against the tradition of keeping defendants on the court premises pending when bail conditions would be perfected, Burna Boy was immediately taken away in the SUV by the police.

Barring any last minute change, dancehall musician, Damini Ogulu aka Burna Boy, will be arraigned in court today, December 18th over his alleged connection in the robbery attack of his colleague, Mr 2Kay, at Eko Hotel in October.

Recall that the Lagos state Commissioner of Police, Edgal Imohimi, in November, declared Burna Boy 'wanted' after his manager, Joe Kantiock, and two of the robbery suspects, confessed that the singer ordered and paid money for the attack to be carried out.

After many weeks of not honoring the police invitation, Burna Boy last Friday, December 15th, reported himself to the police command headquarters in Ikeja. He was interrogated and then detained and will be arraigned in court this morning.

As at Thursday, December 14, 2017, a total of $36.9 billion was left in the foreign reserves of Nigeria, data from the Central Bank of Nigeria (CBN) reveals.

According to the apex bank, this amount grew by 0.4 percent from the previous day, Wednesday, December 13, 2017, when the reserves had $36.7 billion.

Nigeria’s foreign reserves have recorded a growth of 5.1 percent in from December 1 to December 14, 2017.

On December 1, 2017, the amount in the reserves was $35.1 billion.

Already, the external reserves of Africa’s largest economy have recorded 41.2 percent increase this year.

According to data obtained by Business Post on the website of the CBN, where details of the reserve management and movement are published, the country opened the year with $26.1 billion in the reserves.

Everyone knows Yinka Ayefele became famous after he survived an accident that almost ended his life on December 12, 1997.

What most people don’t know is that doctors had concluded that he would never be able to perform sexually again.

Celebrating 20 years after the nightmarish accident, Ayefele told Sunday Scoop that on the day he first had an erection while he was in hospital, everyone became ecstatic.

He said:-

After the accident, everyone jubilated when I had an erection one afternoon.

I was wondering why they were rejoicing and they told me the doctors said I would not be able to have an erection again. They had reached the conclusion without my knowledge.”

He admitted that life would have become meaningless had he not regained the ability to have an erection.

But even in the midst of the trouble, he never reasoned that his girlfriend, who later became his wife, would forsake him.

He reacted, “She didn’t leave me when I was hospitalised, so why would she leave me afterwards? When things were bad, she was with me all through. We got married after the accident and we are blessed with four boys.”

He stressed that he had stopped bothering himself about people who still believe the accident might have rendered him impotent even though he confessed that in the past, such things bothered him.

He recalled, “I can still remember my response to a journalist who wanted to be sure I could impregnate a woman. I told him to bring his sister if he wanted a confirmation. It used to be embarrassing when people questioned my s*xual ability.

“Even if I am unable to make love to a woman, should that make them happy? Even if my wife and I opted for IVF, is it something they should gloat about?”

20 years after, Ayefele still feels pains and said he has decided to stop taking pills because he fears that it may affect his kidney or liver.

He explained further, “I am still feeling pains; I am always in pain every day. Pills cannot even stop the pains and I am conscious of what I take in, but I thank God I have been able to cope. I give thanks to God for sparing my life.

“I personally thought I would die, but my parents and loved ones encouraged me to stay alive. They felt bad, but they didn’t want to lose me. My father was alive then, but I lost him two years ago. He was so supportive all through the trying times.”

Recalling the circumstances that confined him to the wheelchair, he said, “I was on my way to Abeokuta, but I lost control of the car because it rained heavily that day. The car fell into a deep pit.

I was taken to a nearby hospital, but they couldn’t handle my case because I was vomiting blood. I was taken to another hospital where it was discovered that I had a spinal cord injury.

“I was then transferred to the University College Hospital, Ibadan, where I stayed for almost a year before I was discharged. Much later, I raised funds and travelled to the United Kingdom, for specialised treatment.

Today, Ekiti State workers said they are not interested in Xmas cloths for their children, instead, they want their Salaries

Rather than providing their children Christmas clothes, government workers in Ekiti State have appealed to Governor Ayo Fayose to accord priorities to the payment of backlog of salary arrears owed them, the Nation reports.

They expressed regrets that many of them are dying of hunger while others who are afflicted with debilitating ailments and lack money to access quality healthcare delivery.

Acting under the aegis of the Enlightened Workers’ Forum (EWF), they welcomed the directive from the Presidency that governors should clear all arrears owed workers before Christmas.

In a press statement on Friday, December 15, EWF Coordinator, Mike Bamidele, criticised the decision of the governor to provide free Christmas clothes to 20,000 children in the state.

