During the invasion several people, especially women, were either kidnapped or raped. It was gathered that the invasion started last Thursday with assaults on Dan Mayans and Dogon gona villagers during which 30 men were kidnapped, they also demanded for ransom ranging from N2m to N3m. An eyewitness said not less than 250 cows were stolen during the invasion of the communities. The invaders were said to be operating with sophisticated weapons including AK47 rifles machetes and daggers. Not less than four people have already lost their lives to the invaders the eyewitness said. One Ummah Abubakar who was a victim said he escaped from the three armed men detailed to guard him when they slept off. Abubakar said after his escape he could not ascertain the whereabouts of his two wives, Aisha and Maryamu and his ten children that were kidnapped along with him. According to his Special Assistant on Public Communications and New Media, Lere Olayinka, Governor Fayose, who was speaking in a statement yesterday, questioned the rationale behind the President’s directive to the Attorney General of the Federation and Minister of Justice, Abubakar Malami to investigate the Department of State Services (DSS) report on the acting chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu. “Magu was indicted by their own DSS and they are still saying the AGF should investigate, is AGF the police? After Magu had been indicted by the DSS, what are they investigating again? Are them saying DSS report is no longer credible? “As far as I am concerned, President Buhari is not fighting any ,corruption. He is fighting his political foes. We want to see some of the economic bills passed, to see that there is greater improvement in the budget process in 2017 and to see that the government implements the budget early. “Also, one of our pet projects is ‘made in Nigeria products.’ We want to see to it that government continues to support Nigerians in this area, so that the difficult times Nigerians are going through can ease. So, next year is very important to us and I think on the part of National Assembly, we will continue to give our support to ensure that the right things are done.” On the fall of Sambisa forest, the Senate President said: “it is a great progress from where we were before. If you look at where we were a year and half ago, the challenge we had was for us to capture the place. I think is a great feat. It shows what we can do as a country when we have the commitment, purpose and the leadership required to do that. Bishop Kennedy Njoku. The impeachment was concluded in 15 minutes and involved 20 lawmakers out of the 24-member assembly with each of them affirming their signature on the impeachment notice read out by the Deputy Leader of the House, Hon Solomon Akpulonu. Akpulonu, while moving for impeachment of the Speaker, listed the sins allegedly committed by Azubuike to include lack of character of transparency in handling the finances of the assembly insensitivity to the welfare of the members, autocratic style of leadership, abuse of office and gross misconduct. He said the listed offences were weighty enough to cost the speaker his position, citing Section 92 (2C), adding that the majority of the legislators had “resolved to and hereby resolve to remove Hon Martins Azubuike as the Speaker.” The deputy leader further stated that since 20 members had put their signatures on the impeachment notice, the assembly had exceeded the mandatory two-thirds majority needed to effect the removal of the speaker. Deputy Speaker of the assembly, Hon. Cosmos Ndukwe, who presided over the impeachment proceedings, asked and got the consent of the members to accept the impeachment as a matter of urgent public importance. It was then that the Clerk of the assembly, Mr. John Pedro Irokansi, called for nominations from among the members present in order to elect a new speaker, saying that there was no provision for acting Speaker. While Tambuwal budgeted N204,288,364,741 billion for 2017 fiscal year, Ajimobi presented N207 billion, while Ahmed estimated N135,064,529,461 for the same year. In Sokoto State, of the N204,288,364,741 billion estimate, 69 per cent was dedicated to capital projects, while 31 per cent has been dedicated to recurrent expenditure. Presenting the budget before lawmakers, Tambuwal said for the second year running, education got the highest sectoral allocation of N38,426,266,193, representing 27.3 per cent of the budget’s N204,288,364,741 total outlay. The governor stated that the policy thrust of the budget is to ensure sustainable economic development through substantial investment in critical sectors like education, agriculture, healthcare delivery, exploration of mineral resources, investment in renewable energy and infrastructure. “We will prioritise effective resource management and seek intervention in areas with high potentials to create job opportunities, generate income and improve revenue generation,” the governor said. He noted that though the financial state of affairs in the country is facing huge challenges, the state’s 2017 budget would address key policy issues which include promotion of peaceful coexistence and protection of lives and properties. Forget all of those fairytale movies about how the guy comes swooping in and rescues his damsel in distress and they fall madly in love and live happy