It's very simple, a Central HVAC is most cost effective and each room can have it's own thermostat regulator in adjusting the temperature, looking at the building alone, you might say it's not done by a Chartered Architect. We are fond of asking a draftsman to handle the job of an architect , just to reduce cost, it's a poor design, i must say.. Clearly i did d math now, and the energy consumption of the building alone is not funny.
