There is nothing like palliative. That word is just a vague term that means absolutely nothing and you know that. You also know there's nothing like "channeling savings from subsidy to infrastructural development", you know that's a meaningless phrase, you know, don't you? But you still have to just write them out on nairaland because you are an ardent supporter of this administration and you can't bring yourself to criticize them, cos doing that would make you sound like those from that section of the country you hate so much. So, you rather try to sound politically correct.
I am not an ardent supporter of this administration. I feel they have failed woefully in terms of securing lives/properties. However, the truth remains paying subsidy is not sustainable. Be objective and stop being sentimental.

I hope they provide adequate palliatives and channel the savings from non payment of subsidy to productive use such as infrastructural development and social intervention programmes

I agree. 3 fraudsters I have encountered uses Access Bank. One succeeded in defrauding me and I reported to Access bank with all evidence while the N450K was still in the account....... The bank didn't move an inch to assist, they were reluctant as if I should complain and get the fxck out.

I am also a victim of Access bank's willingness to aid and abett criminals. An account was used to defraud I and my colleagues at work, yet Access bank said they can barely trace the owner because the account is on kyc level 1.
Several mails to CBN's anti-corruption unit and EFCC are unattended to till date. Is there a way we can all sue them?

I am a victim of Access bank's porous KYC procedures. An account was used to defraud I and my colleagues at work, yet Access bank said they can barely trace the owner because the account is on kyc level 1. Lol
Several mails to CBN's anti-corruption unit and EFCC are unattended to till date. It's frustrating to be a Nigerian honestly

I must commend the Vice President for his efforts in supporting MSMEs in Nigeria. The beautiful synergy between the Vice President, Prof. Yemi Osinbajo, Honourable Minister of State, Trade and Investment, Amb. Maryam Katagum and the SA to the VP on MSMEs, Mr. Tola Johnson has yielded very wonderful results in the areas of MSME growth, support and sustainability.

If Prof. Yemi Osinbajo ever decides to vie for and win the Presidential election, it will be an absolute win for MSMEs in Nigeria.

I would like to start my passport processing next week, luckily I'm in Abuja too. I was planning to go to their gwagwalada office but I'll be going to their HQ now.

Quick questions:

1. I don't have any guarantor here that have Int'l Passport and Driver's License, is it advisable to send the form to someone in another location to fill, scan and send back to me?

2. Since I don't intend traveling anytime soon, my budget isn't tight too, and I want to use it for online verification, can I go for the standard passport? Tho I have my NIN.

1. You can actually fill that form yourself. All you need is the guarantor's info. They do not go all out to contact your guarantor. However, you can have your guarantor scan and mail CLEAR copies of their passport data page and NIN slip or ID.

Where workers are unmotivated, they'd give below par in the discharge of their duties and motivate themselves by corrupt means.

How do you expect a civil servant who even earns 100k with a family of 3 kids to survive without soiling his/her hands to make ends meet when a 2 bedroom apartment, for instance, goes for as high as 800k to 1m Naira in Abuja for instance.

I keep saying it that to get this country back on track, we the youths need to get together, bring to the table our 21st-century ideas, sack these failed analog rogues, uninstall the present operating system of the country, and reinstall a more modern version of the operating system with an incorruptible and fire-wall proof anti-virus/corruption system.

In Kwara State Universal Basic Education, NCE level 07 earns 33K while the school Principal on level 16 earns 60k+

TESCOM: level 08 earns 41k+, while his counterpart in KWSUBEB earns 38k+



This is the situation in Kwara State.
The present administration has done nothing to address the disparity in the monthly pay for civil servants despite his campaign promises. No promotion, no leave bonus, no monetary benefit on STEP etc.

We only enjoy prompt payment unlike past administration, the only dividend of O TO GE

This is big lie...the salary can be small but I tell you nobody takes home less than 85k in all for federal higher institutions(poly, uni, coe). The minimium entry level for graduate is 7 which has a take home of at least 89kplus.

And they also have better privileges and there is no fear of abnormal transfers across the country
The latter part is what most federal civil servants experience. They can post you at will.

Technically, the gross salary for Level 04 is not below minimum wage before statutory deductions are made grin

As a sequel to the previous thread I created (see link below)

I promised to attach payslips of some staff of a federal agency using Consolidated Public Service Salary Structure - CONPSS (same salary structure as federal ministries), however I had a low battery yesterevening and couldn't complete the upload.

Please note that there are many grade C parastatals that pay very poorly as @Blankstare rightly noted e.g NIMC, NTA, NIPOST, FRCN, NAN, NCMM, NCFR, NRC etc

As a fulfilment of my promise, here are pictures of June/July 2020 payslips of some staff.

Pic 1: Level 04 step 2. This is the entry level of a SSCE holder in all Ministries and agencies using CONPSS. This staff has no loan repayment and his net pay (after gross deductions of housing, pension, tax, union dues and agency association) is N28,120.32 monthly. Payslip is for JUNE 2020.

Pic 2: Level 06 step 2. This is the entry level for an OND holder in all Ministries and agencies using CONPSS. This staff has no loan repayment and his net pay (after gross deductions of housing, pension, tax, union dues and agency association) is N33,501.26 monthly. Payslip is for JULY 2020.

Pic 3: Level 08 step 2. This is the entry level for a BSc holder in all Ministries and agencies using CONPSS. This staff has a loan repayment of N12,083.33 and her net pay (after gross deductions of housing, pension, tax, union dues, agency association and loan repayment) is N46,484.36 monthly. Payslip is for JULY 2020.