Describing the Free Xmas Clothes for Kids project as a “misplaced priority,” Bamidele said workers’ salaries should remain the governors’ priority rather than “unnecessary grandstanding and splurge on frivolities.”

Bamidele said hunger occasioned by the non-payment of salaries has unleashed hardship on workers some of whom, he said are dying of hunger and ailments the can’t treat.

He said: “We are still at a loss why the governor still owes core civil servants five months arrears, workers in institutions on subventions seven months and local government workers and primary school teachers nine months.

“Rather than making sincere and concrete efforts to pay our salaries, the governor is busy distributing Christmas clothes for 20,000 children.

“If he pays their parents regularly, it will be easy for them to buy clothes for their children. It is not the business of government to be buying Christmas clothes for children and this has turned Ekiti to a laughing stock.

“Offering to buy Christmas clothes for children when salaries are not paid is an attempt to play politics with the poverty of the people and turn the innocent kids to pawns on the political chess board.

“We reject this Christmas Clothes for Children project in its entirety; all we need are our salaries and allowances. Let the governor look for means to pay them so that we can have relief.

“A labourer deserves his wages and the sweat of his labour must not dry on his forehead. We have worked for this money, it is our right and not privilege, the governor must pay our salaries.

“We are also using this medium to call on the Federal Government to investigate how bailout funds, Paris Club refunds, Budget Support Funds sent to Ekiti State were spent.

Barely 24 hours after oil workers under the aegis of the Independent Petroleum Marketers Association of Nigeria, Lagos State Chapter, suspended the plan to withdraw their services, the Petroleum and Natural Gas Senior Staff Association of Nigeria on Thursday threatened to embark on a nationwide strike.

Last week, IPMAN, Lagos Chapter, accused the Nigerian National Petroleum Corporation of under-supplying its members with petrol, threatening that its members in Lagos and parts of Ogun State might be forced to shut their filling stations by December 11.

PENGASSAN said in a statement that the issuance of a seven-day ultimatum to the Federal Government would culminate in the shutting down of all oil and gas installations, including disruptions to fuel supply and distribution across the country effective December 18, 2017.

The union accused some indigenous oil and gas companies and marginal field operators of unfair labour practices but only disclosed the name of one company in its statement.

It said one of the resolutions in the communiqué issued at the end of its National Executive Council meeting of October 13, 2017 held in Uyo, Akwa Ibom State, was the condemnation of indigenous oil and gas companies and marginal field operators.

PENGASSAN said the oil companies were condemned because of “their anti-labour posture and practices, including the termination of the employment of any worker who has indicated willingness to belong to the union.

“Those who are threatened and compelled to disown the union are then treated as slave workers within their own country,” the union added.

But the union did not say when the termination of employment was carried out and how many workers were laid off.

PENGASSAN claimed that it had explored all options without getting the necessary understanding, adding that relevant authorities of government had failed to caution the recalcitrant organisations, especially Neconde.

It said it would embark on the nationwide strike on December 18 if the Federal Government failed to direct the companies to “recall our sacked members as the only option to address this injustice and lawlessness.”

PENGASSAN appealed to all Nigerians to show understanding and to use the window of the notice to stockpile adequate quantity of Premium Motor Spirit and other petroleum products that would last them during the upcoming festive period as the strike would be indefinite.

The Zonal Coordinator in charge of Zone A, Nigeria Customs Service, Aminu Dahiru, has completed a tour of all formations under him with a charge to the officers and men to redouble their efforts in revenue collection, anti smuggling operations, trade facilitation and self development.

Dahiru, an Assistant Controller General of Customs, said his zone comprising all Customs formations in the South-West would intensify the fight against smuggling and import duty evasion of any kind, adding that there would be no hiding place for evaders of duty and smugglers.

He urged all personnel of the command to evoke the powers of Section 147 of the Customs and Excise Management Act to enter anywhere suspected of being used to warehouse smuggled goods and Section 157 of the same Act to patrol anywhere in the country.

He said, “We are aware that commercial activities at the ports and borders increase during the end of the year. Be vigilant not only to make seizures but also to arrest those behind the crime. We don’t have enough Customs offenders in jail. This is one area we must improve on.”

On revenue generation, Dahiru said that the Zone A, accounting for over 70 per cent of the 2017 revenue target of N770bn was strategic to the overall goal of the NCS.

He said that as of the first week of December 2017, the service had already surpassed this target by over N10bn.

An indigenous oil company, Petrolex Ltd., says it has set aside $6bn to enable it to make an impact in the downstream and upstream sectors of the Nigerian oil and gas sector.

