The Christian Association of Nigeria and the Jama’atu Nasril Islam as well as individuals and groups have faulted a statement by the Nobel laureate, Prof. Wole Soyinka, that religion will kill Nigeria if it is not tamed.

CAN’s National Director, Legal and Public Affairs, Kwamkur Samuel, and the Secretary-General of the JNI, Dr. Abdulkadir Khalid-Aliyu, stated this in separate interviews with The PUNCH.

Soyinka had, at a book presentation in Abuja, on Thursday, warned that religion would kill the country if it was not tamed.

Condemning killings in the name of religion, the Nobel laureate stated, “I would like to transfer that cry (by President Muhammadu Buhari on corruption) from the moral zone to the terrain of religion. If we do not tame religion in this nation, religion will kill us.”

The Nobel laureate also said the President and the Kaduna State Governor, Mallam Nasir el-Rufai, were wrong in their approach to the Southern Kaduna killings.

Reacting to Soyinka’s statement on religion, Samuel, in an interview with The PUNCH, said religion was not the problem of Nigeria.

The CAN leader stated, “With due respect to Prof. Soyinka, it is not true that religion is the bane of Nigeria’s stability. No genuine religion promotes killings and destruction of lives and property. It is unfair for the Nobel laureate to project religion as a problem when it is the faithful believers that are praying and sacrificing to keep the nation moving.

“Christianity preaches peace in all its ramifications. I challenge the professor to identify one attack on any community in Nigeria that was reported to have been carried out by Christians. Let him show any terrorist group by whatever name that shouts the name of Jesus before attacks or claim they are fighting for Jesus.

“We are sad that the so-called religious killing is persisting because our prominent leaders are not ready to call a spade by its real name.”

Samuel lamented that Nigeria’s security agencies appeared to use a different template in performing their functions at home from the one they adopted when on international mission.

He stated, “I wonder how Nigeria would have been without the coming of the Christian missionaries. This nation has the security agencies that present heavy budgets, undergo serious training both nationally and internationally, perform very highly on foreign assignments. Yet, when they are dealing with Nigeria, they seem to be very lost as to knowing what is happening in Nigeria, let alone finding any lasting solution.”

He urged respected Nigerians like Soyinka to ask relevant authorities some questions as to why for years, killings had continued with no single prosecution of perpetrators.

“Why a woman will be murdered in cold blood by known neighbours, yet they will be set free without prosecution like it happened in Kano? Nigeria will be far from getting to any solution,” he said.

The Secretary-General of the JNI, Dr. Abdulkadir Khalid-Aliyu, said depending on the context from which Soyinka made the statement, the retired don’s position was most uncharitable.

He called on Nigerian leaders to guard their utterances, especially on religion because of its sensitive nature.

Khalid-Aliyu stated, “Is Prof. Soyinka saying religion is bad? It is important that we really have to be decorous and be respectful of the sensibility of the people.

“Even in advanced countries, people respect religion and adhere to religion.

“Until we are able to separate the chaff from the grain; there is a difference between religion and people of religion. Such assertion coming from somebody who doesn’t believe in religion is uncharitable.

“If he is talking about moderation and the need to really purge ourselves of extremism in the practice of religion or of being used to advance considerations that are inimical to peace and development, then, that could be understandable.”

The former Secretary-General, Nigerian Supreme Council for Islamic Affairs, Prof. Ishaq Oloyede, said religion was positive, admitting that positive things could be abused.

In an interview with The PUNCH, he said, “It depends on the perspective from which he was speaking. Anything, no matter how positive, if negatively good, will be negative and it is the other way.

“Religion, as far as I am concerned is positive. But that does not mean that anything positive cannot be negatively good. So, it depends on the context from which Soyinka spoke.”

Also, the Vice-Chancellor, Al-Hikmah University, Ilorin, Prof. Taofeek Ibrahim,

disagreed with the Nobel laureate that religion should be tamed.

In an interview with journalists in Ilorin, the Kwara State capital, Ibrahim said religion had been pivotal to the development and peace of many countries.

He stated that people, who were using religion to cause mayhem rather than religion should be held responsible for the killings and wanton destruction of properties.

He warned that going against the dictates of religion could be counter-productive and even destructive, adding that it was important to ensure peaceful co-existence of different religious faithful.

Ibrahim said, “I strongly disagree that we have to tame religion. For most of the developed world and everywhere, where there is sanity today, religion has been the basis of development and peace over the centuries.

“It is those that show themselves as religious but are actually not religious and for selfish reasons, which they impose in the name of religion, are the ones that cause the troubles we have been witnessing in this country.

“When you look at the history of America and Europe, you will appreciate the role of the church in the building of such nations. Similarly, where you still have relative peace in the Muslim world, you will see the contribution of Islamic religion in these areas.

“As a matter of fact, it is when we go away from the dictates of religion that we get into further problem. Whether Muslim or Christian, the problem is for people taking advantage of religion; it is for minimal personal issue that they destroy the picture of the role religion should be playing.”

The Al-Hikmah VC urged religious leaders to place greater priority on spirituality, morality and ethics rather than on materialism.

Ibrahim said, “Our religious leaders, the heads of the church and the mosque have a lot of roles to play. As we preach and eulogise the issue of mundane things, then there will be problems. We need to go back to preach moral and ethics.

