But for the manipulation of the local government system by state governments in Nigeria, governance would not have been a challenge at the grassroots.

This glaring encroachment into the functions of the Local Government Areas, LGAs, as enshrined in the 1999 constitution, has in no small ways, undermined the capacity of that arm of government to perform at an optimum level.

Apart from the tampering of funds of the LGAs through the joint account system, state governments seem to have the condemnable penchant for not conducting elections in the LGAs as required by the law.

Through this negation of the democratic aspect of local administration, LGAs have across the country, become tools in the hands of state governors, who often times, preferred the LGAs to be manned by sole administrators or executive secretaries.

To ensure that Abia State is not viewed in that light, the state governor, Dr. Okezie Ikpeazu has concluded plans to conduct election into the 17 LGAs in the state.

Indeed, the news came a cheering one for Abians, who had long desired such especially on the strength of the failure to conduct the exercise in the last eight years.

Bearing in mind what had eluded the local populace as a result of the failure to have democratically elected leaders at the local level, the decision remains a popular one irrespective of a few knocks by the opposition, which I think was natural.

In this regard, the myopic opposition in Abia should be ashamed that it found nothing good in the governor’s desire to return governance to the grassroots which are its natural abode.

What manner of opposition would deny the people their right to elect those to govern them?

Maybe I should remind the opposition about where the state is coming from regarding the poll perhaps that would address their jaundiced sense of reasoning.

Since 1999, local government poll had only taken place twice, as the first one was conducted by the administration of ex-governor Orji Kalu while the Ikpeazu’s predecessor, Theodore Orji conducted the last exercise in 2008.

At the expiration of the tenure of those, who emerged in that contest, sole administrators were appointed six years ago to superintend the LGAs.

As far as I am concerned, the decision to conduct the exercise shows the governor as courageous and principled given the historical context of LGA election in Abia since 1999.

What was expected of the opposition was to have suggested measures that would ensure a credible exercise instead of engage in non-constructive criticism which would only show the opposition as misguided.

The Ikpeazu, that we all know, would never embark on anything that would not add value to the life of Abians. Hence the decision to conduct the election, which was a product of a careful study of the pulse of the people he is serving.

Notwithstanding, it is surprising that an initiative that would complement the current efforts at sustaining good governance in the state is being ridiculed by a few for selfish reasons. While it is their right to express themselves as guaranteed by the 1999 constitution, the people of Abia State would not be deceived by their antics, which only seek to put Abia in a bad light. From Aba to Ibeku, Abriba to Isiukwuato, the mood of the people is ecstatic as the excitingly prepare for the exercise, which would stimulate governance at the local level.

As a believer in democratic processes and acceptable democratic norms, the presents administration in the state needs men, who are chosen by the people to localise the laudable policies of the governor at the grassroots.

That, common sense suggests, can not be properly be done by appointed council leaders, whose mandate hardly come from the people.

Governance globally is about the people given that the inalienable right of leaders to govern was derived from the people. So, any government that fails to prioritize issues that affect the people, is obliviously toying with its legitimacy and longevity.

The Ikpeazu, who is making Abia a reference point in terms of staying committed to the cardinal principles of governance, is just a spectator in this race since there are institutions that are saddled with the responsibility of conducting the exercise. I am sure, his interest is simple: Democracy must be deepened at the grassroots!

This, he had earlier stated when justifying his decision to conduct the exercise.

Speaking in that light through his Chief Press Secretary, Mr. Emmanuel Apollos earlier, he said: “Deepening democracy at the local government level is very important in ensuring accelerated even development across the state as well as spread democratic participation and dividends. Also, as the dominant and ruling party in Abia, the interest of aspirants to vie on the PDP platform is not strange. This was exactly what informed the decision of the governor to approve the conduct of local government elections as well as maintain absolute neutrality in the contests to select PDP candidates.

A group of Lawyers in Taraba State have charged Taraba state governor, Darius Ishaku to concentrate his energy and resources accruing to the state in developing it rather than meddling in chieftaincy and issues and frivolities.