Mr Segun Adebutu, Chairman of the company said this during a facility tour of the mega oil city in Ibefun, Ogun on Wednesday.

Adebutu, who spoke ahead of the inauguration of the company, noted that the amount would also make an impact in the power sector.

He said that the facility would host 250,000bpd capacity refinery, estimated to cost $3.5bn, a lube plant the cost of which was $8.5m.

Adebutu also said that the company had a tank farm of over 300 million litres capacity to turnover 600,000 million litres monthly.

According to him, the company has a gas processing plant to produce 50,000 Liquefied Petroleum Gas cylinders.

Adebutu added that the well-structured marshalling yard, with 4,000 capacity trailer park in Ibefun, would be located within the complex.

According to him, the Petrolex mega oil and gas city is conceptualised to enjoy the distinction of housing some of the most advanced oil and gas infrastructure in Africa.

“The first phase of the complex will comprise of the 300 million litres Ibefun tank farm, residential quarters, army barracks, 30 loading gantries, and a 4,000 truck capacity trailer park with accommodation for drivers.

“This legacy investment of over $330 million to date, as audited by PWC, will be the largest product storage tank farm in sub-Saharan Africa and will create at least, 2,000 jobs.

“This massive investment will make the company a one-stop energy provider not only in Nigeria but also in the sub-Sahara Africa,’’ he said.

The chairman said that Petrolex had commenced the planning, design and development of the Petrolex mega oil city located in Ibefun, where it had acquired over 13,000 acres of prime land.

He also said that the company had also concluded negotiation of another 12, 000 acres, to make the Petrolex oil city at 101 square kilometres.

“Hopefully, by the time we are done, it will be at least 70/80 per cent indigenous. It will actually help the economy of the town itself.

“It is not just about direct employment. We are setting up a city here.

“Petrolex has a unique sustainability model that includes comprehensive environment conservation and reforestation programme and a successful host community engagement framework.’’

The Chairman of the National Caretaker Committee of the Peoples Democratic Party, Ahmed Makarfi, has accused the All Progressives Congress of being afraid to hold its national convention.

He said fear was the reason why the ruling party had not been able to organise a national convention for many years.

Makarfi spoke in Abuja on Tuesday when he received the chairman of the Steering Committee on the Development of Strategic Plan for the National Institute of Legislative Studies, Aminu Shagari, and members on a courtesy visit.

“You have prayed for a successful convention of the PDP. We are not afraid. We are not the APC, we are not afraid to hold convention. We are not afraid to hold meetings and convention because we are democratic,” he said.

But the APC has dismissed the allegation by the opposition PDP that it was afraid of holding its national convention.

The National Publicity Secretary of the APC, Mallam Bolaji Abdullahi, said the claim that the APC was afraid of conducting its convention “is an empty platitude” lacking in substance.

Abdullahi said, “We don’t respond to this kind of empty platitude lacking in substance. Did the PDP say why they are saying we are afraid? If they said we are afraid, afraid of what or who? We won’t dignify their assertion with a response.”

Makarfi had earlier told his guests that he was aware that the procedure for legislation was long and cumbersome, adding that the voting pattern could however be improved.

The former governor of Kaduna State said that the process of lawmaking “is not so democratic and the problem facing Nigeria goes beyond ‘nay’ and ‘yea’ because the moment we begin to reduce it to that, very sensitive issues that have telling effects on this country can be so lazily settled, we will face the consequences down the line.”

In his response, Shagari praised PDP for its contributions to the building of democratic structures in the country.

Some Nigerians recently evacuated back home from Libya claim that they suffered indignities like starvation; dehydration; drinking salty water, petrol, and urine; sodomy; battery; denial of medical attention for damaged genitals; forced and unpaid manual labour on plantations.

Many of these Nigerian, and other African, refugees got sucked into the slave ring as economic migrants seeking passage to a better life in Europe through Libya, whose borders became loose after the death of strongman Muammar Gaddafi to the violent Arab Spring of 2011.

Libya’s half-way Government of National Accord admits that “Libya is going through difficult times which affected its own citizens as well.” That’s fair enough, but when the GNA demurs from accepting responsibility for the heinous acts of some of its nationals, the international community must take firm steps to correct that lapse.

It is heartwarming however, that Anas Alazadi of Libya’s Anti-Illegal Immigration Agency, has announced that “a high level committee has been convened, encompassing representatives from all the security apparatus, to oversee investigations (into this rather bad business).”

Alazadi gives the assurance that the “priorities of the investigations are not only to convict those responsible for these inhumane acts, but also to identify the location of those who have been sold, in order to bring them to safety, and return them to their countries.” The entire world must compel Libya to live up to these humane words.

