Rudebwoy: no telling any truth. if u are not a federal employee, ask those who are. OBJ fought for it when he was in power.
Even Yaradua's administration tried to abrogate the BSc/HND dichotomy without success. So what do you mean by Obasanjo fighting for it?

Health / Re: Uniben Professor Discovers Cure For HIV/AIDS by opeyemi2012(m): 8:59am On Jan 09, 2013
plendil: FOlks should realize is that there many agents in the market capable of bringing the virus down to undetectable levels (<40cell/ML), leading to the disappearance of opportunistic infections and concomitant increase in CD4. This will lead to dramatic improvement in the health of the individual, as I've personally witnessed on numerous occasions.

The problem is that the virus has been found to 'hide' in what known as latent cells VERY EARLY IN INFECTION, and since our conventional ARVs only attack viruses that are actively replicating, these viruses are spared and can remain so for many years, even decades. Once however therapy is discontinued, and the latent cells are triggered through a process not completely understood, they begin replicating again.

Therefore a cure should:

1.) Totally eradicate the virus from every reservoir in the body (known as sterilizing cure - not very promising).

2.) Prevent the latent cells from ever becoming active (functional cure - some progress in this regard)

3.) Force the latent cells to become active so they can be cleared by the conventional ARVs.

4.) Render CD4 cells immune from infection (Gene therapy)

Note that a person became sero negative does not imply he has been cured. It only means the body is no longer producing antibodies to the virus, the presence of which rapid tests rely on.

What an in-depth analysis. Are u a medical consultant?

Rudebwoy: I work in Radio Nigeria, I have HND and i entered with level 8. I am now on level 10.
If you entered radio nigeria with HND and you were offered level 8, its either a clear case of God's favour, or you have a relative at the helms of affairs in that agency who helped you to influence that offer or you had post graduate qualifications after your HND. Tell us the very truth!

Rudebwoy: not true. Bsc and HND are on level 8 on entry. but engineers get automatic promotions without interview
Please I will love to know where you work. In all the agencies I had been opportuned to work including NPHCDA where I did my IT, NACA where I did my NYSC and NABDA where I presently work, HND has never been placed on level 7. To further shock you, a guy I started work with at NABDA had an MSc qualification from a reputable university, yet he was placed on level 7 step 8 instead of level 8 step 2. Mind you, if this guy was in the ministry, he would have been given level 9.
My candid advise for you is that if you reside in Abuja, take time out to visit the FEDERAL CIVIL SERVICE COMMISSION at Zone 3. Go on a wednesday so you'll be granted access. Or go to the New Federal Secretariat at Central Area, you'll definitely see civil servants around the premises that you can confide in for better information. I cannot tell you what happens in the para-military but in other normal agencies, this is the fact. Please don't mislead the job seekers here!

ibroclo: Who tell u that civil defence pay Bsc holder 121 as basic salary. Is not tru Bsc holder is 86k as basic salary

Do not spread information you aren't sure of. Don't you know there's a difference between take home pay and basic salary?
Your take home pay is your basic salary plus your allowances minus your paye tax, NHIS deductions and Pension contributions.
If your employment letter will only state your annual basic salary and will never include your allowances. It is from your payslip you will know what your entitlements are!
The only letter of a govt worker I have seen that clearly states allowances was that of a presently serving minister (and this is because its a political appt). I saw a copy of that letter at my uncle's office who is an assistant director of finance in that ministry. And believe me, the annual basic salary was less than N3m. But the allowances were enormous (for example, furniture allowance was 200% of annual basic, entertainment was 75% of annual basic, domestic staff allowance was 100% of annual basic, meal, transport, etc). The allowances were up to 20 including severance allowance which was to be paid at the end of the minister's 4-year tenure.
In conclusion, permit me to say allowances jacks up your total take home pay despite the usual deductions like paye, nhis, and pencom.