The Boko Haram terror group fought back on Sunday, invading Cinki Gundu, an outskirt of Maiduguri, the Bornu State capital, where an officer and six soldiers were killed. Eight others were injured.

Although military authorities denied the latest incursion of the terrorists, less than two weeks after Boko Haram’s flag was presented to President Muhammadu Buhari as a mark of the military’s total subjugation of the fanatical religious sect, THISDAY sources said Cinki Gundu is now being used as the terrorists’ operational base.

“Outright falsehood,” Maj-Gen Lucky Irabor, the Theatre Commander of Operation Lafiya Dole, the military taskforce clearing the North-east of the insurgents, told THISDAY in a text message last night.

Irabor who had earlier yesterday in Maiduguri addressed the press on the mop-up operations of the military where he said there were still pockets of resistance by the insurgents that were being contained, however, admitted that an operation at Bulakesa village claimed the lives of an officer and four soldiers, while three other soldiers were wounded.

He said 50 insurgents were killed in action while three AK47 rifles and several weapons and grenade were recovered from them, adding that nine terrorists and 18 minors were arrested during the operation.

But THISDAY sources were emphatic yesterday that Cinki Gundu was under the control of Boko Haram, naming one Ba Umar, a second lieutenant, as the officer killed during the attack. A source added that one of the slain soldiers, a majority of whom were said to have newly joined the army five months ago in 2016, was identified as Corporal Idowu Shoneyin of the 153 Task Force Battalion.

According to the sources, the Nigerian troops went on a fighting patrol at Cinki Gundu, when they came in confrontation with the Boko Haram fighters, who immediately opened fire on them, killing five on the spot in the first attack.

“One second lieutenant and four soldiers were killed immediately in action in the first attack. The information just came in now (Tuesday) that they were killed on Sunday. Two out of those soldiers killed joined the army in 2016, not more than five months ago,” the source said, pleading anonymity as the military authorities might want to keep the information under wraps following their recent celebration for overcoming Boko Haram.

Cinki Gundu is under Division 8 Task Force Headquarters in Monguno, Maiduguri, where the Boko Haram members are said to be in their thousands, being their new operational base. The source said it took the intervention of a fighter jet from neighbouring Chad to stem the tide of attack and killing, saying “if not, the casualty would have been more than five in this particular attack”.

He reiterated that it was the fighter jet from Chad that alerted the Nigerian troops of the danger ahead and asked them to retreat immediately because the Boko Haram members already outnumbered them. He said the fighter jet was able to repel their attacks before they eventually beat a retreat.

Remains of the late officer and the four soldiers from the first attack, the source said, had been taken to and deposited at the Maiduguri Teaching Hospital.
The soldiers, including Shoneyin, the source claimed, were killed while trying to rescue the officer, Umar, who had been run over by the Armoured Personnel Carrier (APC) while trying to manoeuvre away from the Boko Haram fire power.

“As it is now, Cinki Gundu is controlled by the Boko Haram”, he said, adding that it might have become their operational base, having been mopped up and chased out of Sambisa towards the end of last year.

However, while the military was still smarting from the Cinki Gundu attack on its men, during which it lost five of its men, members of the Boko Haram sect, in a second attack, took the fight to the military at one of their locations in Maiduguri called the Old Marte on Tuesday night.

Although the source was unable to give details of the Old Marte attack as it was still being monitored on the radio at the time of gathering the information.

THISDAY gathered that about 10 casualties were also recorded at the incident, all of whom had been taken to the Division 7 hospital, while the sect members allegedly made away with a lot of the Army ammunition.

However, whilst two of the soldiers at the Old Marte attack were said to have been killed in action (KIA), eight others, the source said, were badly wounded in action (WIA). The Old Marte is also under Division 8 Task Force Headquarters in Monguno.

The source, who also spoke briefly on the plight of the Nigerian military at the war front, lamented the ugly treatment being allegedly meted out to them, especially the fact that they are being less treated when compared to their colleagues in other wings of the armed forces, also at the same battlefield.

“The Army pays the soldiers operational allowance of N30, 000. 00 every month instead of N45, 000. 00. The excuse the Army authorities gave is that N15,000.00 out of the money is meant for their feeding but their sister force, I mean the Air Force, is collecting its complete N45,000.00 in the same operation and yet, they eat outside of this same operational provision.”

Irabor, however, denied that soldiers were being short paid.

Army recovers corpses of missing officer and 15 soldiers

Meanwhile, corpses of an officer and 15 soldiers declared missing about two months ago by the Nigerian Army have been found along a riverbank in Borno, Irabor said yesterday.
Addressing a press conference in Maiduguri on the successes recorded in the ongoing counter-insurgency war in the North-east in the last one week, Irabor said the corpses of the missing officer and 15 soldiers were found along Kamadugou River line.

He said: “On January 5, 2017 at about 0745hrs, own troops in conjunction with CJTF conducted clearance operation along DAMASAK – GASHIGAR road. The troops successfully cleared DUOMA, ASAGA, GASHIGAR and other surrounding villages. At ASAGA village, our troops encountered and dislodged some BHT elements.

“Subsequently, the troops recovered corpses of one officer and 15 soldiers earlier declared Missing in Action during their dislodgment from GASHIGAR on October 16, 2016. The corpses were recovered along Kamadugou River line. Among the recovered corpses was that of Lt Col K Yusuf, the former Commanding Officer of 223 Tank Battalion. They have since been buried in Maimalari Cantonment Cemetery with full military honours.

