I came across to similar cases of vin change just to use fake custom dury though both vehicles were 2012 but in this case something is fishy

I know for sure ECU Swap can cause VIN Mismatch if not reprogrammed.

Why so quick to label the car a "stolen vehicle" or the seller a thief Yes there are discrepancies with the VIN but I don't think it's right for u to come to a public forum like this and label him such names. From your write up all that doesn't still 100% guarantee its a stolen vehicle"

Yes it does change because the VIN is digitally encoded in the ECU so when you change ECU you need to reprogram the car VIN into the new ECU and delete the original one the ECU carries.

Always run VIN check with a good scanner on the car you intend to buy.

ECU is a chip now, if you replace it it will carry the memory of the donor. That's it!