AdoOloro: @opeyemi2012, quite quite informative! Pls don't know if u can give precise monthly pay for civil defence, immigration, fire service, customs. I think you are more informed than other confusing people on this thread. Thanks

As of now, I really cannot tell you about customs or fire service.....but I can tell you 'categorically' that civil defence pays 121k for BSc holders, immigrations pay slightly higher. Both Civil defence, immmigrations and fire service pays same basic salary (CONPASS- Consolidated Paramilitary Salary Structure), what makes their 'take home pay' different from each other are the allowances of the various agencies. Fire Service pays hazard allowances which others don't, while of course, immigrations will be paying some allowances which civil defence might not paying. Can't tell about customs, they are under ministry of finance and not interior, so they have a special salary structure different from CONPASS. Don't forget that they are the second highest revenue generator for government after FIRS.

mko abiola:
What is d salary for level 8 step 2?
What is d level n step for HND and salary.
Y was ur frend in d same ministry place above u?

The reason for the disparity is that parastatals pay more than the ministries.....my friends in the ministry (level 8 step 2) appt letter read N646,080 as his annual basic salary while mine in a parastatal (level 7 step 2) under the same ministry read N1,074,240.57. This is because ministries pay according to grade level as a result of the huge work force they have while parastatals pay with CONTISS, CONRAISS depending on the agency.
Some agencies like NNPC, NigComSat and FIRS even determine their own salary structure as BSc entrants can earn as much as 200,000 as take home pay monthly.
For HND holders in ministries, its level 7 for entry, while level 6 in parastatals. The structure of the ministry is designed such that one can rise up to level 17, but the highest in parastatal is level 15 which is equivalent to level 17 of ministry!

LOZENGE: u two are quite correct. u are so so wrong b.sc in civil serv is level 9 hnd 8 bt in para its 8 nd 7 respectively. bt if u re transfering frm state civil ser to fed u gain a level while u lose a level from fed to state service

No! You are wrong. I work with a govt agency in abuja. I was placed on level 7 step 2 with my BSc Botany degree (2:2), my friends that have same qualification were place on level 8 step 2 in the ministry. Only People with MSc or 5 years + experience are given level 9 in ministry and level 8 in parastatals. Guy, don't let anyone decieve you!
Celebrities / Re: Stella Damasus & Lamboginny Are NDLEA Ambassadors by opeyemi2012(m): 11:44pm On Dec 19, 2012
Very laudable effort....yet I think currently revelant celebrities should have been engaged rather than the duo of Stella and Yinka.

For those of you who are in the habit of always criticising everything.....travel to other parts of the world and see how the engagement of celebrities in promoting social, political and health causes are making positive impacts on their populace.

Celebrities are powerful vehicles of communication. They reach out to larger audiences especially to those who see them as role models. 2face, Desmond and Stephanie were endorsed by NAFDAC to create awareness about fake drugs and their campaigns made a positive impact no matter how significant.

In other countries of the world, celebs from all forms of arts (sports, music, acting, dance, models, tv personalities etc) are used for creating awareness from health issues such as TB, Cancer, malaria to environmental issues such as natural disasters, environmental pollution etc to other areas that affects the common man.

NDLEA isn't the first to endorse, NAFDAC did, and so also the FED. MIN of YOUTH & SPORT who appointed Naeto C and Kevin Pam as Anti-'R ape' Ambassadors. Their endorsement might not cause an immediate behavioral change but in the long term, it does coz through their songs, appearances on billboards/tv commercials as related to the cause they promote, it begins to stick on our minds about the right thing to do!

Even if NDLEA employs the whole Nigeria, drug abuse can never be eradicated but can only be alleviated....even in developed countries like USA and UK, substance abuse is still very common and accessible despite efforts made by their govts. If only music artistes like pasuma, obesere can introduce anti-drug abuse campaigns in their music and script writers do so in their movies, there will be a significant reduction in the rate at which we abuse drugs!

@mko abiola, when u get appointment in the federal ministry, Bsc is level 8 step 2 and HND is level 7, but when you get appointment with a parastatal, department or agency, Bsc is level 7 step 2, HND is level 6. this is because the salary structure of parastatals are higher than those of ministries. infact the salary package for Bsc holders in ministries does not exceed 52k for basic salary. be informed!