The lawyers, under the auspices of Minute Lawyers Association expressed dissatisfaction with what they referred to as the way and manner the governor has been “dabbling into traditional issues that has no direct correlation with governance instead of dissipating energy on making lives more bearable and meaningful for the teeming masses of the state.

Addressing a press conference in Jalingo yesterday, President of the Association, Barr Aiden A Anthony Esq. accused governor Ishaku of directing the Pkanti Zing who is the Mumuye monarch, Alhaji Suleiman Ibrahim not to turban Mr Godwin Nyame as Tafida of Zing based on his intention to contest for the governorship of the state in 2019.

Nyame, younger brother of former governor of the state, Rev Jolly Nyame who has declared his intention to contest the gubernatorial election in 2019 on the platform of All Progressives Congress (APC) expressed optimism that he would unseat Ishaku.

Anthony berated Ishaku for allegedly putting pressure on the monarch to exclude Nyame from being turbaned along with others on the eve of the coronation ceremony, saying the Kpanti Zing conferred the chieftaincy title on him on merit based his contributions to the development of Mumuye land adding that Nyame does not need the traditional title to be elected governor.

Condemning Ishaku for arbitrarily slashing the salaries of workers in the state particularly Legal Officers and Magistrates whose salaries are enshrined in Magistrates and Law Officers Harmonization Law of 2007 by 50%, Anthony stated: “It is disheartening and worrisome that a sitting governor who had sworn on oath to uphold and preserve the law of the land will act with such impunity and treat our laws with disdain.”

Stressing that the governor has allowed the people of the state to languish in penury and abject poverty, the Association tasked the governor to borrow a leaf from his Adamawa State counterpart who is paying salaries and at the same time carrying out massive infrastructural development projects that are visible in every nooks and crannies of Adamawa State.

Rapid, at-home HIV tests aren't new: OraQuick, which was released with much fanfare in 2012, provides reasonably accurate results using an oral swab in just 20 minutes. That product allows those who might not otherwise get tested for HIV—because of stigma or lack of access to treatment—to have a better chance of detecting the disease early and getting to a doctor.
But a new at-home device promises to do one better: Using a drop of blood, the USB stick test

can actually detect the amount of virus present in a patient's bloodstream in just half an hour. While OraQuick helps individuals figure out their HIV status so that they can seek medical treatment, the new device described this week in Scientific Reports could show a patient how well their ongoing medical treatment is working—and how transmissible their HIV might be.
When researchers tested 990 blood samples in the lab, their USB stick—powered by a mobile phone chip that turns changes in acidity into electrical signals—could detect viral load with 88.8 percent accuracy.

Why is that important? The more HIV virus present in a patient's blood, the more taxed their immune response. A patient with a higher viral load will have fewer of the white blood cells that protect them from other infections. If HIV is allowed to run rampant in the bloodstream, patients can develop AIDS. But if anti-retroviral medication is used to lower the viral count—these days, often to zero—a patient can live normally, in good health and with a typical lifespan.
Patients need to have blood tests periodically to determine that their virus hasn't mutated to fight the medication they're taking. This is especially crucial now that many HIV-positive people rely on anti-retrovirals to protect their longterm sexual partners from HIV: Someone with a viral count close to zero might choose to have unprotected sex with a partner, especially if that partner is taking anti-retrovirals themselves (PrEP therapy) to further minimize risk of transmission. But in that scenario, it's crucial that a patient keep an eye on their viral load, lest they put both their own health and the health of their partner at stake.
"At the moment, testing often requires costly and complex equipment that can take a couple of days to produce a result," Graham Cooke of Imperial College London, lead author of the study, said in a statement. In some of the remote regions of Africa where HIV is most common, even these cumbersome tests are unattainable. "We have taken the job done by this equipment, which is the size of a large photocopier, and shrunk it down to a USB chip," Cooke said.