He added that: “On 8 Jan 17 at about 1125hrs, own troops in conjunction with CJTF conducted clearance operation to METELE village and encountered pockets of BHT which were successfully cleared. The troops also cleared all identified BHT hideouts from DOGON CHUKU toward TUMBUN RAGO. During the operation, six BHT were killed in action while two of our soldiers were wounded in action. The wounded soldiers are currently receiving treatment in our medical facility in Baga.”

He equally revealed that: “On 8 Jan 17 at 0830hrs, own troops conducted clearance operation in MANAWASI and GAREL villages. The troops encountered BHT at BULAKESA village. The troops successfully cleared the BHT with support from Air Component and dominated the village. Sadly, an officer and 4 soldiers were killed in action while 3 other soldiers were wounded. A total of 50 BHT were killed in action while 3 AK47 rifles and several weapons and grenade were recovered from the BHT. Also, nine BHT adults and 18 minors were arrested during the operation.”

He said: “On 3 Jan 17 at about 1240hrs, four women and 13 children were apprehended by vigilantes at BUNI YADI and were later handed over to our troops. Preliminary investigation revealed that the women were wives of BHTs who fled from Sambisa Forest as a result of our operations. All suspects are in our custody undergoing investigation.”

The Commander also revealed that: “On 9 Jan 17, a surrendered BHT identified a male sympathiser as BHT spy to MONGUNO and identified 2 wives of BHT Amir from the arrested BHT members.

The Department of State Services said in Abuja that it had arrested four suspected members of the Boko Haram sect at Oko-Oba area of Agege in Lagos State.
The suspects were arrested on Tuesday.

A statement signed by the spokesperson for the service, Mr. Tony Opuiyo, in Abuja, said that the suspects fled to Lagos to evade arrest in the North-East.

He gave the names of the suspects as Fanayi Hassan, Butame Hassan, Kologoni Bukar and Amina Abubakar.

He said that the suspects “fled to the state (Lagos) to evade arrest in the ongoing military offensive in the North-East.”

On the same day, Opuiyo said that at Okene town, the leader of the Boko Haram sect in Okene, Mr. Abdullahi Mohammed a.k.a. Huja, was arrested.

He said that the suspect had been responsible for the coordination of Boko Haram activities in Okene axis of Kogi State.

Also on January 1, at Mutum Biyu in Gassol Local Government Area of Taraba State, Opuiyo said that Bale Grema and Kolomi Adba-Aji were arrested in a mosque after they had fled Marte, Borno State, where they were alleged to have been involved in Boko Haram terrorist activities.

Also on the same date, he said that a kidnap suspect, Amadu Bello, was apprehended at Hotoron Arewa, Kano State, for his alleged involvement in a kidnap operation at Zomo village, Ningi Local Government Area of Bauchi State from which was said to have fetched him N3m from the ransom.

In a related development and on January 6, Paul Ali (a.k.a. Simplee), who was described as a high profile leader of a kidnap syndicate, was arrested at Hill Flower Hotel, Asaga Ohafia, Abia State.

He said to correct the wrong perception by Nigerians on corruption, all anti-corruption agencies in the country must step up their engagement with the public.

He said, “How we communicate what is going on regarding corruption is important. There are still those who think a politician who steals, is some kind of Robin Hood, instead of being vilified.

“Some people believe that if ‘my kinsman steals it is ok.’ It is important to completely delegitimise corruption especially through the way it is communicated.”

Osinbajo however commended the committee which he said had done very well removing skepticism on whether anti-corruption initiative can work well in the country.

In his comments at the meeting, Sagay said PACAC had engaged with all anti-corruption agencies in the country, including the police and the judiciary.

An official of Diamond Bank Plc, Ademola Oshodi, narrated to a Lagos State High Court in Ikeja on Monday how he helped Justice Rita Ofili-Ajumogobia wire thousands of United States of American dollars to a company named Silver Steps Incorporated in the United Kingdom.

The banker claimed that he picked up a cash of $120,000 from the judge’s chambers on May 10, 2013, and assisted the judge to wire the money to the UK company in tranches of $10,000 over 12 days.

Asked why he split the transaction, Oshodi said it was because “the bank has a daily maximum deposit of $10,000,” adding that the bulk of the $120,000 was kept in the custody of Diamond Bank till May 30, 2013, when the last $10,000 was wired.

“I filled the tellers for the transactions on behalf of Honourable Justice Ofili-Ajumogobia. I wrote the name of Honourable Justice Ofili-Ajumogobia as the payee on the tellers,” the banker said.

The banker appeared on Monday to continue his testimony before Justice Hakeem Oshodi, where Justice Ofili-Ajumogobia and a Senior Advocate of Nigeria, Chief Godwin Obla, are being tried by the Economic and Financial Crimes Commission for alleged bribery and unlawful enrichment.

The judge and the SAN were arraigned on 30 counts on November 28, 2016.

The EFCC, in the charges, alleged that Obla, while appearing in a suit number FHC/L/C/482c/2010 before Justice Ofili-Ajumogobia, offered a gratification of N5m to the judge to allegedly induce the judge to refrain from acting in the exercise of her official duties as a public official.

Justice Ofili-Ajumogobia was also accused of receiving a total of $793,800 in several tranches from different sources between 2012 and 2015 “so as to have a significant increase in your assets that you cannot reasonably explain the increase in relation to your lawful income.”

