ABUJA —AHEAD of the proposed meeting between President Muhammadu Buhari and leaders of the Niger Delta on the platform of Pan-Niger Delta Forum, PNDEF, led by former Federal Commissioner for Information, Chief Edwin Clark, to find a lasting solution to the renewed militancy in the region, government of United States of America, USA, yesterday, gave insight into its expectations from the meeting.


Speaking in Abuja during a visit to Chief Clark at his Asokoro residence, the US Under Secretary for Civilian Security, Democracy, and Homeland Rights, Dr. Sarah Sewall, who said the US would ask the Nigerian government to engage in genuine dialogue, insisted that things had not really changed in the region.

The Under Secretary said as the leaders meet with the President, they should be able to disabuse his mind and those of others against the impression that some individuals were being paid as against the interest of the general people of the zone.


According to her, the zone needed attention and the problems confronting the zone and the country were enormous, stressing that the leaders at the meeting must present a principled position of fairness, justice and equity.


Also speaking, Deputy Chief of Mission, US Embassy, Nigeria, David Young, who explained that Sewall’s visit was a follow up to the visit of US Secretary of State, John Kerry, to Nigeria recently, as well as the meeting of the governors at Washington DC, noted that there was the need for inclusive dialogue as the highest forum to solve the problem in the region.

According to him, the US as a government was committed to peace in the region.


Earlier, Chief Clark, who noted that nobody was thinking of people being paid without doing anything, as that was not the priority of the people of the zone, said however, that the position of the region and what would be presented to the President at the meeting would be total provision of infrastructure in the Niger Delta for the general interest of the people.


Noting that the major issue was that the people of the region must be carried along, the elder statesman explained that a long list would not be produced at the meeting, urging the Federal Government to ensure fairness, equity and justice in the treatment of issues relating to everyone in the country.

A source close to negotiations to free the remaining schoolgirls told newsmen that there was no truth whatsoever in stories making the rounds that the girl was impregnated by one of her Boko Haram abductors.


The informed source clarified that contrary to some media reports, the girl had conceived before her abduction after being properly married.
“The girl and her parents have confirmed this. The child is not a Boko Haram Child,’’he said.

The source also debunked stories that one of the girls came back pregnant, with some reports specifically saying one was four months pregnant.
“None of the girls released was sexually harassed or abused while in captivity by their abductors,” he said.


“The current state of the girls is a source of joy as they are receiving the best medical, psychological and other forms of support from the authorities as directed by the Federal Government
“All groups including the families, The Bring Back Our Girls (BBOG) and Chibok Community are happy with their condition as medical experts work to address their health conditions.


“The girls have been visited by members of International Committee of the Red Cross, which played a great role in getting the girls freed.


“It is obvious to everyone that having been in captivity, the girls were traumatised but since their release, they are showing signs of recovering well,’’he said.


Rumours, speculative reports about the state of the 21 released Boko Haram captives, are said to be creating stumbling blocks to further talks with the insurgents.


The insurgents were said to be angry with Government for breaching some understanding reached with them when the 21 girls were being handed over 13 october.


However, government sources have denied any link with various speculative reports, especially in the social media.

The Court of the Economic Community of West African
States, ECOWAS, has ruled against the arrest and continued
detention of former National Security Adviser, Sambo Dasuki,
describing it as unlawful and arbitrary.
Delivering judgement today in a suit filed by Dasuki, the court
ruled that the further arrest of Dasuki by security agents on
November 4th last year after he was granted bail by a court of
law, amounts to a mockery of democracy and the rule of law.
Dasuki who is currently being tried for allegedly squandering
$2.1 billion arms deal fund during the last administration, had
dragged the Federal government before the court to seek
redress over his arrest and continued detention despite
meeting his bail conditions. The court in its ruling today,
ordered the Federal government to pay N15 million to Dasuki
as damages.

Edo State Governor-elect, Godwin Obaseki, has stated he
would not appoint anybody who worked against him into his
cabinet when he takes over power in November 12.
Obaseki polled 319,483 to defeat his main rival, Pastor Osagie
Ize-Iyamu of the Peoples Democratic Party, PDP, who polled
253,173 in the just concluded governorship election in the
state.
Speaking with newsmen in Benin City during the weekend,
Obaseki, said, though he could explain the focus and vision of
his administration to them, none of them would be appointed
in his administration.

