Henry120: Let us not always be too quick to mention "corruption", as the main source of our problems in nigeria. Although corruption is a problem in nigeria, it isn't the main source or cure/solution to our problems in nigeria.

Just mentioning corruption as an answer to all our problems makes it impossible for us all as nigerians to actually figure out the actual problems or limitations we have in nigeria. There are many failings in our society, and corruption has nothing to do with many of them.

Please read.

"Bashir Adamu, on his part, stated that only N300billion and not N1trillion, was budgted for the military this year.

Bashir noted that out of the money, 75 per cent was for recurrent expenditure."

http://www.punchng.com/news/cds-gives-update-on-emergency-rule/

As you can read, the above has nothing to do with corruption. The problem the nigerian state faces, is the exact same problem the military is also bugged down with.

The military (not the army alone oh, the army, navy and airforce) has only received 35% of it's actual 1 Trillion naira budget, of that 35%, 75% of it is spent on recurrent expenditure. As we can see, this is a major problem, and has nothing to do with corruption.

Secondly, Defence is not cheap, whether you're the nigerian military, Ukrainian military, russian military or american military. Defence is worse and more expensive when you have a non-existent defence industry or a small defence industry like is the case of nigeria. Again, this has nothing to do with corruption.

For example, A 4th Gen Jet cost between 30-35 million dollars, a piece. This money doesn't include cost for munitions(bombs, bullets etc), there are also spare parts cost, training cost for personnel and running cost for the jets whenever it is in the air.

Another example, NNS thunder. We got NNS thunder for free, but the navy had to pay $5million for refurbishment for NNS thunder, training for her 167 personnel, and it's only armed with a 76mm gun. Again, this has nothing to do with corruption.

I'm here making excuses for the military, I feel just as sad as every nigerian reading the terrible reports in the north-east.

There are training issues, inadequate equipment and obsolete weapon issues, poor tactics, a poor defence industry to support the military. All of them have nothing to do with corruption.

Countries such as Brazil, South-Korea, China, the U.S have grown despite high levels of corruption. Bernie maddof swindled americans off 30 billion dollars, he isn't a nigerian. He's a full blooded american.

Corruption can limit progress, but it isn't the cause or even the main causes of our problems.
my God! I still cannot stop wondering. 300million dollars to arm the navy, airforce and army? No no no no, i am sincerely disappointed in our decision makers, they are so ready to beg for international assistance when they themselves have done nothing to assist the nations ailing military infrastructures, i know about the issue with nns thunder, but ha! No it is regrettable that this is how much we care about the lives of our citizens. I was reading about the Brazilian approach to the issue of drug smuggling into its borders and i was shaked my head in shame. They expended so much resources because they saw the threat attacked it from it source and then crushed it. But here we are faced with an opportunity to either show the world how strong we are or how weak our years of corruption have made us, we keep shrinking from the task set before us. I still hold it that we re being ruled by very unpatriotic elements. We can clearly see what the patriotic duo of OBJ and murtala where able to achieve during their time, we can see the good name they created for us. I still recommend the personal memoirs of Joseph nanvem Garba "diplomatic soldering " for anyone who needs to know how much we can do when we have patriots in office.

We ve seen difficult times in this nation and i personally do not hold anybody responsible for this, we ve been failed by those who promised to protect us, our dear nation which our fathers fought so hard to build is now being used as a political cesspit at the expense of us all, law enforcement in the land have turned into law perversion, innocent people are being killed by the law enforcement officials that was meant to protect them, i ve heard corrupt police official refer to grieved citizens as "customers", loved ones that did not get blown open from a bomblast would always find themselves in heaven as a result of a failing health system. Our children are left to study in places unfit for pigs, and yet we still have some of the most luxurious schools and colleges in the world in Nigeria.
What words would you use to describe Abuja?
The seat of power?
The seat of corruption?
Or the seat of injustice?
Heaven knows i love Nigeria and i ve seen all the pains it took for our fore fathers to build it up. The people we see in power today are those who will be ready to pi$$ on our national colours( flag) if there is money involved, some of the most unpatriotic and disgruntled elements in Nigeria are right there at the reins of power, stealing, looting and relooting. While some of us youths leaders of tomorrow they call us, pillars of democracy they call us, they employ our youthful zeal in destroying the nations integrity and when they deem it fit employ us to fight each other while they watch us die, i curse any youth that is still violently partisan in Nigeria.
The youths are the shoulder that carries the nation, but here in hells country our shoulders is being used in carrying the corrupt officials to power, and yet we would have the guts to want to travel oversea to enjoy the hard won freedom there, when we ve destroyed the very fabrics of civility in our own land. I cant continue, there is just too much to say,
may we win where others fail.