ever after... as soon as they defeat those bad guys. Love is NOT that simple. Behind all the butterflies and fairy tales, love can sometimes rear an ugly, heartbreaking side. Nobody ever explained that part of love to me, so I’d like to make sure that others are well informed before diving into a relationship. Okay, so love might not be ALL bad. I blame my cynical ways and nightmarish past relationships for that momentary rant about how much love can be a pain in the butt. Truthfully, I love love. And so does everyone else. That’s why we spend years upon years in search of our “one true love.” Love means having someone to share your secrets with, someone to support you when times get tough, and even someone to tell you when you’re being a whiney little brat and you need to shut the hell up. Everyone should have that person in their lives. Giving up on love is not the solution I know what you’re thinking: “No. I don’t NEED someone like that. I am just fine on my own.” And while I completely believe that you can live life without having that type of companion, I know that deep down, you want one. Nobody should feel so helpless in their love life that they actually give up on love altogether. These are all really important things you should consider before throwing in the towel and calling it quits with love for good. #1 You’re not alone. In fact, there could be a very attractive, kind, and sweet person out there who’s perfect for you and who is feeling the same way you are: that love sucks and they should just give it up. There are thousands of people every day crying over buckets of melting ice cream, playing breakup songs on repeat, and swearing off love for good because they just can’t seem to get it right. You’re not the only one feeling this way. #2 Love doesn’t happen right away. Contrary to what all those damn romantic comedies may have you believing, love doesn’t happen in a week. In fact, it can take a LONG time for you to find someone to love. But just because it doesn’t happen the second you want it to doesn’t mean it will never happen. #3 You might be too picky. How high are your standards? Maybe you should forget about giving up on love and reevaluate your standards for love. You could just be too picky and may need to be more open-minded about different types of people. #4 You might be too young to find love. Everyone matures at a different rate. While some people may end up marrying their elementary school crush, you could be forced to wait until your 30s before really finding the person you’re meant to spend your life with. #5 You’re not dating the right kinds of people. You might think that you know what you want, but if you keep going for the same type of people and end up heartbroken or unsatisfied with each one, you could be dating the wrong type. #6 No, you’re not unlovable. You might be a huge pain in the butt, but you’re not unlovable, even if you try to be. Get this thought out of your head immediately. I know it’s easy to think this if you’re not finding love, but it’s just not true. #7 There’s nothing wrong with being single for a while. In fact, I would say that it’s actually a REALLY good thing. Being single can steer you in the direction of love, even when you’re not looking for it. [ #8 Love is no easy feat. It’s hard work. If you just give up at the first sign of struggle, you’re not going to find love. You have to work hard every day in order to really have a successful relationship. #9 Trying too hard to find love will make it more difficult. If you’re giving up on love because you’re super sick of trying and failing, you could just be trying too hard. Before giving up, just stop looking. Going by the year-to-date (YTD) performance of the benchmark index, the Nigerian Stock Exchange (NSE) All-Share Index (ASI), the market will close the year on a negative note. As at last Friday, the ASI had recorded YTD decline of 7.5 per cent. Considering the fact that only three trading days are left, it is very certain that the 7.5 per cent decline already recorded would not reversed for the market to close the year with a growth. This implies that for the first in many years, the nation’s stock market would be posting negative performance for three years in a row. The market had suffered a decline of 16.1 per cent in 2014, 17.4 per cent in 2015 and is now recording the third decline, though better than the two previous years. Although the decline recorded 9n 2014 and 2015 depressed most prices of stocks and created an entry opportunity for investors, most investors stayed away due following economic headwinds. Lack of fiscal direction, declining oil prices, policy reversal by the Central Bank of Nigeria (CBN), naira devaluation and persistent liquidity challenge in the foreign exchange market combined to dash hopes of the market recovering in 2016. NSE Early Optimism At the beginning of the year, the Chief Executive Officer of the Nigerian Stock Exchange (NSE), Mr. Oscar Onyema raised optimism that with greater clarity on policy direction, investors who had remained on the sidelines throughout 2015 would return to the market in 2016. “This return is predicated upon return of investor confidence as a result of: effective implementation and communication of the government’s economic blueprint; credibility in monetary policy stance; relative stability in the macro economy (oil price