Elizabeth Eaton Rosenthal, a.k.a. Elizabeth Sweetheart, is a fine artist in Brooklyn, New York.
The woman has been dressing from head to toe in various shades of green for the last 20 years. To her, green is the happiest, most positive color in the world, so she can’t imagine wearing anything else.
According to The New York Times, ‘The Green Lady of Carroll Gardens’, as Elizabeth is most widely known, has always had a thing for experimenting. At one point in her life she wore only 1930s print dresses, before moving on to single colors, like silver, pink, purple, blue and finally green, which she surprisingly never got bored of. Her passion for green started with some home-mixed green nail polish and a neon lime streak in her hair, but it quickly spread to her clothing and her home, as well.
Today, she always sports green hair, an attire made up of different hues of green, and most of the things she buys, from towels and skin care products to furniture and appliances, are also green.
“I never planned for any of this to happen,” Sweetheart told The New York Times. “It’s not an obsession. It just happened naturally. I’ve always used color, collected color. Maybe it was because I grew up in Nova Scotia, and after moving to New York, I missed having green all around me.”

She ‘cooks’ a pot of green dye every morning, to dye her hair strands and all her garments. Sometimes, I wish President Muhammadu Buhari would have been as proficient in arresting Nigeria’s recession as he is in arresting his critics! How I pray that this administration was as eloquent at announcing to the public what it has done as it is expert in informing the public what it is that ex-President Goodluck Jonathan allegedly did not do! If only this government applied itself to generating wealth for the nation the way it has devoted itself towards borrowing $29.9 billion. Wouldn’t they have been popular if only they took time to sell their ideas and programs to Nigeria the way they lobbied to sell national assets that more serious governments acquired for Nigeria in times past. But alas, this is an administration that believes in propaganda instead of proper agenda!
And speaking of propaganda, nothing proves my point than the conflicting statements that keep emanating from the Presidency.
After attending Eid prayers in Daura on September 12, 2016, President Muhammadu Buhari spoke to newsmen and said ‘we should thank God this year, the report I’m getting, which is very pleasing, is that we will have a bumper harvest this year.’
Well, we should thank God everyday and every year, whether or not we have a bumper harvest because we enjoy our existence by His providence, but that is not my point.
My point is that after saying what he did, President Buhari’s presidency turned around on November 14, 2016 to raise an alarm of an impending famine.
The loud headline on the Punch Newspapers on that day screamed ‘Presidency Raises Alarm Over Imminent Famine’!
Now how can you have a famine two months after a supposed ‘bumper harvest’? This makes no sense!
Sometimes I wonder whether the President Buhari led administration is confused or perhaps it is forgetful or maybe if it is untruthful!
How can you have a bumper harvest and then say that famine is imminent in the same breath? Is that now how they accused Goodluck Jonathan of looting $15 billion out of $10 billion?
I hope those who excoriated me when I pointed out that Audu Ogbeh, a graduate of French, was the wrong choice to succeed Akinwumi Adesina, a PhD in agricultural economics from Purdue university, can now see the sense in my admonition.
Just three years ago, Nigeria under President Jonathan received a Food and Agriculture Organization award by the United Nations for reducing hunger and now we have made a 360 degree turn and are on the brink of a famine.
And the contradictory statements continue.
President Muhammadu Buhari during his Independence Day broadcast of October 1, 2016 said ‘investors from all over the world are falling over themselves to come and do business in Nigeria.”
How the President uttered that lie with a straight face still amazes me. But what was even more amazing is the headline in the papers on Tuesday, November 15, 2016.
On that day, The Cable newspaper ran with a headline ‘EU: Five Reasons Our Investors Are Not Coming to Nigeria’ in which it interviewed Michel Arrion, head of the EU delegation to Nigeria, who gave reasons why European Union investors were not ‘falling over themselves to come and do business in Nigeria’, chief of which was the Buhari administration’s unstable and unreliable foreign exchange policy and its general economic direction.
Talking about unstable financial policies, with all due respect, Kemi Adeosun cannot pull off the economic magic that Ngozi Okonjo-Iweala pulled off under President Obasanjo (when oil sold for less than half of what it sells for today) and under President Jonathan.
Kemi Adeosun has a bachelor degree in economics from the University of East London. I schooled in England and I know that that University is a second class university. The school ranks number 126 in the U.K University League Table 2017. Go ahead and Google it!
Moreso, this is someone who has just a degree in economics and post graduate diploma which is not as high as bachelors.
Now you had someone who has a PHD in regional and economic development and worked as a Managing Director at the World Bank and also a former Minister of Finance replaced by Kemi.
In a difficult period like this you need to put your best hands and as a leader, you have to be unsentimental and take hard decisions. Nigeria is in recession and we need our best hands.
The above fact was made ever more obvious on Monday November 14, 2016 when the National Bureau of Statistics revealed that Nigeria is experiencing a record inflation of 18.3%. To put things in perspective Nigeria’s inflation rate fell below 9% under President Jonathan but has doubled under President Buhari!
From record recession to record inflation and now record famine. This is what happens when you blame others instead of taking responsibility!
Success in government comes from deciding early on in what direction you as President want to go and only bring in appointees who are going in the same direction as you are. Such appointees will help you overcome your weaknesses
because everyone has weaknesses and makes mistakes.
The difference is that wise leaders focus on recovering from mistakes while leaders lacking in wisdom focus on who to blame.
You see, the purpose of power is not to impress people with what you can do but to achieve greatness through with the power you yield.
It is highly embarrassing that this administration continues to blame previous administrations yet in all spheres and in all indexes it is underperforming when compared with the very administrations it denigrates.
And not content with denigrating past administrations, this government wants to extends its caustic tongue on foreign governments.
After the Federal Executive Council meeting of Wednesday November 9, 2016, the minister of agriculture, Audu Ogbeh said of Donald Trump’s victory “he made comments about Nigerians when he was campaigning that they had stolen money, they should go back to their country and live. He has a very low opinion of the blacks and Hispanics. We hope he’ll become a president now for all, including Nigerians and others, resident in the US.
“But if he doesn’t, it means we’ll have to re-tune and re-tool our foreign policy to begin to find a situation where we may have to be welcoming some of our people if they come under extreme pressure. We hope it doesn’t happen.”
First of all, it is really sad that the minister based what he said on beer parlour rumour because Donald Trump has never even mentioned Nigeria during the electioneering campaigns and all those reports have been debunked by the BBC which did a fact check on what Trump did or did not say titled ‘Mythbuster: What Donald Trump didn’t say about Africa’ and published on November 11, 2016.