However, the outgoing Governor, Adams Oshiomhole, had at
the inception of his administration in 2008, appointed three
members of the Peoples Democratic Party into his cabinet.

Obaseki said, “I will not accept anybody from the opposition
political parties as a commissioner in my cabinet.”

The governor-elect said he would immediately form a team
for the purpose of preparing the 2017 appropriation budget.
According to him, he has to prepare the budget in order to hit
the ground running as he had only four weeks to present it
before the House of Assembly embarks on a recess.


Obaseki, who noted that the opposition had capitalised on the
protests by some pensioners prior to the governorship
election, said only 700 pensioners, out of the 11,700 who
retired from the state civil service, were yet to be paid.


He said, “Some people took advantage of the electioneering
and tried to get at us. People had hoped that with the anxiety
to win election, we would have resolved the issues.’’

The Edo State governorship election, held on
Wednesday, appeared to be a tight race between the
candidate of the All Progressives Congress, Mr. Godwin
Obaseki, and the standard bearer of the Peoples
Democratic Party, Pastor Osagie Ize-Iyamu.


Early results from some wards in the state, which had
not been authenticated by the Independent National
Electoral Commission, indicated that the two
candidates were running neck and neck in the poll.


The two main parties, however, claimed to have gained
comfortable lead in the election while accusing each
other of planning to rig the poll.

While unconfirmed results showed that the PDP won
seven out of the eight units in Ward 3, Uromi in the Esan
North-East Local Government Area, where a former
chairman of the BoT of the PDP, Chief Tony Anenih,
hails from, the APC won one unit.


Also, the APC lost in the polling unit of the National
Chairman of the party, Chief John Odigie-Oyegun, where
the PDP emerged victorious.


The APC, on its own, won in Ward 7 in the Oredo Local
Government Area of the state.


The APC scored 4,412 votes while the PDP got 4,047
votes.


The governorship candidate of the PDP in the 2012
election in the state, Maj. Gen. Charles Airhiavbere
(retd.), who is now a stalwart of the APC, led the ruling
party to beat the PDP in Unit 18, 19, 20 and 21 of Ward
one in the Oredo LGA.


In Unit 18, PDP got 158 while the APC got 259. In Unit
19, APC scored 146 and PDP polled 85.


In Unit 20, the APC got 259 votes while the PDP polled
208 votes and in Unit 21, the APC scored 128 votes
leaving the PDP with 98 votes.


In Oredo Ward 12, out of the accredited 4,399 voters,
the PDP took the lead with 2,066, leaving the APC with
2,041.


In Oredo Ward 4, out of the total accredited voters of
4,911, the APC scored 3,058 while the PDP polled
1,541.


The national leadership of the PDP alleged on
Wednesday night that the APC was planning to overturn
its alleged victory in the Edo State governorship
election.


The party said the results it received from its agents in
the state indicated that it was leading the APC with a
wide merging in the election.


Spokesperson for the party and member of its National
Caretaker Committee, Mr. Dayo Adeyeye, stated this in
a statement in Abuja.


Adeyeye said, “Having received results from our agents
at approximately 1,800 of the 2,627 polling units spread
across the 192 wards in the 18 local government areas
of Edo State, we can confirm that our party has attained
a near unassailable lead in the Edo State governorship
election.


“The results so far confirmed to us that our candidate
has garnered approximately 55 per cent of the total
votes cast by voters.’’

He alleged that the PDP was aware of the alleged
connivance between the state government and a
national commissioner at INEC to rig the election in
favour of the ruling party in the state.



Adeyeye, a former minister of state for works, added,
“We will like to reiterate our earlier note of warning: The
Edo people and our party will resist any attempt to
subvert the collective will of the people as expressed by
their votes today.”
He urged members and supporters of the party in the
state to continue guarding their votes at the ward
collation centres and the local government collation
centres.