While it may be plausible that “when Gaddafi was in power, there was no slave trade of Black Africans,” as claimed by Reno Omokiri, former Special Adviser on New Media to former President Goodluck Jonathan, the history books record that in the 15th Century North Africa, sale of Africans occurred routinely in “souks” in Cairo, Algiers, and Libya’s Tripoli.

There is a history to the scourge, even if you want to stretch the logic to connect the dots of Gaddafi’s ouster to Libya’s modern trade in Black Africans; slave trade is not new to Libya. And that former American President “Barack Obama staged (the) removal (of Gaddafi)” does not quite explain why “Black Africans are being sold (as slaves) in Libya.”

A 27-year-old Ethiopian, Harun Ahmed, claims to have been kidnapped and sold by Libyan renegades while seeking passage to Europe through Libya. He discloses that even Libyan police officers, some of whom own private cells, sell illegal immigrants who can’t bribe them, for as little as $500.

A CNN investigative crew visited a private cell where slaves were being auctioned, the same way Africans were auctioned during the slave trade era in the Americas. The auctioneers described the slaves as “merchandise.”

The CNN claims to have delivered the tapes of the wicked transactions to the Libyan government for necessary action. Perhaps, the best description that anyone can give of the Libyan slave trade is in the words, “totally unacceptable, despicable, and inhumane,” as expressed by Abike Dabiri-Erewa, Senior Special Assistant to Nigeria’s President on Foreign Relations and the Diaspora.

Antonio Guterei, Secretary-General of the United Nations, who confesses to have been “horrified at news reports and video footage showing (Black) African migrants in Libya reportedly being sold as slaves,” strongly “abhors these appalling acts.”

He has called on all competent authorities, meaning all nations, as well as regional and global multilateral organisations, “to… bring the perpetrators to justice.” In declaring that “Slavery has no place in our world,” Guterei enjoins all nations to adopt the UN Convention Against Transnational Organised Crime’s Protocols on Trafficking in Persons.

The Protocol, “To Prevent, Suppress, and Punish Trafficking in Persons, especially Women and Children,” commits “ratifying nations to prevent and control trafficking in persons, protecting and assisting victims of trafficking, and promoting cooperation among states, in order to meet those objectives.”

By ending its participation in the Global Compact on Migration that addresses migrant and refugee issues, America appears set to stall the gathering momentum for global sanction against Libya that is turning migrant Black Africans into slaves.

The United Nations Office on Drugs and Crime describes Human Trafficking as “the acquisition of people by improper means, such as force, fraud, or deception, with the aim of exploiting them.” It adds that “Smuggling of migrants involves the procurement of material benefit of illegal entry of a person into a State of which that person is not a national or resident.”

The submission by Libya’s GNA that “the practical solution (to economic migration) is to address the real reasons that drive people to leave their countries,” is brilliant. And countries, like Nigeria, whose citizens are seeking greener pastures via the treacherous sand dunes of the Sahara Desert, must urgently reorder their priorities for economic prosperity.

But would Libya’s GNA deny that there are Libyan refugees or economic migrants in other countries, especially after the “anomie,” or state of hopelessness, and breakdown of law and order, that resulted from the devastating Arab Spring? If there are such Libyan refugees, then Libya cannot be the first to cast a stone against refugees.

It is welcoming news that the Nigerian Mission in Libya has been visiting detention camps in Libya to identify Nigerian victims for registration, in order to provide them with Emergency Travelling Certificates to enable them to return to Nigeria. A few batches of economic migrants have already been repatriated in recent weeks.

It is however, unethical for the Federal Government to take credit for the evacuation of Nigerians from Libya if it was actually done by some International Organisations. It is also shameful, if indeed the Ministry of Foreign Affairs initially denied that Nigerians were being treated as slaves in Libya.

It reminds you of the initial cruel cynicism exhibited by Nigeria state actors when news of the abduction of the Chibok girls broke. Most of them have yet to be recovered, more than four years after they were abducted.

Now, the revelation that the Nigerian Mission in Libya (?) reported cases of this slave racket to many host authorities suggests that the evil is not limited to Libya. And because there are human trafficking syndicates that send young nubile girls to places like Dubai and Abu Dhabi for sexual exploitation, the duo of Minister of Foreign Affairs, Geoffrey Onyema, and Abike Dabiri-Erewa, have more combing work to do around the world.

Nigeria’s National Agency for the Prohibition of Trafficking in Persons and Other Related Offences must bust the local ring of traffickers or “burghers,” by seeking the cooperation of travel agents, tour and tourism planners, and operators in the aviation industry in Nigeria.

