*Edo Govt revises 2018 budget upward on Paris Club, other receipts, proposes N16.2bn supplementary spending* *…prioritises education, agric, infrastructure* The Edo State Governor, Mr. Godwin Obaseki has proposed a N16.2 billion Supplementary Budget for 2018 fiscal year, a 10.79 percent increase to the N150.093bn budget for the year. The governor, who disclosed this after the Weekly State Executive Council (EXCO) meeting held at the Government House, in Benin City, said that the Supplementary Budget will be forwarded to the State House of Assembly for passage. The Supplementary budget will be channelled to education, agriculture, among others, which is expected to build human capital and create wealth for the state and the people. Noting that the revision is a demonstration of the state’s commitment to open governance and transparency, he said, “The revised/supplementary 2018 Budget shows a budget seize of N166.293bn from the initial size of N150.093bn. This represents a 10.79 per cent increase.” According to him, “In the course of the 2018 fiscal year, Mr. President approved the disbursement of the final tranche of refunds from Paris/London club of borrowers to States and Local Governments (Edo State’s share of this refund amounts to N5bn). Mr. President further approved the application of a portion of this refund to clear the arrears of State Government’s cash contribution for Universal Basic Education Commission (UBEC) Grants, resulting in a N3bn UBEC grant in favour of Edo State. “The Central Bank of Nigeria (CBN) in the course of this fiscal year, approved the disbursement of concessional loans (under the Commercial Agriculture Credit Scheme, CAC), to qualifying states. Edo State met all qualifying criteria and thus received N5bn from the CBN under CACs. The foregoing developments were not anticipated at the time the 2018 budget proposal was approved by Executive Council in 2017.” Noting that the state recorded impressive showing in the fiscal year in the area of budget performance, he said, “As of August 2018, the state government achieved over 80 per cent budget performance on capital expenditure; this achievement is record-breaking. In order to sustain this stellar performance, revisions to some current and capital expenditure envelops are being proposed. *Governor Obaseki the extreme hard worker, is human* *By Crusoe Osagie* Our attention has been drawn to a mischievous campaign designed to smear the image of the Edo State Governor, Mr. Governor Obaseki. The disparagers have populated the internet with photographs of the governor when he momentarily succumbed to fatigue after a long flight, preceded by a chaotic itinerary in Edo State before heading to New York for the 73rd session of the United Nations General Assembly, in the United States of America. The idle hands and mischievous minds behind the smear campaign against governor Obaseki are clearly not people to be taken seriously. Despite Governor Obaseki’s rare work culture, unmatched by his peers, we have never portrayed him as a machine. He can experience fatigue and exhaustion, an indisputable fact of life, to which all humans are susceptible. The internet is awash with photographs of outstanding world leaders who have at one time or the other yielded to fatigue at meetings. The list includes the Chancellor of Germany, Angela Merkel; Japanese Prime Minister, Shinzo Abe; former United States President, Barack Obama; his Economic Adviser, Larry Summers; Pope Benedict XVI; former British Prime Minister, Gordon Brown; former Italian Prime Minister, Silvio Berlusconi and the former Austrian President, Heinze Fischer, amongst others. Those who are familiar with the daily work schedule of Governor Godwin Obaseki have attested to his rare and unique work ethics, devoid of fanfare and trivialities. A cursory look at the governor’s itinerary between September 21 – 23rd, before he entered the UN meetings in New York, shows the following: Friday September 21, 2018, 9:30am, Swearing-in of members of the Edo State Oil and Gas Producing Areas Development Commission (EDSOGPADEC) Board; 10:30am, Swearing-in of new members of the Edo State Universal Basic Education Board (SUBEB); 12noon, Meeting with Amaju Pinnick, the Nigeria Football Federation (NFF) President; 12-5pm, attended to mails and correspondence; 5-7pm, on the road from Benin City to Irrua in Edo Central. Between 7-9pm, he held a meeting with Edo Central Community and Political leaders in Irrua; from 9-10pm, he was on the road from Irrua to Fugar, headquarters of Etsako Central Local Government Area. From 10pm to 12am the next day, he held a meeting with community and political leaders in Fugar. On that same Saturday between 12-3am, Obaseki met with overseers of the Health Improvement Programme (HIP) along with his Chief of Staff, Chief Taiwo Akerele; the Special Adviser on Media and Communication Strategy, Crusoe Osagie; Executive Assistant, Ethan Uzamere; in Fugar, Etasko Central LGA. The team rested between 4-7am on Saturday and proceeded to Warake to inspect the Primary Healthcare Centre there, which is near completion. Between 9-10am, the governor was on the road from Warake to Okpella where he commissioned the Transmission Company of Nigeria (TCN)’s Power Transformer in Okpella. From 11am, he headed to St. Ambrose Catholic Church, Emaudo in Ekpoma, for the memorial Church Service of the late Professor Ambrose Alli, former governor of old Bendel State. He was at the late Prof. Ambrose Alli’s House for a visit from 4pm and was on the road from Ekpoma to Benin City between 4:30 and 6pm. He left Benin City for New York around 6pm and was scheduled to arrive New York between 11-12noon, Sunday (New York time) for the 73rd session of the United Nations General Assembly. He was to await President Muhammadu Buhari’s arrival between 4-6pm after which he met with the President’s aide over the next day’s proceedings at the United Nations. I don't know while its bad for some individuals to do somethings and others can't do them he's just an ordinary man like you and me he has blood running trough his veins and he can get tired that doesn't mean he's weak, he got tired and slept off that doesn't mean he broke down and can't function he's not an engine he's a human and he will get tired sometimes, don't condemn him for that, you people need to wake and focus on the real thing you have to deal with not this. |