“Eternal vigilance is the price we all have to pay for
victory,” he added.
Also in a statement, the state Publicity Secretary of the
PDP, Chris Nehikhare, said it was surprised that INEC
had delayed the announcement of the results from
wards.


He said, “Voting stopped at 2pm and votes were
counted immediately at the unit levels. From results
made available to us, we are in a very comfortable lead.
“We are, however, shocked that up until now, no ward
result has been declared.


‘‘We are aware that the APC and INEC plan to change
the results at the collation centres and we wish to want
that any change of the results will be met with stiff
resistance.’’


But reacting to claims by the PDP, the APC said the
opposition party was being mischievous “as usual”.
The APC National Vice-Chairman (South), Mr. Segun
Oni, said, “The PDP is simply being mischievous.


“From the results I have seen from the field, from where
we are monitoring the elections here in Abuja, the APC
is in a comfortable lead.


“Out of a hundred, the PDP has not won five, even in
units they claim to have won. We are investigating
because the number of voters exceeds the number of
registered voters per unit.”

Also, the state Chairman of the APC, Anselm Ojezua,
dismissed the allegation, describing it as mischievous,
since only INEC had the constitutional power to
determine the winner of the election.


Ojezua said, “The fact that they are actually making
those claims already tells me that there is mischief in
the air because it is traditional that even when you know
what the situation is, you have to wait for INEC to
announce the results.


“If you see the fantastic results that are being posted
from certain locations, you know that they could not
have been credible. Therefore, I think that what they are
doing is just to create more confusion.”

He, however, expressed concern on the announcement
of results from the Ovia North-East Local Government
Area on the Internet.


Ojezua added, “We are concerned about the figure
being circulated on the Internet about the Ovia North-
East. Certainly, we are collating the results and we will
officially respond.’’


Meanwhile, the Assistant Inspector General of Police in
charge of Zone 5, Isaac Eke, described the election as
very peaceful.


Speaking through the Police Public Relations Officer of
Zone 5, Emeka Iheanacho, in an interview with one of
our correspondents, Eke said the election was peaceful.
He said, “The process has been peaceful; there was no
hindrance to voters to exercise their franchise.”


Osunbor hails INEC, security agencies

A former Governor of Edo State, Prof. Oserhemien
Osunbor, commended the security agencies for
maintaining peace and order during the governorship
election.


He also praised the Independent National Electoral
Commission for introducing reforms in to the electoral
process.


Speaking with one of our correspondents after voting in
Iruekpen, Osunbor, a chieftain of the APC, said the
security situation was encouraging.
“The security agencies have done well to ensure peace
and order.


“The people are orderly. The electoral process is getting
better; maybe people are now used to the system. I’m
satisfied. I hope the entire system remains so till the
end,” he said.


INEC also denied report of ballot box snatching and
gunshots in some polling centres during the Wednesday
election.


Oshiomhole had earlier said he received a report that
some thugs allegedly snatched ballot boxes at Opoji in
the Esan North-East Local Government Area during the
election.


Oshiomhole also alleged that the suspected snatchers
shot repeatedly before taking away the ballot boxes.
Meanwhile, INEC Deputy Director of Voter Education
and Publicity, Mr Nick Dazang, said in an interview with
the News Agency of Nigeria on Wednesday:


“I just called Mr. Solomon Soyebi, who is the National
Commissioner supervising the election, and he has
denied the allegation of gunshots and ballot box
snatching at Opoji in the Esan North-East Local
Government Area of the state,” Dazang said.


On the reported accident involving a youth corps
member serving with INEC, Dazang said he had not
heard “any such sad news”, but promised to get back to
NAN “if there is anything like that’’.


But INEC Electoral Officer in the Esan West Local
Government Area of the state, Mr. Lebari Nduh,
confirmed that hoodlums snatched a ballot box in Ward
7 Unit 11 during voting.


The Resident Electoral Commissioner for Edo State, Mr.
Sam Olumekun, said collation of results would begin on
Thursday.

militocracy, period! Is this headline ‘Buhari orders
Military to crush new Niger-Delta militant group, the
language of democracy?” asked Iyke, referring to a
statement credited to President Buhari. How can a
democratically elected president use such harsh
words? What are you crushing, inanimate objects or
animals?”