And President Muhammadu Buhari should not be saying stuff like, “For anyone who dared the desert without recommendation to prove that he or she is a Nigerian, there is nothing we can do. There is absolutely nothing we can do.” He can do plenty.

He should search for, retrieve, evacuate, and rehabilitate Nigerians in this migratory “hell hole,” and scold them later. While an alien may be sanctioned for illegal entry into Nigeria, you could hardly sanction a Nigerian for illegally exiting Nigeria especially as economic or political refugees.

And while Black Africans who live in London join the National Anti-Slavery March from Belgravia Square to the Libyan Embassy in London on Saturday, they should also tell their home governments to run their economies well.

I think it’s becoming a woman’s world. The women are out there to take over and make more money. For the upcoming actresses that also venture into movie productions, I think they do it because they are tired of constant sexual harassment from producers.

Producers are always asking for sex or money.

Have you ever been a victim of sexual harassment?

Yes! After I joined AGN in 2011, there was an audition I went for; while auditioning, the producer asked me to play out seducing him. As I was acting it with all my heart, not knowing he had ulterior motives, he grabbed my boobs and I was shocked.

I cautioned him and walked out from his office. After that, I really felt discouraged but I didn’t give up. I told my mum and family members and they gave me lots of moral support.

Don’t you think its desperate actresses who seduce the producers?

This is very true because some of them feel their body can answer all things. To be honest, some of the so-called Asaba big girls started this act of paying money and offering sex for movie roles because they want to appear in movies by all means.

In Asaba, some girls give producers N100,000, N200,000, just to appear in one or two scenes.
So you agree that there are prostituting actresses in Nollywood?

Yes, there are, and it’s quite painful and annoying. However, it’s in other places too; in different sectors.

You recently granted an interview where you boldly said you’re not ashamed to ask a guy for sex, is this true?

I never said such; the reporter quoted me out of context. How can I boldly ask a guy out or even ask for sex when I am an African, it’s not part of us! I said, I have dated only two guys in my life and I am presently single and not in any relationship. I don’t know where the reporter got that from. If I really like a guy, I can only imagine him in my head as my boyfriend, but I can’t walk up to him to ask for sex. No way! I’m a very romantic type but not crazy.

People say MouthAction is dirty, what do you think about it?

I don’t know about other people but I don’t like it at all. And if your husband wants it? The bible says women should be submissive to their husbands, so if I get married and my husband wants MouthAction, I’ll give it to him, so I can make heaven.

Would you also give him anal sex?

I can’t do that at all. In fact, I know my husband can’t be crazy enough to ask me for anal sex when he is not Bobrisky.

Can you forgive a cheating partner?

Never ever! Because once I’m in a relationship, I stay very loyal and faithful. So, I would not even look back when the person cheats on me, be it my husband or boyfriend. Once, you have me, let it be me forever until we part ways. Don’t even try to cheat on me.

How spiritual are you?

I am very spiritual. I don’t joke with Church. I always pay my tithes, even when someone gives me money I pay my tithe from it. I make sure I help the less privileged as often as I can. I fast and pray when need be. I might be crazy, but I really love God and everything that concerns Him.

So, what’s your take on tithing?

I pay my tithe all the time and I sow seeds, that’s why God keeps blessing me. It’s in the Bible, I can’t remember the Bible verse, but it’s there. So you disagree with Daddy Freeze’s argument on tithing? Firstly, I don’t know who Daddy Freeze is and I don’t care to know. All I know is that people should pay their tithes and allow God to bless them abundantly.

How’s the campaign going?

We thank God. I have been moving in the last few weeks from zone to zone, state to state and by the special grace of God, we shall make it. Delegates have been listening to me and my campaign team. We have nothing to worry about. Since the past few weeks, we have being to all the zones in the country. My fate in the PDP has been further strengthened with the commitment of our members across the country.

The position of the national chairman is zoned to the entire southern part of the country, but there are those who say that the position should be micro-zoned to the South-West because of a peculiar problem. How do you react to this?

The position is zoned to the entire 17 states in the southern part of the country while the party equally zoned the presidential ticket to the entire 19 northern states. That was the decision of the national convention of the party and which was reinforced by the National Executive Committee. It is a misconception to say that it should be left for a zone. No, if we do that, we will be working against the directive of the party. We should not allow lawlessness in the party. The party says there is no micro-zoning.

Why are you in the race?