stability above benchmark targets, increase in tax collection to gross domestic product among others) and improved security,” he said. According to Onyema, the exchange would focus on executing its strategy in order to continue to provide a credible platform for financing the economy. “To this end, we intend to intensify engagement efforts with the federal government. We have also prioritised three initiatives for 2016 aimed at achieving the exchange’s three strategic objectives of increasing the number of new listings across five asset classes, increasing order flow in the five asset classes operating a fair and orderly market based on just and equitable principles,” Onyema said. He noted that state of the market created both challenges and opportunities for investors. “We believe that taking a portfolio approach to investing provides the best risk adjusted alternative for participating in the capital market. As such, we want to ensure that the NSE provides a repertoire of products that will allow investors to create well diversified portfolios of uncorrelated asset classes,” he said. However, the expectations of the NSE were not met as the market remained under pressure of weak demand for stocks from both domestic and foreign investors due to the economic challenges. Unfavourable Policies In the past the market was highly driven by foreign investors. However, the policy of the CBN that restricted forex and exchange volatility prior to June 20, 2016 discouraged most foreign investors. Unfortunately, domestic investors, who ought to have taken advantage of the low prices of stocks, were handicapped by reduced disposable income and high inflation. Besides, the increase in monetary policy rate (MPR) to 14 per cent swayed many investors to fixed income securities, making the equities market less attractive. Besides, the high rate of MPR shot up the cost of borrowing, a development an economist and Director General of the Lagos Chambers of Commerce and Industry (LCCI), Mr. Muda Yusuf, said was detriment to the capital market. According to him, the tight monetary policy in form of high cash reserve ratio, liquidity ratio, MPR has led to an increase in interest rate and better returns on investment in the money market. “This is a disincentive to investment in the capital market. High interest rate is not good for firms in the real sector, many of which are listed on the NSE. This has implications for Return on Investment (ROI) for those firms and by extension ROI on investment on those equities,” Yusuf said. The negative impact of the monetary policies combined with naira devaluation led to poor results by many listed companies, a development that further discouraged investors from staking their funds on equities. The foreign exchange losses that followed the devaluation of the naira affected the bottom-lines of many companies with some ending the nine months period with losses. Regulatory efforts Amidst the challenging environment, regulators in the capital market, the Securities and Exchange Commission (SEC), which is the apex regulator and the NSE, which is a self-regulatory organisation (SRO), made efforts to sustain investors confidence in the market by embarking on various initiatives. For instance, discovering that one of the reasons investors have stayed away from the market was frustration in having access to their dividends, SEC introduced the electronic dividend platform. Although the e-dividend was launched late last year, the commission embarked on public awareness campaign in this year in Abuja, Kano and Lagos. According to the Director General of SEC, MounirGwarzo, e-Dividend platform will enable investors have direct access to their dividends. “Once the e-dividend is in place, the issues surrounding stale dividend warrants will be a thing of the past, similarly, the challenges of travelling from one place to another to deposit dividend warrants would be completely eliminated. This process would eliminate all challenges associated with payments of dividends in our markets,” he said. He added that the quantum of unclaimed dividends in the market would be reduced. “This is because unclaimed dividends are an off-shoot from dividends of small stakeholders who have been unable to claim them,” Gwarzo said. Also, before now, less than 20 per cent of investors had dividends posted directly to their accounts. Investors suffered from inefficiencies of the warrant and postal systems, which contributed to the growth of unclaimed dividends. However, SEC’s partnership with the CBN and the Nigerian Inter-Bank Settlement System (NIBSS), to develop the e-dividend mandate system has changed the narratives. Investors can now pay dividend warrants into savings accounts while over 1.6 million accounts have hooked to the e-dividend platform, just as over 1.4 million accounts have been attached to BVN. Another positive development during the year was the increased in dematerialisation of share certificates. Less than 40 per cent of share certificates were dematerialised as at June 2015 after 20 years of the introduction of Central Securities Clearing System (CSCS) Plc. However, SEC set up a committee to fully focus on dematerialisation, which has resulted in the dematerialisation of 98.7 per cent of share certificates has been fully dematerialised Similarly, the commission introduced the Direct Cash Settlement(DCS) that