The EFCC claimed that the judge and the SAN acted contrary to sections 64 (1) and 97 (1) of the Criminal Law of Lagos State, No. 11, 2011.

But they both pleaded not guilty to the offences after which Justice Oshodi granted them bail on self recognisance.

The trial continued on Monday despite a spirited effort by Justice Ofili-Ajumogobia’s counsel, Mr. Wale Akoni (SAN), to make Justice Oshodi halt the hearing.

The court admitted as exhibit in evidence against Justice Ofili-Ajumogobia, the witness’ extrajudicial statement made to the EFCC.

Also admitted as exhibits were the statement of no fewer than five accounts (both naira and domiciliary) owned by Justice Ofili-Ajumogobia, including one in the name of her company, Nigel & Colive Limited.

The witness said, “Apart from the naira and dollar accounts, there is a corporate account named Nigel & Colive Ltd. with number 0036103685. The account was opened in September 2013. The address of Nigel & Colive is No 18 Lai Deinde Street, Fajuyi Estate.

“We made physical visitation to the address at 18 Lai Deinde Street and at the location, we found out that it was still under construction but because Honourable Justice Ofili-Ajumogobia is our customer and we knew that the property belonged to her, we proceeded to open the account,” the witness said.

The witness also narrated to the court how several thousands of dollars, apart from the $120,000, were allegedly transferred from Diamond Bank to Justice Ofili-Ajumogobia’s foreign bank account in the UK.

Further proceedings in the case have been adjourned till January 30, 2017.

The Federal Government on Monday said there was no truth in a media report that the Nigerian High Commission in the United Kingdom paid the medical bill of the Chief of Staff to the President, Abba Kyari, recently.

The Minister of Foreign Affairs, Geoffrey Onyema, disclosed this in an interview with State House correspondents.

He was reacting to a recent report by an online news portal, Sahara Reporters, that Kyari was fleecing the High Commission alongside the wife of the President, Aisha Buhari.

He explained that what the High Commission only did was to issue a guarantee to the hospital that Kyari would settle his bill, which he said the presidential aide did.

Describing the report as blatant falsehood, the minister said Kyari had never had any contact with the High Commission in the UK since he assumed office.

Onyema said, “Because a lot of people do not bring libel cases against media houses, they think they can write whatever they like. The report was a blatant falsehood, really defamatory.

“As we all know, in most of these industrialised countries, if you want medical treatment, or hospital room reserved for you, they will require medical insurance of that country.

“If you do not have, they will require a deposit or a guarantee. Our embassies and high commissions around the world are there to assist Nigerians.

When was the first time you knew you wanted to do music?

I think I have always wanted to do music from when I was a young boy. I used to have an area group in Kano, and we used to do Apala music from door-to-door. I actually thought I was going to become a Fuji star. We’d go to people’s houses, knock on their doors and when they opened, we made them laugh by singing some funny songs. From then, I knew I wanted to become an entertainer. When I moved to England at 14, I became a hip-hop artiste. Meanwhile, I formed my first group in school called Secret Weapon, and it has always been that way. I was always forming one group after another, until I had a successful group called Big Brovaz signed to Sony.

How did you coin the name JJC?

Back then, I had a heavy Nigerian accent, and everyone used to laugh at me. Hence, the reason I gave myself the name JJC which is an abbreviation of Johny Just Come, which is used to describe someone who just arrived a place. When I realised that they weren’t going to accept me, I decided that the best thing to do was to bring people from the neighbourhood together that had the accent and the swag. I created my own group, signed them and started promoting them, even though I was about 19 at the time. Two years later, we won the Music of Black Origin (MOBO) Award as the best unsigned artistes from London. From that point on, all the record labels wanted to work with us.

You have an affinity for being in groups, don’t you think you can stand alone?

I will say I am inspired by many people like Dr. Dre, Puff Daddy, Timbaland etc. Those people have their own identity, just like if anyone sees me, they will know that’s JJC of We Are Africans fame. But more importantly, it is about being able to transfer that knowledge that I have to other people. I do not see myself as just an entertainer, but as someone that can develop people. And that is why I have been developing groups and artistes.

After I got Big Brovaz signed to Sony and we went platinum, we travelled to America to do the movie, Scooby Doo. After that, I stepped out of the group because I felt it was becoming too oyinbo-like for me. I wanted to create something a bit more homely, because right from when I was a child, I was one of those guys that went about saying Nigeria is the best land. Then, people used to think I was crazy for saying that, but I knew that one day, I would come back home, and here I am. Anyway, while Big Brovaz was still big, I started another group called JJC and the 419 Squad, which was very successful as we had over a million album sales and won KORA award. However, most of the members later moved back to Nigeria, while I stayed back in the UK. I then decided to start another group called Mr Skillz and the Crazy Girls, which got signed to EMI Records. After that, I left the music scene and went into video production which is my other passion.

Of all the groups you have worked with, which did you have the most chemistry with?

I think I had chemistry with everyone I had worked with. Right now, I am having the time of my life with Scene One Productions, which is a new record label I’m working on with my wife, Funke Akindele-Bello.

Do you play any instrument?

I play a bit of the piano. On every single group I worked on, I did a bit of production. I also developed other producers, like Don Jazzy, to produce for groups as well.

When you first met Dbanj and Don Jazzy, did you have any inkling that they had what it takes to become superstars?

