Blame weakling southern politicians like GEJ.
After GEJ won the 2011 presidential election he could have push hard for a restructured Nigeria, but do you remember what he said back then? He said "there is nothing wrong with the Nigerian constitution ".

I believe a southerner can defeat a Northerner in a free and fair election.

It would be pointless for the SE/SS to push for a referendum in the national assembly, they are only two zones. The other 4 zones will vote it down.

The only way to get a referendum is mass agitation until the 4 other zones finally see that there is no point holding people against their will