will enable investors to receive proceeds of the share sales directly into their own accounts. Ibori, who was released from a British prison on Wednesday, is nonetheless still facing two obstacles before he can return to Nigeria. According to AFP, he must face a deportation hearing and then also pay £18 million to the UK government as the “proceeds of crime”. The unresolved issues almost elongated Ibori’s incarceration, until a British high court judge gave an order that he should be released and that attempts to detain him were “quite extraordinary.” Ordering Ibori to be immediately freed from prison, Mrs. Justice May said: “You don’t hold someone just because it is convenient to do so and without plans to deport them.” A Home Office application that Ibori be electronically tagged and subjected to strict curfew conditions was also rejected. It however stated that it would want the commission to be created by the PIGB in this regard to be chaired by the minister of petroleum resources. The Minister of State for Petroleum Resources, Dr. Ibe Kachikwu stated this in his address at the National Assembly during the public hearing in the bill, which is sponsored by Senator Tayo Alasoadura from Ondo Central. “We are aligned on the concept of a single regulator for the petroleum industry. What Nigeria needs going forward is a regulator that covers the field, as opposed to dissipated regulatory power amongst agencies. “The regulator should cover upstream, midstream and downstream oil, gas and products regulation, as well as technical, economic and Health, Safety and Environment (HSE) regulation,” said Kachikwu. Speaking on the composition of the proposed commission, the minister explained: “There needs to be careful calibration of the relationship between the role of the minister as the institution charged with overall supervision of the industry vis-à-vis that of the super regulator as the institution responsible for regulation. “The calibration must ensure checks and balances on regulatory power through tools such as administrative law; however, it seems essential that the power to issue regulations should at all times reside with the minister.” He stated: “Section13 does not envisage a position for the minister on the board of the commission. We propose that the minister chair the board of the commission to ensure effective interface between the regulatory and policy making institutions.” The PIGB, he stated proposes four year terms for commissioners but that in accord with best practice, the government would suggest that staggered terms for commissioners be considered in order to ensure continuity in the governance of the commission such that there would not be vacancy of executive commissioners in office at any time. A Nigerian trained Dr working in Texas, USA, along with his partner, performed an incredible feat of delivering the same baby twice, thirteen weeks apart. He removed the baby from the mother’s womb at 23 weeks, performed surgery on her to remove a tumour, then replaced her in her mother’s womb and delivered her again, healthy at 36 weeks. Most foreign countries one goes to, whether, UK, USA, UAE, to name a few, one finds that several top medical consultants in their hospitals are Nigerian. Same with nurses. A lot of them trained here. The Child Last week, the tragic death of a six year old child at a Victoria Island hospital, finally necessitated the writing of this piece. I have however, decided to omit the names of the parties involved in this sad case for reasons best known to me. There have been allegations of medical negligence against the hospital by the Parents of the child, while the hospital maintains that they did all that was required of them in the treatment of the child. I interviewed both the Parents of the child and doctors from the hospital. The Parents of the child (the Parents, the mother or the father) and the hospital confirmed to me that the child suffered from sickle cell anaemia. The hospital also went further to say that the child also suffered from asthma, as they put it, suffering from ‘two chronic illnesses’. Here is a brief overview of what happened. I will try to be as accurate as possible. Kindly, forgive me if I have left out any pertinent details. Day 1 The child did not eat breakfast in the morning. His father offered to feed him, but he refused. The child was obviously having some of his asthma issues. The child was insisting on going to school. The father refused, saying he could not go to school on an empty stomach. He decided there and then that instead of going to school, the child should see the family doctor. The family doctor happened to be away, abroad, but another doctor on duty at the clinic nebulised the child and administered an antibiotic injection, Rocephin. The family doctor’s clinic claims that the father was informed that the child should be put on admission at the hospital. Nebulisation is the treatment of asthma and other respiratory related diseases by the administration of medication in form of a mist inhaled into the lungs through a machine. The doctor put a call through to the family doctor abroad, informing her that the child should be admitted to hospital, so as to be able to take the antibiotics intravenously. The child went home, felt better, and even ate a hearty meal of rice and stew. Day 2 It was not clear what happened to the