sheyiofficial: The recent ransom paid to Boko Haram in exchange for the release of some Chibok girls have contributed to the recent upsurge in the killings and disappearances of soldiers engaged in the fight against the insurgents, senior military sources have revealed. The military men told Saturday PUNCH that despite denials by the Federal Government, money was paid to the sect to secure the release of the abducted girls. It was learnt that the insurgents demanded for $50m for the release of the girls but about a quarter of the sum was eventually paid. Saturday PUNCH learnt that the Federal Government paid the cash in two currencies – the naira and the CFA Francs to the leaders of the sect to facilitate the release of the girls. But, the highly-ranked military men who are engaged in the war, and who craved anonymity because they were not authorised to speak for the military authorities, attributed the recent upsurge in the activities of the insurgents to the huge ransom paid for the release of the girls. Prior to the current increase in the attacks by the insurgents, it was learnt that the troops of Operation Lafiya Dole, deployed in the North-East, had effectively cut off food and logistics supply to the insurgents. Some of the sources, who are also commanders at the war front, said that the troops had effectively defeated the Boko Haram members, who were on the run while a good number of them had surrendered and taken to a rehabilitation camp established by the Defence Headquarters in Yola. In October, 83 soldiers were reported missing days after they came under a Boko Haram attack. Though there have been increasing reports of soldiers either missing or killed since the Chibok girls were released, the military initially denied the report, it later said that only 39 soldiers were missing. Also, on November 4, seven military men, including Lt.-Col. Muhammad Abu-Ali, were killed on their way to reinforce troops at Mallam Fatori during a Boko Haram attack. Two days later, one soldier was also killed while four others were wounded in the line of duty. In October, 21 of the over 200 girls abducted from their school in Chibok, Borno State, in April 2014 were released by the group. However, the Federal Government denied exchanging insurgents for the abducted girls and paying a ransom to the sect. But the military sources insisted that Boko Haram did not release the girls without getting anything in return and that the Federal Government indeed paid a ransom and released some of the group’s strategists that were detainees. One of the sources said it was sad that the same government that was initially seen as tough enough to end insurgency in the country failed to negotiate with Boko Haram from a position of strength. “It is unfortunate that in government’s desperation to secure the release of the Chibok girls, it has put our (soldiers’) lives in danger by yielding to the demands of the group to collect a ransom and secure the release of its commanders. “It is now obvious that the group has reinforced and bought more weapons to fight us.” According to another source, left to the military, the ransom and the exchange of Boko Haram members for Chibok girls would not have taken place. “Funds were given to Boko Haram and now we can all see the result of that action; there have been renewed attacks recently and many of our men have been killed in the process but we will not relent, we will continue to do our best to secure this nation. “The military had reservations about the arrangement but it was not in our hands; it was a political decision that we had to abide with and it was the DSS that was directly in charge of the operation,” the source added. Another source, who is also active in the war theatre, said, “They got the Chibok girls and suddenly the Boko Haram that we had beaten and chased out of Sambisa are attacking and killing men of quality. “It is very obvious that they have used the money they got from the deal to buy equipment and recruit men to carry out their heinous acts. “The group is still in Mallam Fatori, they have infested the entire area and their strongest point into Chad is Abadam. It is from there that they disperse their men to carry out attacks. “Another thing you must note is that the towns around the borders are occupied by mercenaries from foreign countries. Where did they get the money to fund that?” Investigation revealed that Boko Haram members, who were routed out of their dreaded Sambisa enclave by the military, had regrouped at Abadam, and were still holding onto the fringes of Mallam Fatori in the northern part of Borno State. It was further gathered that the group was engaging the services of mercenaries with their operational base in Abadam in the far north, close to Chad. The latest incidents contradict President Muhammadu Buhari’s assertion on December 24, 2015 that Nigeria had “technically” won the war against Boko Haram and that the militant group could no longer mount conventional attacks against security forces or population centres. Following the President’s assertion, the Minister of Information and Culture, Lai Mohammed, also said on December 27, 2015 that “we have been vindicated because Boko Haram have been decapitated compared to the past records.” The sect gained international attention when it kidnapped 219 Chibok schoolgirls on