The truth is I usually see greatness in people even before they see it in themselves. When I first met Don Jazzy, he was a piano player for Mr. Solek; he was not a producer. But the passion he had for music made me know that he could be transformed into a wonderful producer. Dbanj was a harmonica player and he was very fun to be with. He was funny, lively and had the charisma of a super star. I saw all that in them, and that is why I picked them. And I picked so many other people just like that.

What was Don Jazzy’s role while you were working together?

He was an upcoming producer that was set to take over the scene. And that was what he was there for.

Are you still on good terms with Dbanj and Don Jazzy?

We are all cool; it’s one family. But you know they say, there are no permanent friends or enemies; just interests.

When Mo’hits fell apart, did you try to mediate and bring them back together?

When their journey continued after the JJC university of music, what they did and what they created was none of my business. And it is not really my place to come into someone else’s business and tell them what to do, and how to do it. So no, I did not get involved.

How are you finding the experience of being a video director?

It feels like a natural progression because I studied video editing and production, which I passed with distinctions. While still in the UK, I got a job as a video editor and I did that for two years, working for big companies. Music is more of a situation where you are always pumping money into it, but video is where you make money.

So you have made more money as a video director than as a music artiste?

I wouldn’t say that; I have made money both ways. The good thing about music is that if you do it well and monetise it, the money keeps on coming non-stop. You can make money from a song years after it was recorded and released.

As an entertainer, what has marriage changed about you?

It has made me more focused. It has also given me more stability and peace of mind.

You once said that you were wary of any kind of emotional attachment, why did you decide to get married to Funke Akindele?

In life, when you find the right person, nobody needs to tell you to settle down. It is like finding God; you may be a bad boy in the club today, and the next day, you’re in front of the church shouting ‘Halleluyah.’ Nobody can determine when that change will happen, and I’m very happy that it has happened to me.

How did you meet your wife?

She had an idea called Jenifa’s Diary that she wanted to do, and she was looking for a good director and cameraman, so she called me to help her shoot the TV series, and that was how we met.

Was it love at first sight?

Absolutely, it was an instant connection. In fact, it was love at first sight. I saw her,she saw me and, we saw stars. From that point on, everything was aligned.

What were the qualities you saw in her that made you know she is the one?

Ask every single man that is married, they will tell you the same thing. It is the same qualities that everybody wants.

So what are those qualities?

To be honest, I do not want to talk about my personal life. My wife is my baby and I cherish her a lot. If I start giving you all the secrets, people may want to snatch her from me.

The truth is I work really hard all the time, and a lot of the people I dated in the past used to complain that I did not devote time to them. But now, I have found my better-half who works as hard as I do, so it is a perfect combination, and the world is in trouble because we are the perfect team. And I want to advise people in the entertainment industry to go and look for their better-half within the same industry, because it will give you more focus and direction.

Not less than 15 suspected cultists were arrested by men of the Ondo State Police Command in Akure, the state capital during the Christmas and new year festivals.

The Police Public Relations Officer, Mr. Demi Joseph, who disclosed the action of the police said the suspected cultists were arrested at different locations within the Akure metropolis.

The suspects according to him, included; Olamiju Abioudun, 25, Adejuyigbe Josua, 22, Tayo Agboola, 22, Orebe Boluwaji, 33, Oluwadar Akinbobola, 17, Oluwaseun Olajide, 21, Adesina Olasunkanmi 18 and Alaba Raji, 19

Others are: Ajibola Olanrewaju, 25, John Isaac, 18, Haruna Friday 18, Omotoso Shina, 26, Ekene Ereozo, 25, Mathew Ogu, 36 and Uche Odoh 30.

The police spokesman said: “The suspects were arrested at different locations in Akure. During the routine patrol of our men to ensure that we had peaceful Christmas and new year celebration, the suspects were arrested in their different hideouts in the town,
“Some of them were arrested during the initiations of new members into their cult groups while some were arrested while holding their meetings.”

Joseph further disclosed that various dangerous weapons were recovered from the suspects which he said included : axes, cultlases, matchetes, cut-to-size locally-made pistols, charms among others.

The Nigerian Army in Rivers State has said its men yesterday shot and killed five suspected cultists during a fierce gun battle in Omoku, headquarters of Ogba Egbema Ndoni Local Lovernment Area of the state.

The General Officer Commanding, 6 Division, Port Harcourt, Major General Kasimu Abdulkarim, confirmed the incident to journalists in Port Harcourt yesterday.
He also disclosed that five AK 47 riffles had so far been recovered by the army from hoodlums in the local government area since the new year.

“The army has recorded appreciable success in its bid to rid the local government of cultists and brigands. We have recovered a total of five AK47 riffles from cultists in the area since January 1,” he said.

Abdulkarim said the army had overwhelmed hoodlums in the local government area.
A source in the community said the army responded to a distress call in Omoku on Tuesday night when the cultists stormed the town shooting sporadically.
The cultists were said to have killed two young men in the community before the arrival of the soldiers who engaged them in a duel.

THISDAY gathered that the corpses of two of the cultists recovered on Palace Road in the area were displayed at the police station in Omoku. The other three were found at the end of the battle with the soldiers.

It would be recalled that the army recently launched an operation to clean up the local government of hoodlums and brigands.