I’m in the race because I’m very experienced and I have what it takes to lead the party at this particular time. I was a party chairman before, I was a national organising secretary and deputy national chairman, and at one time, acting national chairman. I have been in the engine room of the party at the national headquarters before. I believe that I’m eminently qualified at this critical time to lead the party, especially when we just have a year to go into a national election. We don’t need someone who does not have experience. I have the skill and I have performed.

Is there anything you will do differently if elected?

Yes. I will take the party to the grass roots. The founding fathers wanted it to belong to all, but at some point, it was hijacked by a few people. We should take it back to the people. It is a party where all Nigerians can realise their political dreams. PDP remains the only party that nobody owns – it belongs to all. We will take it to the owners so that they can reclaim it. Then, we will do massive membership drive and I will introduce a new reward system.

What does that mean?

It is meant for the grass roots and not from the top. It is meant to acknowledge those who have helped the party to win elections at the lower level. If you call it patronage, that be it. If you have worked for the party, you will be recognised, and not because of the quality or size of the agbada you wear in Abuja.

What will you give them?

It you work hard and we win, you will benefit from appointments that will come to that area.

Some leaders from the North claimed that they are adopting the South-West for the chairmanship of the party. How do you react to this?

What I got from the news did not indicate that it came from the North. It was a group of individuals that support a particular candidate that gathered together and made the claim. It doesn’t make sense. You can see that they have been countered by the 19 state chairmen of the party from the North. These are the owners of the party at the state level and they have dissociated themselves from the claim. It is very clear that somebody was trying to play a trick on the people by claiming to be speaking for the North. People are wise and civilised. If you claimed to speak for a group, why didn’t you consult and carry them along? It is a fluke and I can tell you that it won’t stand. I commend the elders and state chairman of the party from the North for backing the position of the party by rejecting the claim of those who wanted to mislead the people.

Where is your support base?

I have support across the whole country. I have support from my zone as well because they say charity begins at home. I’m a loyal party man. If anybody wins, I will support the person and if I win, which I know will come to pass, I expect my fellow contestants to rally round me to lift the party. There is no desperation on my part. I have no other agenda.

Do you consider any of the aspirants as a threat?

Not at all! This is because some of them were my bosses before. Somebody like Chief Olabode George was my boss before. The others too, we have worked together before.

What’s your message to the delegates and co-aspirants?

For the co-aspirants, we should play by the rules and be decent. It is not time to pull down anybody. The delegates must vote for someone who relates well, someone who is humble and has experience, not arrogant, and who is ready to devolve power. My aim is to rebuild, reposition and regain lost ground.

However, Okiri wasn’t smiling earlier in the week when he took to his Instagram to call out his state governor, Ifeanyi Okowa of Delta State. Harrysong lamented the incessant communal clashes in Delta State without the government doing anything decisive to stop the wanton loss of lives. He stated, “I woke (up) this morning highly infuriated and troubled about how much Nigerian politicians have raped this country without a conscience. Even my state governor, Sen. Ifeanyi Okowa, is worse. Aladja and my community, Ogbe Ijaw, have been killing one anotherfor years and Okowa is rather playing a businessman than a father and a leader he is meant to be. Come 2019, we need leaders, not politicians.”

In an exclusive chat with Sunday Scoop, Harrysong saidsome more about the issue. “It is a cause that we are fighting but we don’t want to say anything now. I’m going to Delta State on Sunday (today), and I’m going to bring back the final report that we can now talk about. The thing is trending, and everybody has been calling me both from the state and outside. I will go to both communities that are fighting, and I will make sure that I meet with the authorities concerned. It is not an easy cause but we will face it till the end,” he said.

Situating the place of artistes as vanguards of the people, Harrysong said, “Entertainers are the voices of the people, both in melody and in words. I think entertainers should speak up in cases like this because the world would hear us quicker and listen to us better because we are role models to a lot of people.

“The roles that we play in the lives of young people and the society at large cannot be overstated. We should speak up for our states, country and the world in general. Every purposeful entertainer should stand for their people to make their voices heard in the necessary places.”

Meanwhile, in response to Harrysong’s claims, the Delta State Government urged the Arabanko singer to visit the state often. “Harrysong is our son and we are proud of his achievements but communal clashes have to be handled tactfully. We are talking about communal clashes and not music. The governor is trying his best to settle the aggrieved parties and as we speak, all hands are on deck in this regard. We are not folding our hands and keeping quiet,” the governor’s spokesman, Ehiedu Aniagwu, told an online newspaper.

However, talking about his current projects, Harrysong told Sunday Scoop about what he’s doing at the moment. “The Kingmaker album has been released and that is what we’re promoting right now. We are also shooting the last video to wrap up the year, for the song, Ele. The shoot will be done next week,” he said.