Note: If she had not taken a loan, her July salary would be N58,567.69. That is how much a level 08 step 2 core civil servant earns.

Pic 4: Level 09 step 3.

Level 09 step 2 is the entry level for a MSc/MA holder in all Ministries and agencies using CONPSS. However, this staff is on Level 09 step 3 meaning he had a MSc/MA at time of entry and have used one year in service. For every year you spend in service, you add a step until your next promotion. This staff has no loan repayment and his net pay (after gross deductions of housing, pension, tax, union dues and agency association) is N69,767.38 monthly. Payslip is for JULY 2020.

Please note that Level 09 step 2 earns about N2500 lesser than level 09 step 3.

I promised to create this thread because I noticed that a lot of nairalanders have wrong perceptions of what workers in "core civil service" really earn monthly.

Civil servants vs Public servants

According to the then Head of Service of the Federation in 2018, Ms Winifred Oyo-Ita.....

Oyo-Ita, who is a member of the minimum wage committee constituted by President Muhammadu Buhari in 2017, said there is ongoing deliberation on the pay disparity between the public and civil servants.

“There is a difference between civil service and public service, civil service is a subset of public service, so you find that in the enlarged public service we have parastatals that are earning fantastic sum of money and we have military and para-military earning money that cannot be compared to that of the civil servants.

“This core group of civil servants are just about 80,000 and they earn peanuts. A driver in the civil service earn as low as N18,000 to N20,000 a month.

“You have a director who has been in the Service for over 30 years, due for retirement is having a monthly take home of about N300,000, whereas that is the starting point of some graduates in some parastatals.

“In some parastatals, fresh graduates are starting on N250,000 – N300,000 and you want the director to go and supervise such agencies.

“All the issues of pay disparity will be addressed in the Presidential National Minimum Wage committee.”

Categories of Ministries, Departments and Agencies (MDAs)

BY STATUTORY FUNCTIONS
a. Ministries/Core civil service: The Ministries play a supervisory role to the parastatals. The Ministries are headed by Ministers. The head of service is the most senior civil servant.
b. Parastatals (agencies and departments): usually under a Federal Ministry or under the office of the SGF i.e Presidency.
They have more precise functions according to the Acts that created them. These are headed by DGs, EVC (as with NCC), Director (as with DPR), CFI (as with NAICOM), GMD (as with NNPC), ES (as with PEF, TETFUND) CEO (as with NEPC, NIDCOM), etc

BY SALARY STRUCTURE
a. Harmonised salary structure funded by National Treasury: These includes all Ministries and most parastatals (agencies/departments/institutes etc) whose annual budget including salaries and allowances are funded from the National Treasury. You will always find their budget estimates in the annual national budget.

MDAs in this category uses salary structures like;

CONTISS
CONUASS - for academic staff of universities
CONPSS - for core civil service/ministries. Also the poorest
CONPASS - for paramilitary agencies
CONAFSS - for armed forces
CONMESS - for medical doctors
CONHESS - for health workers
CONTOPSAL -for top officials like NASS Clerk, SAs to the President, NSA etc
CONTEDISS
CONRAISS - for research agencies/institutes
CONPOSS - for police
CONPCASS - for polytechnics and CoE
CONICSS - for intelligence community i.e DSS
etc E many gan ooooo. grin

b. Special Salary Structure funded by National Treasury: These group enjoy a special salary structure (most times 4-10 times higher) than the CONPSS (the poorest salary structure). However, they are funded from the National Treasury and are included in the national budget. e.g NEITI, NARSDA, BPE, DMO, BPP, EFCC, NIGCOMSAT, ICRC, SEC, DPR etc.

c. Self-funded agencies: Agencies under this category are revenue generating agencies. They fund themselves and therefore determine their own salary structures. NNPC, CBN, NPA, NIMASA, FAAN, NAMA, BOI, FMBN, NCC, PHCN, FIRS etc fall under this category.

BY UNOFFICIAL CATEGORISATION
On the street, among lawmakers during unofficial discussions and among job seekers, we have;

a. GRADE A/JUICY AGENCIES: Agencies that oay 200k and above monthly. Also revenue generating agencies fall into this category. For the lawmakers, these agencies have the capacity to give out mouth watering contracts. NCC, DPR, NDIC, NIMASA, PPPRA, PEF, etc

b. GRADE B AGENCIES: Agencies that pay between 80k -150k but below 200k. NACA, NHIS, NLN, most paramilitary agencies, FAAN, NABDA, NAIC etc. Most agencies fall under this category.

b. GRADE C: Agencies that pay below 80k. All ministries are also included here with the exception of Petroleum Resources, Justice and one other I cannot immediately remember. NIPOST, NIMC, and few other parastatals fall under this category.

Having said that, a level 08 officer (BSc holder) in the core civil service (Ministries and grade C agencies using the CONPSS) earn below 60k monthly as net pay. Level 09 (MSc holders at entry level) earns below 70k/monthly and PhD holders at entry level (level 10) earns below 80k monthly.

An BSc entry level staff at DPR or PPPRA (SS6 is what they call level cool will earn more monthly than a senior lecturer with over 5 years post PhD teaching experience in a federal university. If ASUU finally joins IPPIS, a Professor will earn less than an entry level BSc holder at NLNG, PPPRA or DPR.

Attached are July 2020 payslips of some civil servants in a federal agency but using CONPSS (same as the Ministries).