Replied Mike: “He can use whatever language he
deems fit, after all, he is first and foremost a
soldier. My grouse with him is that he has not used
that tone of voice or such harsh words against the
murderous Fulani herdsmen. Left to me, it is better
to blow up pipelines and public institutions than
attack poor innocent citizens, kill them, burn down
their homes and take over the place.”


“This menace of the Fulani militia seems to me like
an agenda being carried out. From what I am
seeing and their mode of operation, if the indigenes
steal their cows, why not report to the authorities
and make the culprits pay? Why kill the people,
burn down their villages and take over? Can anyone
explain that? I am aware that in one of the states,
herdsmen are made to pay farmers whenever their
animals destroy farmlands,” said Susan.

“It’s so sad. Nigeria is going through turbulent
times. Trouble everywhere! I pray that God gives
this government the wisdom to handle the
situation,” said Tony.

Said Susan: “Unfortunately, government is
employing force to tackle the issue but that is not
the answer because instead of solving the problem,
it will escalate it. They should look into the
complaints of the people. A hungry man is an angry
man. So many people are hungry today and
therefore angry so government should tread
cautiously.”


“But where are all those human rights activists in
Nigeria who were so vocal during the campaigns? It
seems the cat has got hold of their tongues! No
one is talking again,” said Tony. “Ah, you want the
Department of State Security to go after them? I
think they are afraid for their lives,” said Mike.
“What is wrong with the militants anyway? They are
further destroying their already polluted land.

There
are other ways of drawing attention to their plight,”
said Sussan. “Government only takes action when it
affects them directly. So the Fulani militia menace
does not affect them but the pipeline bombing

EDO YOUTHS CONGRESS PROTESTING HIKE IN
PUMP PRICE OF PETROL IN BENIN-CITY ON
TUESDAY (NAN)

Consequently, the Wabba faction and the Federal
Government, yesterday, agreed to set up a joint
technical committee to review the new fuel pump
price template of N135-N145 within the next two
weeks and also work towards reviewing the current
national minimum wage of N18, 000.


President of the National Industrial Court, NIC,
Justice Babatunde Adejumo, in a ruling, yesterday,
restrained the labour unions from going on strike,
pending the determination of a suit the federal
government lodged before it.


Justice Adejumo further ordered all the parties to
maintain status quo until the legal dispute was
settled.
The order followed an ex-parte application filed by
the Attorney General of the Federation and Minister
of Justice, Abubakar Malami, SAN.


Determined to abort the planned strike action, the
AGF approached the NIC, begging it to restrain the
labour unions from “shutting down the nation”.
Relying on Section 14 of the 1999 Constitution, as
amended, the Federal Government insisted that it
would not be “in the national interest” for the NLC
and TUC to proceed on nationwide strike over the
fuel price increase.


Malami argued that no amount of damages could
serve as compensation, if the labour unions were
allowed to shut down the economy.


Contending that the balance of convenience was in
favour of the government, the AGF prayed the court
to determine “whether the respondents (NLC, TUC)
have complied with the laid-down condition
precedent for embarking on strike."


The AGF also prayed the court to determine
"whether, indeed, there exists in law and, in fact, the
basis of which the respondents’ total closure of the
economy can be justified”.


He told the court that the respondents met on
Saturday and issued a communique wherein they
gave government a three-day ultimatum to reverse
the decision increasing fuel price.


He said the respondents, aside from threatening to
shut down the country, if government failed to
reverse the fuel price increase, also threatened to
close down all government offices, seaports,
airports and markets.
The AGF argued that ordinary and law-abiding
citizens would be subjected to hardship, if the
respondents were allowed to go ahead with their
threat.


He said the government was left with no alternative
but to seek the intervention of the court.


Besides, Malami told the court that he got notice of
the communique on Sunday and quickly filed an
originating summons, a motion on notice and an
ex-parte application to determine whether NLC’s
decision was justified in the circumstance

He insisted that “great and irreparable damage”
would be done against the nation and “ordinary and
law-abiding citizens”, should the court refuse the
ex-parte application.