April 14, 2014. Two years later, on April 10, 2016, the group said it wanted a $50m (N15.7bn) ransom to free the Chibok girls, according to a report by The Sunday Telegraph of London. The publication said it gathered from sources close to the sect that the demand was made “during secret contacts with the government of President Muhammadu Buhari, who has said he is willing to negotiate for the girls’ freedom.” The sect’s six-year insurgency has led to the deaths of over 17,000 people, destruction of more than 1,000 schools and displacement of about two million people. Between May 2015 when President Buhari assumed office and October 2016, the insurgents have carried out over 20 attacks, leading to the deaths of over 2,600 Nigerians. However, Saturday PUNCH learnt on Friday that combined forces of the ground troops, the fighter pilots of the Nigerian Air Force and local hunters had been deployed to fight the insurgents around some locations in Gwoza. When one of our correspondents contacted the Acting Director, Defence Information, Brig. Gen. Rabe Abubakar, he said that the minor setback in the operations should not be taken to mean that the Boko Haram was a formidable force. He told one of our correspondents on the telephone that the military was determined to defend the territorial integrity of the country and was equipped to do so. He gave the assurance that Boko Haram would not achieve its objective of acquiring any territory in the country. He said, “The group is not a force to be reckoned with as far as the military is concerned. “In spite of the minor setback, it does not in any way mean that the Boko Haram is a force to be reckoned with. We will defend the integrity of Nigeria to the letter, and that is what we are committed to do.” Faulting the payment of cash to the sect as a ransom for the girls, a United Kingdom- trained criminologist and Chairman of Puma Eye Security Services, Mr. Pedro Ayandokun, said it had to be responsible for the renewed terrorist attacks in the country. He said, “I was never in support of making any exchange with Boko Haram. That is what is creating the problem. What they have got will not be used to buy rice, but to acquire ammunition.” Also, the Chief Executive Officer of Security Watch Africa, Patrick Agbamu, said giving cash to the insurgents would encourage them to kidnap more girls. He said, “The government ought not to give money to the terrorists. It will embolden them to kidnap more girls.” Despite the insurgents’ recent attacks, Agbamu, however, asked for patience, saying, “Up till today, there are still attacks in Afghanistan and Iran. Insurgency is not easily stopped.” The President of the Association of Industrial Security and Safety Operators of Nigeria, Dr. Ona Ekhomu, also said if the Federal Government gives money to the insurgents, it could empower them to carry out more attacks. He said at a time when the sect was broke, giving money to them might be all they needed to regain more strength. He said, “There were insinuations that for the 21 girls released recently by the insurgents, cash was given to the terrorists. Cash is exactly what the terrorists need to be strengthened.” Likewise, a professor of African History, Peace and Conflict Studies and Director, Institute of Peace and Strategic Studies, University of Ibadan, Isaac Albert, said government had not been negotiating with Boko Haram from a position of strength. He said, “We have said for some time now that we have defeated the sect but it is obvious that it is not true.” No cash involved in Chibok girls’ release But the Presidency on Friday insisted that the Federal Government did not pay members of the Boko Haram sect to secure freedom for the 21 Chibok girls. The Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, said the position of government remains that cash was not involved in the release. “Information Minister, Alhaji Lai Mohammed, told the country that there was no cash involvement in the release of the 21 Chibok girls. If you have evidence that it was not so, simply produce it,” he said. However, one of the lawmakers involved in the negotiation which led to the release of the 21 girls, confirmed that a ransom was paid to Boko Haram but said the amount was far less than $50m. The source, who expressed shock when one of our correspondents put the question to him to confirm the payment, agreed to speak on condition of anonymity. He said, “I don’t think it is up to that amount. Yes, there was a deal. Something like that (payment of a ransom) happened but it was never near the amount you just mentioned; it is even not up to a quarter of that amount. I can tell you that it was done (paid). “I can also tell you that the second round of the talk was scuttled because of the disagreement on the next tranche of a ransom. The negotiation for another batch of the girls has hit the brick wall as a result of the failure to agree on an amount (to be paid as a ransom). Most new ones are fake if you don't buy from authentic dealer stores, where they will clone the fake tv to LG Or Samsung and with low reduction of price when compared to the original one. If you need a 48"-50" UK NEW ONE i will try to help you source for that. That has been my main fear, the fake ones are too many in the market. acunon: I didn't not pay another to insult any, i can do my talking myself. I have been truthful there and wouldn't lie about any, why won't I send a customer his goods when he has paid. I played my part by doing so but the logistics company is the cause of all this problem