The Senate would soon commence investigation into the perceived mismanagement of N9 billion allocated by the federal government for the general welfare of internally displaced persons (IDPs), the Ad-hoc Committee Chairman on Humanitarian Crisis in the North- East, Senator Shehu Sani, has revealed.

Sani, who is representing Kaduna Central senatorial district in the Senate, dropped this hint in Maiduguri at the weekend, while leading other members of the committee on a fact-finding visits to IDP camps in town.

He warned that those found culpable of misappropriating the funds or diverting the relief materials meant for the IDP, would be made to face the full wrath of the law.

The senator commended the state government, the Nigerian air force as well as domestic and international humamitarian agencies for their dedication for the general overhaul of the welfare of IDPs.

He, however, expressed dissatisfaction over the bad condition of the IDPs, saying despite such huge funds earmarked for feeding, medical services and other necessary needs for the inhabitants of the camps, there was nothing to write home about.

Sani said his committee was not convinced that the said money was indeed spent for the purpose it was budgeted, insisting that “what we see on ground did not indeed justify the funds allocated”.

“Our visit to Maiduguri is to investigate an alleged large-scale misappropriation of funds meant for the welfare of victims of insurgency in the North-East. It is still a surprise to us that in spite of the billions of naira sent by the federal government to cater for the IDPs, things are still in terrible shape.”

The United Kingdom Independent Police Complaints Commission (IPCC) has launched a fresh investigation on the London Metropolitan police officers in the case involving former Governor of Delta State, Chief James Ibori.

Tony Eluemunor, his media aide, disclosed this in a statement yesterday.

According to him, the officers are Peter Clark, John McDonald, Ben Irons, Mathew Hurding-Jones, David Cocks, George Simpson, Gary Walters and Paul Gardiner.