Though neither NLC nor TUC was represented in
court, Justice Adejumo granted the ex-parte motion,
even as he ordered the service of all the relevant
court processes on the respondents.
The restraining order against the respondents will
lapse after seven days.


However, Organised Labour and its civil society
allies, incensed by government’s decision to seek
rederess at the NIC in the midst of a negotiation,
yesterday, vowed to go ahead with the planned
indefinite strike from today to make government
reverse the N145 per litre pump price of petrol.
Senate backs fuel price hike


The Senate, while sympathizing with Nigerians over
the hardship caused by the increase in the price of
petrol, however, urged government to urgently begin
implementation of palliatives contained in the 2016
Appropriation Act passed by the National Assembly
in the overall interest of Nigerians.


The Senate also asked Buhari’s government not to
relent in its continued dialogue with organised
labour and other stakeholders as a way of resolving
issues around the increase to avoid grounding the
system as well as impose more hardship on the
people.
Deputy President of the Senate, Senator Ike
Ekweremadu, who presided over yesterday’s
plenary, said:

“The Senate in a closed session
deliberated on the increase in the pump price of
PMS by the Federal Government and the threats by
Organised Labour to embark on a nationwide strike
over the matter and resolved as follows: “That we
sympathise with ordinary people of Nigeria on the
hardships they are going through.

"The Senate will engage the Federal Government to
find sustainable ways of improving the welfare of
the people of Nigeria.


“That we call on government to continue to engage
organised labour and other stakeholders to resolve
issues in order not to ground the system and
impose more hardships on our people.


“That government should immediately start to
implement palliatives or palliative measures
contained in the 2016 appropriation act passed by
the National Assembly.”

It's black market injunction —Wabba's NLC, TUC
Nigeria Labour Congress, NLC, faction, led by
Ayuba Wabba, alongside TUC, and Joint Action
Front, JAF, at separate meetings in Abuja and
Lagos, described the restraining order by NIC as a
black market injunction.


Leaders of Wabba faction of NLC and TUC, at their
emergency National Executive Council, NEC,
meeting in Abuja, insisted that once the strike
commences today, only the joint NEC of NLC and
TUC could call it off.


Although newsmen waited anxiously to be briefed
on the outcome of the NEC meeting amid the court
order, leaders of both bodies left the Labour House,
Abuja, venue of the meeting without talking to
journalists.


However, Vanguard sources at the meeting said
NLC and TUC were infuriated that, while government
was on one hand negotiating with them, its officials
were on the other hand, seeking a black market
injunction, and threatened to use the strike to make
a statement to the government.


One of the leaders, who attended the meeting but
spoke on condition of anonymity, said: “Our
decision not to suspend the strike was further
fuelled by today’s (yesterday’s) injunction by the
Industrial Court, restraining us from proceeding on
the strike expected to begin tomorrow (today).”
Corroborating the position of Wabba-led NLC and
TUC, Pro-Labour Civil Society Groups, Joint Action
Front, JAF, vowed to disregard the restraining order.
According to the Secretary of JAF, Abiodun Aremu:
‘’The mass action is on! Let them come with the
injunction, we would disobey whatever injunction
they are coming up with."

No strike — Ajaero

Meanwhile, Factional President of NLC, Joe Ajaero,
yesterday, faulted the restraining order by NIC
stopping the planned strike and mass protest.
Ajaero, while reacting to the restraining order by the
President of NIC, Justice Babatunde Adejumo,
contended that it was wrong for the Attorney
General of the Federation and Minister of Justice,
Abubakar Malami, to have gone to court over a
matter that parties were already on a negotiation
table.

He equally wondered why the President of NIC
would give an order on an ex-parte application
without putting the other party on notice as was the
practice.

Ajaero said: “This was not the first time a court
would try to stop labour action. If you could recall,
when Comrade Adams Oshiomhole was the
president of NLC, there was a court order against
planned strike by NLC and TUC, which Oshiomhole
described as a black market injunction.

“It was very wrong for the Attorney General of the
Federation to have gone to court while parties in
this case, the federal government and Labour, were
already on the negotiation table."

“Ajaero restated his earlier position that labour
could not have mobilised sufficiently enough for
today’s strike without exhausting all avenues for
settlement.