PoliticsRe: FG Needs N485trn For Implementation Of Infrastructure Master Plan by overhypedsteve(m): 11:56am On Sep 05, 2014
CFCfan: President Goodluck Jonathan has said that the Federal Government needs about N485 trillion for the implementation of the National Integrated Infrastructure Master Plan (NIIMP), which is to be achieved in three phases.

Jonathan sated this in Abuja yesterday during the Federal Executive Council (FEC) meeting, adding that the plan would be implemented over a period of 30 years from 2014 to 2043.

He explained that the first five years phase between now and 2018 will require $166.1 billion for implementation.

The plan will, among other things, address the lack of linkages in the infrastructure sector. It focuses on core infrastructure, including energy (power and oil and gas), transport (roads, rail, ports and airports), housing, water and Information and Communication Technology. Briefing State House correspondents at the end of the meeting, the Minister of State for Power, Mohammed Wakil, alongside the Ministers of Health, Onyebuchi Chukwu, National Planning, Abubakar Sulaiman and Transport, Idris Umar, recalled that Jonathan had in July 2012, approved that the National Planning Commission (NPC) coordinate the preparation of NIIMP for the country.

Other infrastructure classes include agriculture, mining, social infrastructure, vital registration and security.

UchihaMadara: Damn, channeling your inner Jay-z: "What more can I say?"

Really though, what more can I say? You've said it all! We need to get real developments going, most especially human development, like the George Bush "No Child Left Behind" policy pertaining to education.

We need standards in this country, badly! For instance, a standard for road construction that MUST include drainages, and sidewalks in areas densely populated by pedestrians amongst other things. Another example is a standard for learning centers, schools and so on that mandates the provision of a conducive environment for learning which includes basics like modern chairs and tables, mandatory computer labs and so on.

There should be no way a project gets approved without meeting the "standard", but alas we are in Nigeria, and things do get bastardized.

The only practical solution I see is for the masses to stone erring politicians, since they don't go to jail.
sir, the burden of the crimes against humanity that is being committed by our government at our expense weighs heavily in my heart

PoliticsRe: FG Needs N485trn For Implementation Of Infrastructure Master Plan by overhypedsteve(m):
Guess we may need to sacrifice for Nigeria now. This is what we need as a country, we need large scale projects. Not all this one that we hear the federal government is commissioning rice tank abi na silo, and we are all clapping, when we re still living in slums, the fact is that right now Nigeria needs projects that would directly improve the standard of living of its citizenry. And we cannot achieve that by building 5 star hotels or Olympic sized stadium ( i believe if there is a need for such luxuries then, it should be addressed) we need to connect people houses with pipe borne water, build schools that children of humans can learn in, provide electricity for all, wat about hospitals? Have you ever wondered why people die so easily in Nigeria? Well its because we do not have a working health system (i enjoyed NHIS for five years though), we just allow our people to live in their country like animals. Imagine a place where people buy what they eat, you ll see a large uncontrolled sewage and refuse dump, ( please i do not care about where you come from, cus i know that there is no state in this country no matter how much it claim to have developed, that can be excused from this) and still yet we have slum dwellers who will come on here on nairaland to post pictures of hotels and malls that their city is developing. Developing in what sense? How can humans exist without access to electricity, pipe borne water, health care, and not even a working police. Are we humans at all self? Have you ever thought of this? You may be living in a high end neighbourhood but that does not make you more human than those living in the slums,
those who know me on nairaland know that i would never comment on any thread on political parties or anything at all regarding nigerian polity, because we have lost it completely. The whole concept of communal existence is alien to most nigerian society. I know towns and communities in Nigeria that have a better economy than some abroad and yet when we go there it would be as if we are coming from a pig house. [b]they are not better than us, they can never be[/b ] but do we as nigerians respect that fact. See i think i am kind of veering off topic so i guess i would have to stop here. When i argue with this ghanians they always remind me that life and standard of living is worth more than all the money, and that is fact. We do not respect the life of our fellow men enough in Nigeria to even want to make laws to protect it or to create infrastructures for everyone to enjoy this beautiful gift of life. More people have died in this country from non access to basic necessities (which is our right as humans to have ) than boko haram or any other over zealous group that would come up in the future would ever kill.