The Nigerian stock market (equities category) appreciated by N448bn in November this year.

The Nigerian Stock Exchange market capitalisation stood at N12.766tn as of November 1, 2017 but closed at N13.214tn on the last day of trading in November (November 30).

The All-Share Index of the NSE also recorded a significant advancement as it closed at 37,944.60 basis points on November 30 from 36,887.20 basis points recorded on November 1, 2017.

Corroborating this positive trend, the Nigerian equities market had maintained a significant bullish trend last week as the All-Share Index appreciated by 1.5 per cent week-to-date to close at a three-month high of 37,944.60 basis points.

On Thursday alone, the market gained N82bn as 11.77 billion shares valued at N21.384bn exchanged hands in 5,152 deals.

The year-to-date and month-to-date returns advanced to 41.2 per cent and 3.4 per cent, respectively on the last day of trading in November this year.

The NSE market capitalisation increased by N205.5bn to N13.2tn, exceeding the N13tn mark for the second time this year. Similarly, activity level improved as average volume and value traded increased 70.8 per cent and 14.3 per cent week-on-week to 745.5 million units and N5.2bn, respectively.

Last week’s top traded stocks by volume were Wapic Insurance Plc (with 1.4 billion), Fidelity Bank Plc (224.3 million) and FBN Holdings Plc (164.6 million) while Zenith Bank Plc (N3.9bn), Nigerian Breweries Plc (N3.4bn), and Guaranty Trust Bank Plc (N1.5bn) led the value chart.

The top performing stocks last week were Fidelity Bank Plc, Forte Oil Plc and Law Union and Rock Insurance Plc, which respectively appreciated by 21.2 per cent, 15 per cent and 14.8 per cent.

The worst-performing stocks were given as Mobil Oil Plc, Universal Press Plc and Neimeth International Pharmaceuticals Plc, which declined by 6.1 per cent, 5.5 per cent and 4.9 per cent, accordingly.

The impressive performance of the equities market in November ending coincided with index rebalancing date for the Morgan Stanley Capital International Frontier Market indices, which perhaps indicates that Nigeria has a net inflow of funds.

Commenting on the market performance at the month end, analysts at Meristem Securities said, “We attribute the positive close to the bullish sentiments observed on counters in the consumer goods and banking space. We expect the current trend to be maintained in the coming week, following increased investors’ confidence towards the Nigerian bourse.”

The Federal High Court in Abuja has frozen seven separate accounts which, according to the Economic and Financial Crimes Commission, were used by the Nigerian Governors’ Forum to launder the sum of N10bn said to be derived from the proceeds of the Paris Club refund.

Justice Gabriel Kolawole directed on Wednesday that the freezing order would last for 45 days within which the EFCC must either institute charges in respect of the transactions against the relevant suspects or apply to the court for an extension of the order.

The judge also gave seven days to the account owners, if interested in seeking the setting aside of the freezing order, to file an application which must be served on the EFCC.

The frozen accounts are 0002184449 with Jaiz Bank Plc and operated by HAD Properties Limited; 0025600864 with Guaranty Trust Bank Plc and operated by Hassan Ahmed Danbaba; as well as 0005892453 with Access Bank Plc and operated by Melrose General Services Coy.

They also include one Access Bank account, 0045824054 and another Zenith Bank Plc account 1010948906, both of which belong to Bina Consult and Integrated Services.

The rest are two Access Bank Plc accounts – 0700755576 and 0700946008 – belonging to Farouk Adamu Aliyu and Malam Alu Agro Allied Company Ltd., respectively.

EFCC’s lawyer, Mr. Ben Ikani, had moved the ex parte application seeking the freezing of the accounts on November 27, following which Justice Kolawole adjourned till Wednesday for ruling.

The commission alleged that its preliminary investigation had revealed that the N10bn was fraudulently diverted by the NGF under the guise of paying consultancy fee to BizPlus GSCL Consortium which the Forum engaged “to carry out reconciliation of accounts and recover the amounts due to the states” from the refund of the over-deducted payment of Paris Club debt by the Federal Government from 1995 to 2002.

In an affidavit filed in support of the EFCC’s ex parte motion, a member of the Special Investigation Committee, set up by the commission to investigate the alleged Paris Club refunds scam, Osas Azonabor, alleged that preliminary investigation had revealed that the NGF caused the Central Bank of Nigeria to pay N19,439,225,871.11 into its account for onward payment to BizPlus as consultancy fee.

But the investigator stated that N10bn of the N19.4bn paid to the NGF account by the CBN was fraudulently disbursed to the seven accounts of companies and individuals, who were not part of the said BizPlus GSCL Consortium.