Let me say my own side of the story He paid then i sent 2 items with the same company, one to asaba and the other to calabar, after weeks the calabar item didnt deliver and George asked me to check I went there and ask and they said they had sent it without me knowing that it was dump for 2 weeks. George later called the company and was told that it was not sent which prompt me to go there and the manager confirmed that it didn't leave, I asked him to give me the item and he told me that the company he sent it to won't give me as am not the person who brought it as first and he told me that he will send it via another company or a bus going to calabar, after that I went there to confirm again if the goods later left and was told that it didn't go because the truck was not filled and I had to confirm again if the item is inside the truck which they assured me, it left for almost week and later arrived that his name is in the manifest but the goods is not there and also may come with the other truck. I had to calm George who was furious that it may come with the other truck, today I called the driver and he told me that he is in calabar and George went there and couldn't see it. I was told they will check again tomorrow. If it didn't come then the company will refund me my money for the missing goods. Why will i scam someone for a mere 27k? Its not right!! Acunon, from your explanation and that of your aggrieved customer, i can deduce that the problem came from the courier service company. What i will advise you to do is to get back to the courier company and make them see how their inefficiency is affecting your business and the bad image their giving you. Threaten to discontinue doing business with them if they don't sit-up. Also insist your customer would not pay any additional charges since the product delayed was due to their ineptitude. For your customer, try to still apologise to him or her and if possible promise him a special gift in your next dealings which you should do. If I'm in similar situation, i might behave the same way, try to be very understanding to his situation. And, please that lack of manners poster raining insult on your customer in your name should put inorder, his spoiling your business. He knows nothing about business and customer relation. I've come to regard you as someone who knows what his doing so don't allow some faceless poster on social media to spoil your business in the name of defending you by attacking your customers. President Muhammadu Buhari has blamed corruption for the deaths of thousands in the seven-year Islamic uprising that has killed more than 20,000. Children who escaped Boko Haram are dying of starvation in refugee camps in the northeast, where the government is investigating the alleged theft of food aid. A soldier on the frontline of the fight told The Associated Press that his brigade commander is among officers standing trial at the court-martial in this northeastern city, which is being held in secret. He said the army is investigating what happened to 21 anti-aircraft guns assigned this year to his artillery brigade. He said they only received one gun. The soldier spoke on condition of anonymity because he feared he would lose his job. In addition, a slew of retired and current military officers are being investigated for diverting hundreds of millions of dollars budgeted to help curb the Islamic uprising. Among them is Alex Badeh, a four-star general whom Buhari fired from his post as chief of defense staff. Witnesses have told a Federal High Court that Badeh stole the equivalent of $24 million budgeted for salaries in 2013 and built a shopping mall in Abuja, the capital. Civil society groups are demanding the investigation of the current chief of army staff, Lt. Gen. Tukur Buratai, for allegedly buying with cash two properties worth $1.5 million in Dubai. Buratai has said he bought the property on installment with savings. Before Buhari took power, soldiers told the AP they were forced into battle with just 30 bullets each and no food rations. They said Boko Haram was better armed and that their officers were stealing parts of their salaries and allowances. Many ran away when the extremists attacked, allowing Boko Haram to take control of a large swath of northeastern Nigeria in 2014. Boko Haram is not “defeated” but Buhari’s strategy is working Posted on January 5, 2016 by Jacob Zenn Boko Haram may be on the back foot compared to a year ago, but the group has adapted and bounced back before. Shortly after Muhammadu Buhari was inaugurated as Nigeria’s new president in May 2015, he boldly declared that Boko Haram would be defeated by the end of the year. The Nigerian and international public were rightfully sceptical. The prior administration under Goodluck Jonathan had declared several times that Africa’s most deadly militant group would be “soon be history” or that its leader Abubakar Shekau was dead, only to see both Boko Haram and Shekau re-emerge stronger than before. However, just before 2015 was over, Buhari announced that he had succeeded in his pledge, claiming that Boko Haram is now “technically