patches689: I say this without the intention to insult or offend any members of this group.

I leave the proverbial "beef" in the other thread.

I would say that the biggest problem with the NA in the North is the lack of high mobility QRF formations and rapid response CAS and artillery support.

Patrolling the ground and seeking the enemy amongst the civilian population is extremely hard, even for nations such as the US, UK and France (see: Iraq, Afghanistan, Mali). Thus, difficulties will be inherent and one cannot really criticize the NA for that.

However, the fact that BH can attack NA bases as well as towns, villages and the like - and sustain the assault long enough to capture them or perform their atrocities is the biggest failing of the NA.

Consider the video they recently released (the one linked on this page of the forum). The second they hit that army outpost and town, the NAF should have scrambled CAS assets, heliborne or parachute QRF units should have been responding, and the force commander whom was under attack should have been able to call for fire support from artillery.

But this was clearly not the case. And, even 20-50 of the best men cannot hold out for long against such an overwhelming attack - defeat was inevitable. We can only thank god that some men got out of there alive.

So, in my humble opinion, solutions to the crisis and poor performance are:

1. Establishment of an air-bridge to better supply front-line units. This should be done via medium and heavy lift aircraft moving supplies forward to high-mobility "bush air-strips" where the cargo is then moved to Helo's and transported to the front
- creating an airborne logistical collum reduces the chances of BH ambushes on supply units
- this enables faster re-supply, mid battle if need be
- this enables better supply for units in hard to reach places
- better supply = better moral

2. Establishment of a QRF "umbrella" that covers the entire operational area.
- this should be comprised of artillery, CAS and air-assault infantry (look up the Rhodesian Light Infantry for an example of the finest QRF ever to exist)
- this will allow you to "ambush the ambusher", BH assaults on tactical or strategic or civilian locations could be turned into death traps (for BH) when air mobile formations are dropped to form "stopper groups" that cut off their egress routs, thus trapping BH between the men defending the location and the stopper groups
- Artillery and CAS will, at the very least enable defenders to do more damage to the enemy, making every battle more costly for BH and thus making them think twice about potential targets

3. The distribution of radio and communication equipment amongst village leaders and civilians - this will enable them to warn of sightings of BH formations, or raise early alarms in the case of an attack on a village, thus enabling the NA to deploy QRF units to respond

4. The formation, training and arming of a defensive orientated civilian militia whos dutys will be to defend their villages and farms, and bolster NA units during "sweeps" of areas. As locals their knowledge of their community and surroundings will be an invaluable asset to the NA

5. The creation of a NA unit to perform psuedo-ops. Again, we look to the Bush-War in Rhodesia/Zimbabwe for inspiration - The Selous Scouts. Their duties are simple, dress like BH, act like BH and lure the "real" BH out into ambushes. This is done simply - the psuedo operators are deployed in an area, they walk amongst the people, saying that they are BH and that they have been sent from [insert BH commanders name or training camp here] to bolster the local units. They make contact with local BH units and draw them out into the open where they can be destroyed by regular NA units (preferrably air-mobile units).

6. The intergration of all units operating in the AO in a mutually supporting formation.

Consult the pictures I have attached for a clearer idea.