Detailing how the fraud was allegedly perpetrated, Azonabor alleged that the NGF had agreed to pay success fee of two per cent to BizPlus GSCL Consortium.

But the investigator alleged that upon the success of the recovery, rather than stick to the two per cent fee, the NGF caused the Central Bank of Nigeria to deduct five per cent, amounting to the N19.4bn.

He said, “That sometime in January 2017, the applicant (EFCC) received intelligence in respect of a case against the Nigerian Governors’ Forum alleging conspiracy, criminal misappropriation of public funds involving the sum of N19,439,225,871.11 out of the Paris Club refund made by the Federal Government in favour of the 36 states of the federation.

“That preliminary investigation conducted by the commission revealed that the 36 state governments, under the auspices of the NGF, engaged the services of Bizplus GSCL Consortium to carry out reconciliation of accounts and recover amounts due to the states from line charge made on them from 1995 to 2002 for a success fee of two per cent payable by the NGF.

“That investigation further revealed that contrary to the agreed fee of two per cent as stated in paragraph 6 above, NGF caused the Central Bank of Nigeria to deduct five per cent of the amount due to the states which amounted to the sum of N19.4bn (stated in paragraph 5 above) and paid the same into the NGF account, supposedly for onward payment to the Bizplus GSCL consortium.

“That our investigation of the case further revealed that a larger part of the amount stated in paragraphs 5 and 7 above was fraudulently disbursed by the NGF to individuals and corporate entities that were not part of the consortium.

“That the names, account numbers and bankers of the fraudulent beneficiaries of the criminal diversion of the public funds are as stated in the schedule to this application and that copies of the statements of accounts showing the disbursements is hereby attached and marked Exhibits EFCC1, 2, 3, 4, 5, 6 & 7 respectively.

“That further investigation revealed that those individuals and corporate entities were used by the NGF to launder over N10bn under the guise of paying consultancy fees to the Bizplus GSCL Consortium which, however, found its way to the various accounts listed in the schedule to this application.”

Justifying the commission’s request for the freezing order, Azonabor stated that the 72 hours stop-order allowed by law to be placed on any account suspected to be involved in suspicious transaction or any crime had expired, but investigation had yet to be concluded.

He maintained that the court order freezing the accounts was needed to enable the EFCC to carry out its investigation to a logical conclusion.

He said, “That further to the foregoing, I am aware that substantial amounts from the fraudulent disbursements into these accounts have further been laundered to some other accounts or withdrawn as cash. While discrete investigation is currently ongoing, the 72 hours stop order allowed by law to be placed on any account suspected to be involved in suspicious transaction or any crime has expired.’’

Human rights lawyer, Mr. Femi Falana (SAN), has sued the Federal Capital Development Authority, seeking N100m damages for the injuries he allegedly sustained when he fell into an uncovered manhole on the street of Abuja.

In the suit, marked, CV/0248/17, Falana claimed to have on October 27 fallen into a manhole while walking along the Shehu Shagari Way, Maitama District, Abuja.

He claimed to have suffered a sprain to his right knee when he fell into the uncovered manhole, adding that he had to undergo a series of medical procedures, which caused him severe pain as well as physical, psychological and emotional trauma.

He said he now had to endure carrying a POP cast about and walking with the aid of crutches for at least four weeks, subject to his doctor’s advice.

He said apart from the fact that the accident disrupted his business, he had to pay N209,580 as medical bill at the National Hospital, Abuja where he was rushed to and admitted.

Falana is seeking a court declaration that the FCDA failed in its responsibility of either ensuring that the manhole was properly covered up or putting up a caution sign to warn road users.

“The defendant ought to know that leaving a manhole open in the middle of the road was dangerous for all road users, especially pedestrians.

“The defendant owes the plaintiff a duty of care to ensure his safety while walking on Sheu Shagari Way, Maitama District, Abuja.

“The plaintiff specifically avers that he experiences severe and excruciating pain when he is walking from one point to the other.

“The plaintiff avers that the defendant’s negligence caused the accident which led to the severe sprain on his right knee.

“The defendant is the Federal Capital Development Authority, a body established by an Act of the National Assembly with a duty to construct and maintain such roads, railways, sidings, tramways, bridges, reservoirs, watercourses, buildings, plant and machinery and such other works as may be necessary for, or conducive to, the discharge of its functions under the Act establishing it.”

The lawyer is praying the court to order the FCDA to immediately ensure that all the manholes in Abuja are covered up.

He wants the court to order the defendant to refund his medical bill of N209, 580 and pay him N100m in damages.