The Nigerian Army, in the new year, said it recovered one AK47 assault rifle and uniforms belonging to DSP Mohammed Alkali and his police orderly who were beheaded by suspected cultists in Rivers State during the December 10, 2016 rerun elections.

The Nnamdi Azikiwe International Airport in Abuja will now be closed on March 8.

The move, according to the News Agency Nigeria (NAN), would enable the government repair its runway, the aviation ministry said tuesday, pushing the move back later than previously scheduled.

The decision to shut the airport and divert Abuja-bound flights to Kaduna, an airport used primarily for domestic flights about 160 kilometres (100 miles) to the north, was taken after airlines threatened to stop flying to the capital.

The government had said the six weeks closure would begin in February. But a statement issued yesterday, which said the aviation minister would discuss the matter with stakeholders, said the “proposed closure” was set to start on March 8.

No reason was given for the change of date.
The meeting with aviation industry figures, on Thursday, is to brief them on efforts being made to ensure that the use of Kaduna’s airport is “seamless and hitch-free,” said aviation ministry spokesman James Odaudu.
Analysts have said that the temporary closure of Abuja airport, the country’s second busiest after the commercial capital Lagos, will have a negative impact on Africa’s biggest economy, which fell into recession in 2016 for the first time in 25 years.

Passengers travelling to Abuja will have to fly to Kaduna and travel in bus shuttles, guarded by security provided by the government, to the capital on a pot-holed road where kidnappings have taken place in the last few years.
Kaduna’s international airport handled 12 flights in December 2015, the last month for which Nigeria’s airports authority has figures, compared with 812 that used Abuja International.

Senate President Bukola Saraki, has said that the senate would commence an investigation into the latest killings in southern Kaduna.

Saraki made the announcement in a statement signed by his aide responsible for new media, Mr. Bamikole Omishore, in Abuja yesterday, adding that the Senate will on resumption from recess on January10 make the issue a priority.
The statement from the Senate President came just as the Nigerian Army said that it had not turned a blind eye to southern Kaduna, adding that it had deployed forces to curtail further carnage and would be setting up a division in the area, where herdsmen have been on the rampage killing and burning houses of the locals.



The Minister of Interior, Lt.-Gen. Abdulrahman Bello Dambazau also yesterday asked all well meaning Nigerians not to allow themselves to be dragged into religious conflicts, observing that it had become necessary to make the plea following insinuations that the criminal violence in southern Kaduna has a religious slant.
Saraki’s media aide said the Senate President made the disclosure on the investigation while responding to a tweet posted by one Chimeze Ukoha on the Kaduna killings.
The statement quoted Ukoha as saying that “about 800 Christians were massacred in southern Kaduna and nobody is talking about that, very bad”.

It quoted Saraki as responding that “once @ngrsenate resumes, this issue will be addressed to get a clearer picture of what the real situation is and find a lasting solution.
“Every Nigerian life matters and @ngrsenate will work to ensure that (the) rule of law is always upheld as prescribed by the Nigerian Constitution”.
The statement explained that Saraki was already in touch with senators from Kaduna State and that he was constantly getting updates on developments.

Persons described as Fulani herdsmen have repeatedly killed minority Christians in the southern flank of Kaduna State in recent weeks, leading to a death toll said to run into several hundreds.
Scores were killed and properties worth millions of naira were also destroyed during the Christmas celebrations, leading to the criticism of government’s silence and handling of the conflict.

Also reacting, the Nigerian Army said yesterday that contrary to insinuations that it has kept a blind eye on the killings in southern Kaduna, the army has deployed full force operations to curtail further killings in the zone.
In its new year briefing, the Director of Army Public Relations, Brig. Gen. Sani Usman said in Abuja that there was no iota of truth that the military had not done anything to quell the crisis.
Usman said: “The Nigerian Army is fully deployed in the southern part of Kaduna State, we have even gone beyond that.

“We are working hand-in-gloves with other security agencies, particularly, the Nigerian Police, Department of State Service (DSS) and other paramilitary agencies.

“So the Nigerian Army is fully on the ground in Southern Kaduna. Again, the order of the battle of the Nigerian Army has made provisions for siting military establishments in that part of the state.”
He explained that six divisions had been approved, with the relocation of one of the divisions from Port Harcourt, Rivers State, to Uyo in Akwa Ibom State, stressing that the setting up of new military establishments, mostly a barracks in southern Kaduna was to “avert a recurrence of the bloodshed”.

On the recent arrest of a Boko Haram terrorist in the house of a local government area chairman in Borno State, Usman warned politicians and others shielding terrorists against such acts, stating that any culprit caught would be dealt with decisively.

He observed that the army “does not want to jeopardise or pre-empt the ongoing investigation” but will ensure that all the culprits are brought to justice.

Giving more details on the defeat of Boko Haram, Usman said: “The fall of Boko Haram’s Camp Zero in Sambisa forest to our gallant troops has continued to attract commendation for the Nigerian Army worldwide.
“We are going to consolidate on these gains. Therefore the Nigerian Army will not rest on its oars in 2017. We will continue to accord high priority to training, regimentation and welfare of the troops.”
To this end, Usman disclosed that the Chief of Army Staff (COAS) had directed that the Nigerian Army Small Arms Competition (NASAC) would be conducted at Sambisa forest.