defeated”. Counter-insurgency successes Since Buhari came into office, the Nigerian military has recorded several key counter-insurgency successes. To begin with, Boko Haram has lost almost all the territories it occupied in the “Islamic State” that leader Shekau declared in 2014. Reclaiming this land appears to have been Buhari’s primary objective, and Boko Haram has now abandoned conventional warfare because of the losses it suffered trying to defend territory. According to Buhari, the group can “no longer take towns”. The Nigerian security forces have also killed several key Boko Haram members and partially disrupted the media coordination between Boko Haram and the Islamic State (IS). Shekau officially pledged loyalty to IS leader Abubakr Al-Baghdadi in March 2015. In recent months, Boko Haram videos have been released at a slower rate than before, and an infographic of its attacks released in December 2015 appeared out of sync with the IS announcement on its daily Al-Bayan News Bulletin. Another success is that Maiduguri, the main city in northeastern Nigeria, of is no longer at risk from large-scale Boko Haram raids for the first time in several years. As evidenced by the deadly 28 December attack on the outskirts of Maiduguri just days after Buhari’s announcement and involving as many as ten suicide bombers, there are still serious and lingering threats to the city’s security. But the possibility of a “Mosul scenario” – akin to the IS’s takeover of Mosul, Iraq in 2014 – in which Boko Haram could imminently threaten Nigeria’s territorial integrity has significantly reduced. Remaining threats Despite successes, however, Boko Haram is still far from being eliminated. The militant group has a vast number of young female suicide bombers, some of whom may be voluntary but many others coerced. These individuals are being trained to continue the series of more than 80 such attacks that have been carried out by more than 120 girls since the Chibok kidnapping. None of the 200-plus schoolgirls abducted from Chibok in April 2014 have been used in bombings as far as we know, though the kidnapping itself appears to have been the turning point after which Boko Haram decided to use girls in suicide attacks. These attacks have led to more than 750 deaths and 1,200 total casualties as they have focused on population centres and shifted from Nigeria into Niger, Chad and Cameroon. Indeed, while Boko Haram’s capabilities may be decreasing within Nigeria, the militant group has increasingly carried out massacres on villages in these neighbouring countries. Boko Haram struck Chad’s capital of N’djamena in June 2015 with four suicide bombings and has attacked islands on Lake Chad with female suicide bombers several times. Boko Haram is now not only a threat to Nigeria but to the entire Lake Chad sub-region. Furthermore, even if the Islamist militants appear to be on the back foot in Nigeria, this does not mean permanent defeat. Boko Haram may go into hiding like it did after the State of Emergency offensive in 2013 in anticipation that the security forces will let down their guard over time. Boko Haram could also change its attack strategy and, for instance, target Shias in Nigeria. This would be in line with IS guidance and would take advantage of the increasing anti-Shia sentiment in Nigeria since security forces clashed with the Iran-backed Islamic Movement in Nigeria in mid-December 2015. Why Nigeria’s strategy has worked In order for Nigeria to continue to “defeat” Boko Haram, it is important to recognise what has worked. First, the Nigerian security forces have focused on disrupting Boko Haram logistics routes that send in food and weapons into Borno State from neighbouring countries. Second, counter-insurgency operations have focused on destroying the camps and safe havens such as in Sambisa Forest where Boko Haram has been able to store weapons and captives, recover from, and prepare for attacks. Third, Buhari has appointed officers who are from north-eastern Nigeria and know the local dynamics of the insurgency to leading positions in the military, including Chief of Army Staff Tukur Buratai, which has also increased the morale of troops. Fourth, Buhari’s anti-corruption and accountability campaign, while controversial in the arrest of the former National Security Advisor, has restored the public and military’s confidence in the Office of the Presidency and military. Fifth, Buhari has visited or hosted leaders of all Nigeria’s neighbouring countries as well as key international partners, including the US, France and India. This has been a key step in committing to a regional approach. It has enabled Nigeria to benefit from sharing intelligence and equipment, and address other issues of international importance such as relief to the hundreds of thousands of internally displaced persons (IDPs) and refugees in the Lake Chad sub-region. Long-term challenges Even with a viable counter-insurgency strategy, long-term challenges will continue beyond Buhari’s first term in office. There is the need to increase the pace of reconstruction in Borno State, which would allow IDPs and refugees to return home and revive the regional economy. Buhari will need to integrate the Civilian Joint Task Force (JTF) vigilante militias into the regular armed forces to reduce the likelihood of ad-hoc “justice”, such