*Edo Govt. hands over father, two sons to police for defiling 9-yr-old child* The Edo State government has handed over 70 years old Francis Ezomo, and his two sons; Nosa Ezomo, 26 years old and Festus Ezomo, 29 years old, to the Edo State Commissioner of Police, Mr Johnson Kokumo, for allegedly defiling a nine-year-old girl, who is a relative of Mr Francis Ezomo’s wife. The Acting Chairman of the Edo State Universal Basic Education Board (SUBEB) and Special Adviser to the Edo State Governor on Basic Education, Dr. Joan Osa Oviawe, told journalists after the suspects were handed over to the Police at Government House, Benin City, that the case was reported to her office by the headmistress of the minor. “The issue came to the limelight when the headmistress of the minor's school noticed a change of behaviour in the minor and decided to ask her what the problem was. The nine years old girl narrated her ordeal to the headmistress who then informed the Education Secretary of the local government council where the alleged crime took place. We then swung into action and got the Ministry of Women Affairs and Social Development involved,” Dr. Oviawe said. The SUBEB boss added that when “we could not get the necessary action required from the Police, the state government swung into action and these three men were apprehended almost immediately.” She explained that the Ministry of Women Affairs and Social Development has taken custody of the child who is now in a safe place and assured that SUBEB would ensure that her education is not truncated. "What the men have done is bad and their actions have attempted to destroy the life and future of the minor. The three men took advantage of the child and exposed her to trauma. We have waded into the case to ensure justice prevails,” Oviawe said. The commissioner of police assured that his men would investigate the allegation and charge the case to court. “Scientific investigation for the minor was sent to the hospital and a doctor report has shown that her hymen has been broken. The scientific report has established that the minor was sexually abused. Edo State Governor, Mr. Godwin Obaseki has signed the Edo State Criminal Justice Administration Bill into Law. Governor Obaseki, who assented to the bill at the Government House, in Benin City, the Edo State capital on Tuesday, said, “The law would strengthen the protection of the rights of citizens and ensure fair and speedy administration of justice.” Obaseki explained, "This event is historic as it is the first time in decades that a comprehensive review and modernisation of the Criminal Law procedure would be undertaken.” Noting that the law will address a number of bottlenecks that hitherto delayed dispensation of justice, he said "Our focus in the justice sector is informed by the deep conviction that there would not be a modern society, particularly the type we seek to build, without respect for the rule of law.” "The criminal justice administration law is designed to take us beyond the colonial era rules of criminal procedures and introduce innovative legal procedure, which will ensure fair hearing in the court of law with due consideration of time," the governor said. Obaseki added that the state government, through the Ministry of Justice, would put all the needed infrastructure in place to ensure the implementation of the Criminal Administration Law. He commended the committee on judiciary for the effort put into the drafting of the bill, adding, “The state government will ensure that sufficient copies of the law would be made available. The law will be implemented to support the government in protecting lives and property. Chief Judge of the State, Justice Eseohe Ikponmwen, represented by Justice Joe Acha, said "The Criminal Justice Administration Law will give a new face to the criminal justice system in the state as well as improve the judiciary.” State Commissioner of Police, Mr. Johnson Kokumo, said the Criminal Administration Law will eliminate procedures that delay justice. Chairman, Edo State Chapter of the Nigeria Bar Association (NBA), Barr. Obaseki strongly condemned the actions of the assailants and promised that the state will spare no resources in fishing them out. He reiterated the earlier directive to security agencies to apprehend the bandits within seven days.

*Obaseki visits accident victims, clears medical bills* *…takes responsibility of 5-year-old victim’s cancer treatment* Edo State Governor, Mr. Godwin Obaseki, has visited and offset medical bills of persons who suffered various degrees of injuries, in a road accident involving a bus attached to the Governor’s Press Unit and two vehicles, in Ugbowo area of Benin City. Some of the victims are admitted and receiving medical care at the University of Benin Teaching Hospital (UBTH), Benin City. The governor, during the visit, learnt that one of the victims, Freeman Okoro, a five-year-old, was a cancer patient and had come for chemotherapy session at UBTH before the unfortunate incident. On learning of his condition, the governor pledged to take responsibility of his cancer treatment and also offset the bill of Freeman’s cousin, who had been held in the hospital for his inability to pay for his treatment. Governor Obaseki said, “I came to see the condition of the victims of the accident myself. Just as we have promised on the day of the accident when the victims were admitted. The state government has taken full responsibility of their medical bills. “We will also make sure we follow up with the full recovery of those who are still being treated for injuries from the accident.” Consultant General and Coordinator, Accident and Emergency Department, UBTH, Dr. Nnadi Nwashile, said, "The patients are in stable condition. Six persons in the bus were treated and discharged on the day of the accident.” He added, “The two patients in the hospital are Mrs. Mary Okoro and her son, Freeman Okoro, who are being treated. Mrs. Okoro sustained a fracture on her upper arm and is being attended to by an Orthopaedic doctor. The son will be discharged soon.” The accident, which occurred on Wednesday, involved a vehicle attached to the Governor’s Press Unit and two other vehicles. Edo State Governor, Mr Godwin Obaseki, has called for closer monitoring of children’s online engagements by parents and for circumspect use of social media by all, to avoid incidence of internet fraud, stalking and other ills that have trailed the emergence of new media technologies.