“When we spoke with you yesterday (Monday), we
insisted that there was no way we could mobilize,
sensitize and even start an action tomorrow
(Wednesday).

‘’That we would rather negotiate and it is only when
the negotiations might have collapsed that we take
the option of going through any action.
“On the basis of that, we agreed that a committee
should be set up to, among other things, look at
the issue of minimum wage; look at the issue of
N500bn social investment; look at the issue of
setting up or reconstituting the PPPRA board and
review the N145 new pump price of petroleum
product.

‘’The committee is to report back in two weeks
time. I won’t like to drag it more than this than to
say this is the summary of the agreement
reached.,” he stated.
Ajaero, however, insisted that his faction, including
NUPENG, PENGASSAN, NUEE, among others, would
not go on strike over fuel price hike by the Federal
Government.

He spoke after his faction’s meeting with federal
government officials ended early , yesterday
morning. This was a few hours after the meeting
with Ayuba Wabba’s faction ended.
The meetings, which ended without conclusion,
were in session at press time last night. They
started late yesterday evening.

The Economic and Financial Crimes Commission has traced N320m to the account of the Goodluck Support Group, a collation of campaign groups, driving former President Goodluck Jonathan’s bid for the 2015 presidential poll. The group, which coordinated over 100 pro- Jonathan groups during the electioneering, was headed by Jonathan’s Special Adviser on Political Affairs, Prof. Rufai Alkali.

The money, it was learnt, emanated from the account of the Central Bank of Nigeria and was distributed to the group.

A source at the EFCC, who pleaded not to be named because he was not authorised to speak, said the money emanated from the CBN’s account and went into the account of the Ministry of External Affairs Library, from where it was moved into the account of the Joint Trust Dimension Nigeria Limited.
“It was from the Joint Dimension’s account with
Zenith Bank that the money was shared to various individuals and organisations for purposes that are not stated,” the source said.

The JTDNL account was coordinated by the Director of Finance of the Peoples Democratic Party Presidential Campaign Organisation, Nenadi Usman.

Usman, a former minister, who the commission accused of collecting N36.9m through her Zenith Bank account no. 1000158311, is said to be in the United States. All attempts to reach Alkali proved abortive as his two telephone sets indicated that they were switched off.

He did not also respond to an SMS sent to the sets. Efforts to get Usman did not succeed as her mobile equally indicated that it was switched off, while she had yet to respond to a text message sent to her telephone as of the time of writing this report. However, a reliable source within the party told our correspondent that the money was approved by the Presidency as there was a memo signed by the Permanent Secretary at the Villa, authorising that the money be paid by the CBN. Meanwhile, the commission has begun investigations into the fresh contract scam involving the Office of the National Security Adviser.

It will be recalled that a presidential committee, set up to investigate how contracts were awarded and executed, in a report last week, indicted about 300 companies and over 12 dignitaries.

So far, the commission has traced N300m to the immediate-past Chairman of the House of Representatives on Security and Intelligence, Bello Matawalle, whose name featured on the list. The ex-lawmaker was among those indicted for allegedly receiving payments without contractual agreements, according to a statement by the Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu.

A reliable source at the EFCC told our correspondent that Matawalle allegedly used his position as the chairman of the committee overseeing the affairs of the ONSA to receive N300m from the agency.

However, the anti-graft agency said the money was shared among members of the PDP caucus at the House ahead of last year’s general elections. The source said the method of getting money out of the ONSA was to conjure a fictitious contract after which funds would be given to the individual involved.

He said, “Investigations revealed that many fictitious contracts were approved a few months to the 2015 elections. In order to cover their tracks, some officials of the ONSA approved some fictitious contracts, which were referred to them by the Presidency.

“Money was then transferred to these people but the terms of the contracts were never met because there was no contract in the first place.

“Investigations revealed that Matawalle received N300m from the ONSA and the money was shared among members of the PDP in the House. The funds were to assist them with their campaigns and to also campaign for former President Goodluck Jonathan.”