child that day, but the father took him to the hospital late that night and into the next morning. The child was complaining of stomach ache. Day 3 The father and child were in the hospital into the very early hours of the morning, say about 1 am. The child still had the stomach ache and the doctor on night duty (Young doctor) asked that the child should be admitted, but gave no viable reason why, according to the father. The father asked Young doctor if there was an immediate treatment plan, necessitating the child’s admission to the hospital at that time. The Young doctor offered him no viable explanation or treatment plan, so he left with his son, saying that they would return later that morning (I guess when the Consultants would have resumed duty). Later that morning, as early as 7am, the father and child were back at the hospital, with the child still complaining of a stomach ache. On their return they still met Young Dr, who was getting ready to go off duty. Not too long after, two Consultants of the hospital, resumed. They took charge of the child’s case (Consultants 1 & 2). The child was placed on admission that morning. In the meantime, the mother’s sister, a paediatrician practising in USA (Aunty Dr), had been contacted by the mother. The chats that were made available to me, that is, between Aunty Dr and the mother, were from very early in the morning of Day 3. Aunty Dr suspected that the child may have pneumonia, and acute chest syndrome, which was not unusual in a child with sickle cell. Aunty Dr felt that the pneumonia should have been evident from a physical examination. She also recommended that an ultrasound of the child and respiratory etiology should be carried out. The Parents claimed that Aunty Dr’s suggestions did not go down well with Consultant 2, who seemed to feel offended about being told what to do by another doctor. The father informed me that it was several hours after Aunty Dr’s suggestion, which in tears, he passed on to Consultant 1, that the child was finally given a chest x-ray which confirmed Aunty Dr’s fears, that indeed, he had pneumonia, with the left lung being in a worse condition than the other. Consultant 1 directed that the child should be nebulised every four hours. Aunty Dr told the mother that she was unclear as to the reason for nebulisation. She was more concerned about the pneumonia being treated.The child was still having terrible stomach pains. Another antibiotic, crystalline penicillin was added to the Rocephin. The father said that he noted that the medication being given to the child may have been inadequate as his weight was 24kg and not 12kg, as noted in his chart. For children, medication is usually prescribed according to weight. Day 4: The Final Day Just before 3am, the mother told Aunty Dr that the child’s breathing was laboured, 95bpm with 150 heart rate and he was sweaty. Aunty Dr thought he had a fever, the mother said that he didn’t. She was asking the mother a lot of questions, was there a Consultant present, the antibiotics etc. She was still insisting on an ultrasound to check if the child had fluid in his lungs, how bad it was and so on, and that the antibiotic should be changed to levofloxacin. She was however, not sure whether that particular medication is even available in Nigeria (Apparently, levofloxacin is not generally used for children, because it can affect their growth). At 4am Aunty Dr told the mother that fluids, antibiotics, pain control and possibly a blood transfusion were necessary, depending on the child’s haemoglobin level. Two minutes later, the mother told Aunty Dr that the hospital was about to give the child a blood transfusion. The child’s breathing dropped to 85bpm. This worried Aunty Dr who said it was crucial for a Consultant to be in the hospital to attend to the child. There was none. The states claim to have evidence that they lose billions of naira annually due to taxes deducted form their residents being paid in error to Federal Capital Territory. (FCT). The two states share borders with the FCT and thousands of Abuja workers actually reside within the two states in areas like Suleja, Tafa and Madalla ( Niger State) Karu,Masaka, Mararaba,Ado, New Nyanya in Nasarrawa State which are havens of lower cost housing. However despite the fact that the Personal Income Tax – Residency Rule clearly stipulates that taxes are due to the state in which a worker resides rather than where they work,, taxes are deducted at source and automatically paid to FCT. This practice is said to be depriving the border areas of the two states of much needed development in the forms of roads, schools and facilities. The clamour of people in the affected areas for development is said to have motivated the two governors’ decision to embark on a mass sensitisation programme of employers in Abuja as well as residents in the two states. Speaking on the matter a source said that the governors agreed to work together to save costs and make the process more straightforward for their respective residents. The project called Abuja Borders Enumeration 2017 is understood to be commencing on Tuesday . It is further understood that a joint press conference is also being planned by the governors as well as radio and television sensitisation. It is estimated that over 400,000 Abuja workers live within the two states, commuting daily to the FCT.
