All persons wishing to be employed by government of Ghana next year should look elsewhere to actualize their dreams, as Government has stated categorically that it would not employ anyone in 2015. Seth Terkper, Finance Minister, disclosed this in the 2015 annual budget statement he presented to Parliament on Wednesday in Accra. According to him, “Government would pursue the continuation of the policy of net freeze on employment into all sectors of the public services (excluding education and health). He added that there would be non-replacement of departing public sector employees in overstaffed areas.” The 2013 World Factbook, a compilation of factual information from the US Central Intelligence Agency (CIA), estimates that Ghana’s employed population stood at 12.07 million. This means a lot of people in the country are unemployed. Of the employed, 60 percent were into agriculture, while the rest operated in other sectors. IMF Okays 2015 budget The recent stance by Government on additional taxes and the employment freeze can be said to be prescriptions of the International Monetary Fund (IMF). The IMF, in a press release issued recently, welcomed government’s 2015 budget, presented to Parliament last week, which targeted a reduction of the fiscal deficit by 3.5 percentage points of GDP (on a commitment basis). It continued that “with projected arrears repayments of 1.2 percent of GDP next year, the cash deficit will be equivalent to 6.5 percent of GDP in 2015, down from 9.5 percent in 2014. The budget includes some important measures to increase revenues to eliminate distortive and inefficient energy subsidies, and to contain growth in Ghana’s comparatively high public wage bill. At the same time, the budget allows for maintaining public investment above 5 percent of GDP, as well as increasing social protection spending targeted at the most vulnerable.” “The mission also welcomes the government’s aim to implement structural reforms to underpin a sustained consolidation towards a fiscal deficit objective of 3.5 percent of GDP by 2017. Reforms will include strengthening public finance management, reducing tax exemptions, enhancing tax administration and reviewing the earmarking of revenues for statutory funds. Efforts to clean up the payroll and enhance its management have been initiated and should be pursued swiftly. These efforts, together with the implementation of appropriate pay and hiring policies, will help further control the wage bill, which has been a significant source of fiscal risk. “Taken together, these fiscal measures, combined with sound debt management and actions to further boost the effectiveness of the Bank of Ghana’s inflation targeting framework should help restore macroeconomic stability. Terror organisation al-Shabaab have claimed an attack that killed 28 people on a bus in Northern Kenya. Around 100 gunmen, who are believed to have travelled over the border in Mandera county from Somalia, took the bus off the road before separating the passengers. It is believed they asked travellers to recite passages from the Koran, shooting dead those who were unable to prove they were practising Muslims. A statement on a website linked to the extremist organisation said the attack was carried out in retaliation for security raids on mosques in the coastal city of Mombassa earlier this week. Kenya's Ministry of Interior and Coordination of National Government claimed on their official account earlier today: "Attackers camp has been destroyed by KDF using helicopters and jets, many killed, operations continue." The bus was travelling to the Kenyan capital Nairobi when it was stopped in the northern county that borders Somalia. Around 60 people were on the bus at the time of the attack, and it is thought that among the dead are Kenyan public servants – including four police officers - who were heading to the capital for the Christmas holiday. Mandera East deputy County Commissioner Elvis Korir said the passengers were then separated into two groups. The Somali passengers watched in horror as non-Somalis were herded away from the bus and then killed. Mr Korir added that many details over the attack remain unclear, but the deaths underscore fears over the lack of security, especially in the remote parts of northern Kenya. Abdullahi Abdirahman, the Arabiya Ward Representative, told the Daily Nation: "This place has been prone to attacks, this is not the first time the government has totally ignored us, and you can now see the how many innocent precious lives have been lost". In early November, gunmen killed 20 police officers and two police reservists in an ambush in Turkana county in the northwest of Kenya. The northern region of Kenya is awash with guns due to its proximity with Somalia and Ethiopia, from where the armed Oromo Liberation Front has made incursions into Kenya. Former