Eluemunor, according to an online news portal, The Cable, said the revelation was made by Lambertus De Boer, a lawyer, on his Twitter account at the weekend.

“These officers and the National Crime Agency, are believed have been served with anti-corruption notices. Surprisingly, they remain on active duty while the investigation continued,” he said.

He added: “These same officers, who worked for the Department of Foreign Investment and Development (DfID)-funded ‘Proceeds of Corruption Unit with the MPS, were investigated in 2012, after Bhadresh Gohil alerted the authorities of police corruption at the heart of the Ibori investigation and prosecution.

“Unknown to Gohil, the Metropolitan Police Service (MPS) had themselves independently suspected deep-rooted corruption in relation to these officers and had itself conducted a covert surveillance operation, code-named – ‘Operation Limonium’. Despite substantial evidence, the MPS whitewashed its investigations because making such public before Ibori’s trial was concluded that it could shoot down the conviction of Ibori and his associates. Now, that whitewash has become a bullet in the armoury of Ibori’s lawyers as they head to the court of appeal, where that failure will be pleaded as yet another infraction against the police.”

Eluemunor said the case had now been referred to the Commissioner of Police, Bernard Hogan Howe, “who himself was weighed down by a barrage of criticism so voluminous that last September he applied to retire in February 2017.

“Even as the MPs have been struggling to contain the damning disclosures by mainstream British media from the BBC to the Times, Guardian, Mail, Telegraph, detailing how it misled the courts in the Ibori and related cases, fresh evidence of corrupt payments and unlawfully activity has recently been discovered in a Crown Prosecution Service/National Crime Agency (CPS/NCA) investigation named ‘Project Phoenix’. This investigation has been conducted under the direct guidance of the UK’s attorney general and the director of public prosecutions, Alison Saunders, to examine the safety of Ibori’s conviction,” Ibori spokesman said.

He stated that: “The CPS/NCA prematurely announced that the Ibori‘s conviction remains safe, wrongly assuming the role of the Appeal Court. It is facing a severe embarrassment as the material that remains undisclosed demonstrates the huge failures of the original investigations.

“This latest investigation is being spearheaded by the Independent Police Complaints Commission (IPCC). Defence lawyers will now provide substantial input before it releases its report.

“As the IPCC investigation continues, further disclosures now show the legitimacy of the V Mobile transaction. Substantial material undisclosed by the Met Police has already been uncovered. The police officers and prosecutors appear to have built a totally false case, thereby misleading the courts.”

He alleged that prosecutors had deliberately stalled Ibori’s case to stop him from going to the Court of Appeal, but added that the delay would not affect his release from prison.

“Throughout 2016, the Ibori case was totally stalled and it never advanced an inch. Also, the Ibori’s case has turned into a poisoned chalice for newly appointed prosecutors who have since February 2016 further delayed the disclosure process, denying the various defendants the ability to take their cases to the court of appealed. Despite repeated assurances of proper disclosure and yet violating stipulated deadlines, the CPS continues to withhold substantial material, and the appeal process has thus not started. The latest round of disclosure scheduled for October has now been postponed to December 19, 2016. Fortunately for Ibori, the delay will not affect his release date, which is fast approaching,” he said.

A new auction record was set for the Nigerian-born artist Njideka Akunyili Crosby in New York last week when “Drown” soared to sell for $1,092,500, over three times the high-estimate ($200,000-$300,000), in Sotheby’s Contemporary Art Evening Sale. No fewer than 11 bidders competed for the work that was eventually sold to an anonymous buyer on the telephone.

This was the second time in less than two months that the auction record for Njideka Akunyili Crosby had been broken at Sotheby’s. The previous auction record for the artist was $93,750, set by her “Untitled” work from 2011 at Sotheby’s New York in September 2016.

Having successfully scaled through the first and second readings at the floor of the National Assembly, the proposed telecoms task bill, which seeks to increase telecoms tax by 9 per cent, will be presented for public hearing soon, the Chairman, House Committee on Communication, representing Ibadan South West Federal Constituency, Honourable Saheed Fijabi, has said.