“Already, efforts are ongoing by the Nigerian Army engineers to open more routes and construct bridges into the hitherto Boko Haram haven to facilitate easy access to the forest,” he added.
He warned unscrupulous persons that had been extorting money from prospective applicants in the ongoing recruitment exercise by the Nigerian Army to desist from such acts or be ready to face the law.

Dambazau Cautions Leaders

Meanwhile, the Minister of Interior has advised leaders of note not to allow themselves to be dragged into religious conflicts, adding that this had become necessary following the perception that the criminal violence in southern Kaduna has some religious connotation.

President Muhammadu Buhari has been charged not to withdraw troops from the embattled Niger Delta region as they are responsible for the relative peace being enjoyed in the region.

This was the position of the Itsekiri socio-cultural group, the Itsekiri Leaders of Thought (ILoT), in a statement signed by its secretary, Chief Edward Ekpoko, and made available to journalists in Warri, on Monday

ILoT was reacting to claims by the Pan-Niger Delta Forum (PANDEF) in the media recently that it had the mandate of all the stakeholders of the region in the proposed dialogue with the Federal Government.

ILoT warned that the Federal Government should be wary of the body, describing as false, the claim by PANDEF that it was representing all leaders and stakeholders of the region.

ILoT further asked the Federal Government to ignore PANDEF’s call for the withdrawal of troops from the region.

The group reiterated that the relative peace being enjoyed in the region was courtesy of the security forces.

The overall objective of justice sector reform is to build a justice system which is affordable, efficient, independent, transparent, professional and accountable to Nigerians, Olawale Fapohunda and Onikepo Braithwaite review the current state of key institutions in the justice system and suggest various legislative and administrative interventions available for the consideration of the Buhari administration

The Buhari administration has severally stated its desire to reform the administration of justice system in Nigeria. In particular, the Judiciary, Police Force, Prisons Service and Access to Justice institutions, have at various times, been the subject of statements of commitment to reform by the Presidency and responsible government Ministries and departments.

A combination of limited political will, including government’s inability to articulate what needs to be done, the lack of merit based appointments to leadership positions of key justice sector institutions, and the appointment of persons without subject- matter appreciation or passion for reform, have proved important stumbling blocks towards achieving reforms in this sector.



The Judiciary

Having a system of independent courts and tribunals that administer justice efficiently is one of the cornerstones of Nigeria’s democracy. Finding the balance between judicial independence on one hand, and public accountability on the other, is a critical challenge. Like with the other two arms of government, the judiciary faces certain inherent problems, which show the weaknesses and defects of the system. These require immediate reforms.

Corruption is just one of these challenges. Judicial corruption is not simply about judges taking bribes; it includes all forms of inappropriate influence that may damage the impartiality of justice. Other challenges include the backlog of pending cases in all our courts and the use archaic systems. The issues of poor infrastructure affecting all courts, particularly the lower courts, defective judicial appointments and the tragic inability of most of the state governments to support judicial financial autonomy are known obstacles. Fighting judicial corruption is a good idea, but a judiciary that takes it bearings from the executive and is compelled to frequently go cap in hand to the executive for funding, even the for the most basic of its needs, cannot by any stretch of imagination inspire citizens confidence.

Proposals for Reform

Immediate Confirmation of Honourable Justice Walter Onnoghen as the Chief Justice of Nigeria

The year 2016 was a remarkable one in the life of the Judiciary. The arrest and prosecution of some judges was the biggest news in the past year. The year also saw the retirement of Honourable Chief Justice of Nigeria, Mahmud Mohammed and the appointment of Honourable Justice Walter Onnoghen JSC as the Chief Justice of Nigeria in an acting capacity. He is yet to be confirmed.

Mr. President should immediately take steps to achieve the confirmation of the Acting Chief Justice and thereupon, facilitate a result-oriented discussion with the Judiciary, the National Assembly and other Justice Sector Stakeholders on the following matters:

• Proposals for a Constitutional amendment that seeks to review the composition of the National Judicial Council, including separating the office of the Chief Justice of Nigeria from that of the Chairman, National Judicial Council.

• Modalities for the establishment of a High Level Judicial Panel to review all cases of corruption in the Federal and State Judiciaries, for the purposes of presenting findings to the National Judicial Council (Pending amendment of the Constitution).

• Meeting with Governors of the 36 States of the Federation on funding the judiciary, including establishing an independent Judicial Benefits and Compensation Commission appointed by the President in consultation with State Governors, to undertake a comprehensive review of salaries, allowances and benefits of all Judicial Officers in Nigeria, including lower court judges. The Commission should be required to submit a report with its recommendations to the National Council of States for deliberation and possible implementation.

Nigerian Police Force and Police Reform

In 2016, there was a change in the leadership of the Nigerian Police, Solomon Arase retired and Ibrahim Idris was subsequently appointed Inspector-General of Police. Arase is widely credited for embarking on a wide range of reforms aimed at reversing the negative perception of the police, and transforming the Nigeria Police into a true public servant capable of elevating the sense of security of Nigerians.

These reform measures include facilitating the enactment of a progressive Nigeria Police Services Bill to replace the outdated Police Act. Also in response to the considerable unhappiness with the system of inquiring into Public complaints against the police, Arase reviewed the police complaints handling process.

These interventions have by no means solved all the problems with the police and policing in Nigeria, and the immediate concern is that the present IGP has left no one in doubt that he may be unwilling to continue with any programme remotely connected to Arase.