Nigeria head coach Shuaibu Amodu has been named as the technical director of the Nigeria Football Federation while the current director of technical, Emmanuel Ikpeme will now be the deputy general secretary of the Nigeria football house. This decision was taken at the Venue Hotel and Suites, Uyo on Wednesday shortly after the Super Eagles failed to qualify for the 2015 Africa Cup of Nations after been forced to a 2-2 draw by South Africa’s Bafana Bafana. Shortly before announcement, the executive committee apologized to the federal government as well as Nigerians following the Super Eagles’ failure to reach Equatorial 2015. In the meeting, the body set up an nine-man panel to look into proposals for amendment of the NFF statutes, one of which is to allow the south-east zone produce one more regular member for the present NFF executive committee. The body is headed by Barr. Seyi Akinwunmi while other members are Olaleye Adepoju, Oswald Atuake, Yusuf Ali Fresh, Ibrahim Gusau, Mohammed Saidu, Chidi Okenwa, Ephraim Chukwuemeka and Joshua Onoja who is the secretary. Also, a technical study group was named, a body which will be focused on getting talented Nigerian players into the developmental Leagues in Europe for the purpose of creating a pool of future Super Eagles players. Following Thursday’s invasion of the National Assembly by security agents, Senate President and chairman of the National Assembly, David Mark, has shut down the federal parliament. The pandemonium reached a climax when Mark, speaker of the House of Representatives, Aminu Tambuwal, alongside other members of the National Assembly, journalists and staff of the federal parliament were tear-gassed by security agents. Consequently, while Tambawal forced his way through the small gate, other lawmakers who accompanied him scaled over the gate. China Railway Construction Corp has signed a $12 billion deal with Nigeria to construct a West African coastal railway, stretching about 1,402 kilometres. This was announced by Chinese state news agency Xinhua on Thursday. The project will link Nigeria’s economic capital, Lagos, from the west with Calabar in the southeast. Both are considered critical commercial hubs of the country, holding two of the busiest seaports. The project will create about 200,000 jobs and will help Beijing gain a footing in resourceful regions of Africa. China seeks to establish standard trading relationships and construction projects around the world, thereby placing its manufacturing sector higher in the value chain. “It is a mutually beneficial project,” CRCC Chairman Meng Fengchao told Xinhua. He added the railway project will lead to equipment exports from China worth $4 billion, including construction machinery, trains and steel products. Trade between China and Nigeria totalled $13.6 billion last year. On Monday, Mr. Essien Abel, the Director of Strategic Planning, ECOWAS Commission, announced that The Economic Community of West African States (ECOWAS) has set a 2020 deadline for the commencement of its single currency policy in the region. “The 2020 vision seeks to create a borderless, peaceful, prosperous and cohesive region built on good governance. It will also give people the capacity to access and harness its enormous resources through the creation of opportunities for sustainable development and environmental preservation,” Essien said at a meeting on Strategic Planning Framework for 2016 – 2020 in Calabar, Nigeria. “The 2016-2020 vision is specifically to ensure congruence of purpose and to ensure the effective mobilisation and utilisation of the region’s abundant resources and comparative advantage. It will also provide the general framework for advancing integration wok in the region and guiding national development planning process.’’ To accomplish the single currency goal, member countries are required to implement a number of measures including: Adoption of a market based exchange rate system, micro-economic convergence, removal of trade barriers, the factor of statistical harmonisation, putting in place a payment system infrastructure as well as other facilities that would promote the conduct of monetary policy within the zone. Experts have been divided on the relevance and importance of the single currency to the economy. While some opined that Nigeria’s economy cannot support the single currency, others believe the best time to implement such a programme is now. Head of ECOWAS National Unit, Ghana, Mr. Bonaventure Adjavor, believes that the currency will not be affected by the lack of a common language. “I do not see language as a barrier to single currency, the process to adopt the currency is ongoing and a new timetable has been set for 2020. He also said that the use of single currency would facilitate the movement of persons and communication in the West African sub region.