Fijabi who spoke to THISDAY during the recently concluded International Telecom Union (ITU 2016) conference in Bangkok, Thailand, said the lawmakers had concluded arrangements and the necessary proceedings to present the bill for public hearing, and that the date would soon be communicated.



“The telecommunications bill that seeks to increase telecoms tariff is a private bill that has passed through the second reading and the next stage is for it to go through public hearing where Nigerians will be invited to make their inputs, and our recommendation will be based on the outcome of the public hearing,” Fijabi said.

He added: “Although the bill is an executive bill, and not a private bill, it will soon be presented for public hearing and the outcome of the public hearing, will help the legislators take decision as to whether to pass the bill at 9 per cent task increase, or to amend the bill by reducing the proposed tax to a percentage that will be pleasing to government, the telecoms operators and the subscribers.

Even though there had been public outcry from the telecoms sector, condemning the bill because of the proposed increase in telecoms tax, the National Assembly members are of the view that the revenue that will come from the increase, will help government to finance government projects that are of public interest.’’

Reacting to public comments on the proposed bill, Fijabi said: “People are too quick to condemn the bill, whereas the government wants to use the bill to derive at something in the area of money generation to support certain government projects. The bill on its own is looking at catering for some aspect of the economy. There is another bill called the Citizen Bill, which is designed to finance unemployed youth in the country. So some bills are designed to raise money to fund government projects. The bill is not meant to ground the operations the telecoms sector. The bill in itself, has its own advantages because money generated from it will be used to finance government projects like taking care of the unemployed and aged people in the society,” Fijabi stressed.

Following agitation by members of the public, especially stakeholders in Information and Communications Technology (ICT), concerning the proposed telecoms bill, President of the Association of Telecoms Companies of Nigeria (ATCON), Mr. Olusola Teniola penultimate week, met with the Senate President, Bukola Saraki, where he presented a paper, advising the Senate to drop the bill, which he said has received public condemnation, because it is perceived as over-burden to telecoms operators who are already paying too many and too high taxes. He is of the view that the additional 9 per cent telecoms tax will cripple the telecoms sector, despite government’s intention to raise money from it for developmental projects.

According to Teniola, the bill, if eventually passed into law, would exclude 10 per cent of the population of telecoms subscribers, which is over 20 million, from getting access to telecommunication services.
Teniola explained that whereas the survival of the Nigerian economy is about attracting more citizens to gain access to internet and telecommunications services, the bill would cut down on access to Information and Communications Technology (ICT) services.

Giving his impression about Nigeria’s participation at ITU Telecom World 2016 in Thailand, Fijabi said it was a fantastic initiative for Nigeria to actively participate at ITU conference 2016, to showcase to the world, Nigeria’s broadband plan and initiative, and to woo foreign investors to come and invest in Nigeria.

A civil society organisation (CSO), Centre for Social Justice (CSJ) has enjoined the National Assembly to ask President Muhammadu Buhari to withdraw both the proposed 2017-2019 Medium Term Expenditure Framework (MTEF) and the Medium Term Borrowing Plan (2016-2018) in order to revise both to align with the capital projects that should demand a staggering $30 billion loan.



It also urged the lawmakers to ask the president to provide a detailed borrowing plan that shows at what point in the three-year period a particular amount will be borrowed and from what sources.

This, CSJ argued, will help to show if the request for the approval of medium term borrowing plan is a critically thought-out plan or not.

These were part of the recommendations of the CSO in its “Review of the 2016-2018 Medium Term Borrowing Plan of the Federal Government of Nigeria: Implications for Debt Sustainability.”

In the review, the Lead Director, CSJ, Eze Onyekpere, said a lot of issues still needed to be clarified in the request for the approval of the Medium Term Borrowing Plan (2016-2018) submitted by President Buhari to the National Assemly. One of such issues, CSJ said, bothers on the disagreement between the total value of capital projects in the proposed MTEF (2017-2019) and the amount proposed to be borrowed between 2016 and 2018.

“Assuming the federal government would spend all its annual revenues on recurrent expenditure items throughout the two-year period and all capital projects will be financed with proceeds from the proposed loan, it is clear from our discussions that the proposed loan is still higher than the capital projects that the Federal Government of Nigeria has identified so far in the 2016 approved budget and 2017-2019 Medium Term Expenditure Framework,” the CSO observed.