as torture and abuse of prisoners, and allow the military to gain more “grassroots-level intelligence” on Boko Haram. And given that use of female suicide bombers has been Boko Haram’s most lethal tactic in the past year, it is important that security forces continue to mobilise women as officers, whose role has been impeded in previous years. Buhari is thus far vindicated up to a point in his optimism about Nigeria’s counter-insurgency campaign. Boko Haram is not yet “defeated”, but it is not currently able to hold territory like it did in 2014. Nonetheless, the threat from Boko Haram has ebbed and flowed in the past five years, and while Boko Haram is now on a downturn, the militant group may have new tactics and strategies as well as a plan to return stronger than before. Nigeria’s security forces will need to anticipate this. Nigeria arrests oil tycoon as corruption probe widens ABUJA (Reuters) - Nigeria has arrested the chairman of a local oil firm, a security official said on Tuesday, as part of a widening graft investigation in Africa's biggest petroleum producer that has also netted former oil minister Diezani Alison-Madueke. Days after British police detained Alison-Madueke, one of Africa's most powerful women, the official said their counterparts in Nigeria's Economic and Financial Crimes Commission (EFCC) had arrested Atlantic Energy chairman Olajide Omokore on corruption and money laundering charges. The arrests, which follow pledges by President Muhammadu Buhari - a former military dictator - to "clean up" Africa's biggest economy, have sent shockwaves through Nigeria's globe-trotting corporate and political elite. "A lot of people have been shocked," one oil executive in Nigeria told Reuters. "The net is widening and it's not clear how deep the rabbit hole goes. There will be a few people looking over their shoulders." The EFCC official said Omokore, listed by Forbes magazine in 2012 as one of "Ten Nigerian multi-millionaires you have never heard of", remained in custody. "He is being interrogated," the official, who did not want to be identified, told Reuters. He gave no further details. Omokore's lawyer and a spokesman for his company could not be reached for comment. Alison-Madueke, whose house in Abuja was raided by Nigerian police on Friday night, was accused by former central bank governor Lamido Sanusi of presiding over a state oil sector that leaked tens of billions of dollars during her five-year tenure. Sanusi was sacked by then-President Goodluck Jonathan after raising concerns that $20 billion in oil revenues had not been remitted to government coffers by the state oil firm, NNPC, between January 2012 and July 2013. Sanusi also criticised Alison-Madueke for giving Atlantic - then an unknown start-up - a major contract with the NNPC shortly after becoming oil minister in 2010. She left office in May after Buhari's election victory over Jonathan two months earlier. Alison-Madueke has denied any wrongdoing. Attempts to reach her in London have been unsuccessful. DEALS The arrests have turned the spotlight once again on Nigeria's oil sector and the suspicions that oil theft, graft and mismanagement have created an ultra-rich elite in an economy typified by poverty, power cuts and shaky public services. Atlantic Energy was one of two firms that signed so-called Strategic Alliance Agreements with NNPC’s upstream arm, NPDC, in May 2011 to manage oil blocks sold by oil major Royal Dutch Shell. At the time, parliament criticized the two deals, which had a combined value of $6.6 billion, as having been subject to no bidding process. Sanusi also questioned the logic behind them, saying they were simply transferring state assets into private hands. He identified the set-up as one of the three main methods through which he believed the NNPC was losing billions. The Natural Resource Governance Institute, a U.S.-based watchdog, has also criticized the NPDC for holding onto substantial revenues despite having limited operational costs. It made an estimated $6.28 billion over a 19-month period in 2012-2013. Since coming to power, Buhari has ordered an audit of NNPC, the central bank and other key state institutions, saying as much as $150 billion was stolen from the state over the previous decade. CABINET LIST Four months after being sworn in, Buhari has failed to nominate a cabinet - to the chagrin of the business and investor community - but has made clear he will preside personally over the petroleum sector to push through reforms. A cabinet list sent to parliament on Tuesday included Emmanuel Ibe Kachikwu, a former Exxon-Mobil manager appointed to the helm of the NNPC in August after Buhari sacked the previous board in the first salvo of his reform drive. Kachikwu's portfolio was not specified but oil industry sources say he is set to become state petroleum minister overseeing daily operations under Buhari. It was not immediately clear who will run NNPC in his stead. Oil industry sources also said Buhari might also appoint a special advisor for oil. Since taking office, Buhari has overseen the cancellation of controversial crude-for-product swaps and a costly refinery crude supply contract. NNPC head Kachikwu announced an audit of the state company by PriceWaterhouseCoopers that is expected to be completed in December, sources familiar with the matter said.