Proposals for Reform

Support Legal and Constitutional Reform

The reform of the Nigeria Police Force (NPF) will require a wide range of reforms, including organisational restructuring aimed at making the police operationally neutral, institutionally accountable, and service-oriented.

In addition to directing the IGP to get on with the task of policing Nigeria, and stop complaining about missing cars in the garage of the Police Force, the Buhari Administration should embark on the following reform measures:

• Support the repeal of the Police Act and propose Constitutional amendment aimed at facilitating respect for human rights, gender equality, pro-poor policing and enhancement of community policing. Further, the police law reform process should emphasise accountability, including vesting the operational control of the police in the hands of the Inspector-General of Police (IGP) rather than the President. In addition, provision should be made for the appointment of the IGP through a transparent, meritocratic and competitive process with a fixed tenure of office

• Appoint an independent police ombudsman, with strong authority to receive complaints from the public on matters of police corruption, including delay in investigation of crimes, abuse of power and extra-judicial killings.

• Commence the Implementation of existing recommendations for the review of the conditions of service of the Nigerian Police, including an audit of the physical state of all police stations and training institutions in Nigeria.

• Review the mode of appointment of Chairperson and members of the police service commission. Stop the practice of appointing retired police chiefs as chairperson of Police Service Commission.

• Facilitate a national dialogue on the desirability of state police with a view to commencing pilot projects in some states.

Nigerian Prisons Service and Prisons Reform

In 2016, the wind of change appears to have blown away from the Nigerian prisons. The only event of note in the Prisons Service was the appointment of a new Controller-General of Prisons, and even that was not without controversy. Our prisons continue to be a source of concern due to overcrowding, under staffing, inadequate and inappropriate conditions for prisoners and prison officers alike, poor administration, long detention of those awaiting trial and limited access to legal advice and representation.

The period under review witnessed three jailbreaks and an attempted one. Abuja, Nsukka, Kotonkafe and Abakaliki prisons all had episodes of prisoners unrest. The immediate problem facing the prison system is overcrowding, at least in prisons located in the cities. Many prisons are now operating at more than 150% of capacity. This has resulted in intolerable conditions. Concerns about poor sanitary conditions and feeding are rife; four in five prisoners in some prisons inspected last year by the National Human Rights Commission said they spent at least 23 hours a day locked-up in their cells. We cannot reform prisons with this level of Overcrowding.

A few examples may be worth noting. Port Harcourt Prisons, in Rivers State has a capacity of 804, today it holds more than 3,593 prisoners, Agodi Prisons in Ibadan, Oyo State has a capacity of 294, it now holds over 1000 inmates, Owerri Prisons in Imo State has a capacity of 548, it now holds just over 2,144 prisoners, Kano Central Prisons has a capacity of 690, there are now over 1,609 in that prison, in Lagos State, Ikoyi Prisons has a capacity of 800, it now struggles with more than 2,239 inmates.

It is worth repeating for emphasis, that keeping thousands of persons in our prisons without trial is not simply a law, justice and human rights issue or about costs. It is one of national security. The evidence of this can be seen first hand in the on-going struggle of our security agencies including the Nigerian Military to find secure prison facilities for arrested insurgents, who constitute a clear and on-going threat to the peace and stability of Nigeria

Proposals for Reform

Legal and Institutional Reform

The Minister for Interior has publicly expressed confidence that the 2017 appropriation for the Prisons Service will begin to solve many of the problems facing the Nigerian Prisons service, including the limited transportation infrastructure which is largely responsible for the inability of the courts to process offenders quickly.

The Buhari administration should consider the following additional measures:

• Support a review of the Prisons Act Amendment Bill in the Senate. Not unlike the Nigeria Police, the Prisons Act was last reviewed in 1972. A Bill to amend the Prisons Act 1972 was first laid before the House of Representatives in 2001. It is simply inexplicable that the process of amendment is still on going in 2017.

• Remove the Prisons Service from the oversight of the Ministry of Interior and place it in the Ministry of Justice. The Nigerian Prisons Service has for long been supervised by the Ministry of Interior (formerly Internal Affairs). The Ministry of Interior jointly supervises the Nigeria Police, Prisons Service and other paramilitary services, like the fire service, the immigration service and the civil defence corps. The duties of the Prison Services are fundamentally different from that of the fire service, immigration and civil defence Corps. Therefore, a situation where they are treated in the same way and administered by one administrative body will continue to militate against the efficiency and effectiveness of the prisons service.

• Establish a Prisons Service Commission to take over the functions of the Immigration, Prisons Service and Civil Defence Board as it relates to the administration of the prisons and conditions of service of prison officers.

• Appoint a Chief Visitor of Prisons to conduct inspections of all prison facilities in Nigeria on a regular basis, respond to complaints by prisons officers and prisoners, investigate deaths in custody and publish independent regular findings of his/her work, and make appropriate recommendations for action to the President and National Assembly.

• In collaboration with the state governments, undertake an audit of all prison facilities in Nigeria with a view to identifying persons who should not be in prison.

• Appoint the Controller-General of Prisons as a member of the National Security Council.

• Review existing reports on Prisons reforms in Nigeria with a view to identifying priority intervention.

• Facilitate a national dialogue on the desirability of state prisons leading to possible constitutional amendment.

Federal Ministry of Justice

The mandate of the Federal Ministry of Justice is two fold. It administers justice in Nigeria and it oversees state legal affairs.