CSJ also advised that the Director General of the Debt Management Office be invited to proffer policy recommendations on the basis of the pessimistic scenarios observed in the findings of the Debt Sustainability Analysis exercise of the debt management technical team.

It recommended that the National Assembly asks the President to follow the stipulations of the Fiscal Responsibility Act (FRA) to wait for the full approval of the submitted MTEF (2017-2019), which should serve as the basis for any proposal to borrow.

It also asked the lawmakers to request that Buhari follows the FRA to revise downwards the proposed amount in the Medium Term Borrowing Plan (2016-2018) in order to allow same to correspond to the total budget and proposed capital expenditures within the years.

It equally urged the lawmakers to ask President Buhari to provide detailed repayment plan in accordance with the FRA as well as provide forecast (with justification) of the sources of revenue that will be used in servicing the debts at maturity.

Also analysing the 2017-2019 MTEF and Fiscal Strategy Paper (FSP), CSJ recommended that future MTEFs should be submitted to the National Assembly immediately after endorsement and must be done by the Federal
Executive Council in June in line with the provisions of the act.
The MTEF should be sent to the NASS in July before the commencement of the mid-year legislative recess. For this will enable the legislature sufficient time to analyse and approve the MTEF and for actual preparation of budgetary estimates to start on time.

Azibola Omekwe argues the Kaduna State Governor is overstepping his bounds

The African proverbial world has taught us so many wise sayings to guide us in our daily ventures. If an African man tells you, “you do not bite the fingers that fed you”, another one would tell you, “do not break the calabash that you once fetched water with because next time that same calabash may be of same importance or assistance to you as before”. There is so much wisdom to pick from in everyone’s adventure in life. The two singled out here pertain to the show of appreciation and continuous show of references to one’s background, and according recognition to the machinery that was instrumental to one’s growth. It attracts further affections and blessings for you when you exhibit these virtues of appreciation, gratefulness, etc., mostly when it is not in demand.

The right words might have been forgotten here but there is a popular saying that your boss who introduced or employed you to your first job remains your boss forever as you soar in related events of that same job. It is still related to the saying that you do not bite the hands that fed you. But one evil that does not care about the virtues in question is the evil called betrayal.



Betrayal has made a ground-breaking record in the history of mankind. It is the precipice of a cordial relationship, capable of destroying bonds. The death of the famous Julius Caesar of the old Roman Republic was borne out of betrayal by the person he least expected to partake in such a move. Brutus, Caesar’s friend, has seen that Antony had offered Caesar the crown, indicating that Antony desired and the rest people of the republic had desired to see him as king. Even though Caesar refused it, Brutus began sensing that Caesar was entertaining the idea. If he had not, he would not have allowed Antony to offer him the crown three times. At the point where he was stabbed to death he used the word, “Et tu Brute?” meaning, “and you, Brutus?” signifying the utmost unexpected betrayal from a friend.

Religious books like the Bible also have records of betrayal: Peter and Judas committed the same sin of betrayal of Jesus, but one of them, Peter repented and the other did not. The one that repented his sins was forgiven, he reconciled and made heaven. The other refused to repent and you can always guess the end of an unrepentant sinner, suicide is just one of the many options.

One of the foremost pan-Africanists, Patrice Lumumba, was betrayed by politicians he made, people he least expected to offer themselves to plot his fall. Need we mention Thomas Sankara? History has it that the worst sin in politics is the sin of betrayal and it is mostly masterminded by greedy friends.

Sometime in November 1999 during the administration of Olusegun Obasanjo, Atiku Abubakar and some of his peers picked Nasir El-Rufai, a new kid on the block in the Piccadilly circus of Nigeria politics, to come manage the affairs of the Bureau of Public Enterprises. He had since become the Minister of the Federal Capital Territory and now the governor of Kaduna State. Besides, he has grown to be using self-authorising terms, raising irrelevant objections without substantiating them.

In his so-called reply to Atiku’s interview one would curiously look for a paragraph or sentence where El- Rufai denied Atiku’s instrumentality to his political career, but it is a lost bet if you tried it. Instead, Governor El- Rufai took his time to christen the former vice-president as a corrupt personality that needs to clean his records. It is amazing how El-Rufai is running his self-styled inquisitorial system when the country’s adversarial system has not found the former vice-president guilty of any of the allegations orchestrated by the machinations of El-Rufai and his ilk. It is rather funny how El-Rufai is already jittery of 2019 when, whether expressly or impliedly, Atiku has not made any intention. Obviously, El-Rufai has taken it upon himself to personally nail the former vice-president by all means even though no court of law or agency – domestic or international – has found him dirty. The governor is invariably asking the United States to step aside since they have not been able to detonate their legal arsenal on Atiku since then. No prudent thinker would take El-Rufai serious for this desultory feat of his, crying more than the bereaved.

Truth is, without even announcing, El-Rufai’s circle is already suffering indescribable mastitis at the fear that an overwhelming force is rolling out a campaign come 2019.

Obviously, rather than being a concerned patriot, El-Rufai is running a sugarcoated blackmail, singing praises of President Muhammadu Buhari, and pitting Atiku against the president. That style of politics is desperate and really low. If El-Rufai is sincerely wishing the president well in 2019 and he is not scheming right under the nose of the president, he should have responded to questions of whether he would contest in 2019 should PMB decide not to run. But he has decided to use Atiku as a smokescreen as he evaded the question.

World football governing body FIFA has handed Italian Serie A club Lazio a November 29 ultimatum to pay the Nigeria international Ogenyi Onazi his outstanding salaries or face their wrath.

A source close to Onazi told only AfricanFootball.com that FIFA have ordered Lazio to pay before end of this month.
“FIFA have given Lazio till November 29 to pay Onazi or face their wrath. He is being owed two months’ salary,” the source exclusively informed AfricanFootball.com

A cobweb of legal gymnastics in the governorship tussle by factions of the Ondo State chapter of the Peoples Democratic Party [PDP] yesterday, forced the special panel of the Court of Appeal set up to hear appeals emanating from the festering crisis to adjourned its scheduled judgment indefinitely [sine dine].

The Justice Ibrahim Salauwa-led three-man panel was billed to deliver judgment on the appeal filed by a governorship candidate from the Senator Ahmed Makarfi-led faction of the party, Mr. Eyitayo Jegede, but was stopped by a motion filed at the Supreme Court by the Senator Ali Modu Sheriff faction, spearheaded by Prince Biyi Poroye.

Appeals by Makarfi and Jegede are challenging the orders made by Justice Okon Abang of the Federal High Court in Abuja on June 29 and October 14, 2016, which INEC acted on, by removing Jegede’s name from the list of governorship candidates, and replaced him with Ibrahim as the party’s standard bearer in the forthcoming election in the state.

But dissatisfied with the hearing of appeals by the Saulawa panel despite their pending interlocutory appeals before the Supreme Court, Poroye and others had filed the motion before the apex court.

The motion, which attacked the integrity of the panel further, prayed the apex court to order them to hands off further proceedings with the hearing of the appeals.

This is the second panel of the Court of Appeal that allegations of bias would be raised against by prince Poroye. The first panel led by Justice Jummai Sankey threw in the towel following bribery allegations against its members.

In the motion before the Supreme Court, the three-man panel was accused of bias and abuse of oath of office and flagrant and blatant breach of judicial precedents including the principle of lis pendis and respect for the hierarchy of the Supreme Court.

Other members of the Justice Salauwa panel are Ignatus Agube and George Mbaba

The motion, which joined members of the panel as 6th and 7th respondents, also asked for an order of the Supreme Court disqualifying the panel from further sitting on the appeals on the grounds that they have betrayed their oath of office.

In the motion filed before the Supreme Court, Sheriff’s faction is praying for an order invoking disciplinary jurisdiction of the court to set aside the proceedings of November 16, 2016 in of the special panel sitting in Abuja division of the Court of Appeal.