All attempts to speak with Matawalle for three consecutive days proved abortive as calls put through to his mobile were rejected while text messages were not responded to.
He was, however, said to be out of the country. Similarly, the EFCC traced over N300m to one Mrs. Oluwatoyin Oluwagbayi, a former Special Assistant to Hajia Turai Yar’Adua, who is the wife of the late President Umaru Yar’Adua.

It was also alleged that she received N300m from the ONSA through her company. Oluwagbayi was also said to be out of the country as of Wednesday.

However, one of her associates confirmed that she received money but refused to state the amount, explaining that the money was given to some selected PDP National Assembly candidates to assist them with their elections.

The source said, “She received money from the Presidency but she never knew that the money was from the ONSA. We have a list of how the money was spent and all those who collected the money and we spent it judiciously.

“The money was given to her by the Presidency. We were thus surprised to see her name on the list of those who received contracts from the ONSA. We were not in a position to ask the Presidency where the money came from.”

When contacted on the telephone on Wednesday, the spokesman for the EFCC, Mr. Wilson Uwujaren, said investigations were ongoing, adding that he could not comment on the matter.

The national leadership of the Peoples Democratic
Party has alleged that the Independent National
Electoral Commission is now under the firm control
of the All Progressives Congress.


It cited the piecemeal release of results of the
March 19 rerun election in Rivers State by the
commission, which it alleged was done to satisfy
the ruling party, as an example.
The Deputy National Chairman of the PDP, Uche
Secondus, made this allegation in an interview with
reporters in Abuja on Wednesday.


He alleged that the electoral body was taking
instructions from the ruling party on what to do
with the outcome of the Rivers rerun which he
claimed his party won convincingly.
Before the suspension of announcement of the
results, the commission had released the results
in nine state constituencies and one federal
constituency.


But in the results made available on Tuesday in
Port Harcourt and signed by the State Resident
Electoral Commissioner, Mr. Aniedi Ikoiwak, the
PDP maintained its lead by winning three federal
constituencies while it shared two state
constituency seats with its main rival, the APC.
Secondus, who also appraised the conduct of
elections by INEC since the assumption of office by
the Chairman of the commission, Prof. Mahmood
Yakubu, expressed concern that all the elections
conducted by the electoral body since then were
inconclusive.


He cited the Kogi, Bayelsa and the recent Rivers
states’ rerun elections as examples.
Secondus said, “Now in Rivers, because the PDP
won all the elections despite the intimidation by the
military, the results are being released piecemeal
because the APC has failed woefully in all the
constituencies.


“It is apparent that the commission has become a
department in the APC. The commission is being
controlled by the APC. The commission has lost its
independence and we have empirical evidence on
this.”


Secondus further alleged that the commission had
yet to fix a date for fresh election in the state in the
areas that were cancelled because it “was waiting
for instruction from the APC.”
He said, “They haven’t fixed a date for rerun
because of the APC. INEC is now being supervised
by the leadership of the APC and the Buhari
administration.


“They are no longer independent and we are losing
confidence in INEC. In the Federal Capital Territory,
election date was announced but suddenly,
because they knew the APC was going to lose,
they postponed the election after we had spent
money and time.


“All these show that INEC is now a parastatal of
the APC. The danger is that this current leadership
that will conduct the general elections in 2019 has
been compromised.


“The forthcoming Edo and Ondo states’
governorship elections are in danger. With what
happened in Rivers, Nigeria is in danger.
“There may be no election in 2019 with the way
INEC is conducting itself as a parastatal of the
APC.”


The commission has however dismissed the PDP
allegation, saying it would not be forced to
announce result of inconclusive elections.
The Deputy Director, Voter Education and Publicity
at the commission, Mr. Nick Dazang, who spoke
with our correspondent, also denied the allegation
that the electoral body was being controlled by the
APC.


He said elections were stopped in Rivers because
of many reasons.
He said, “As of the time of the suspension of
further action by the commission, the exercise was
at different stages.


“For example, the elections had been concluded in
some constituencies with the declaration of results
and return of winners by the respective Returning
Officers; results declared and/or returns made
under duress or by unauthorised persons; collation
had been concluded but no declaration or return
made; voting had been concluded and collation
was ongoing but yet to be concluded; voting
concluded but collation yet to commence; and /or
no voting at all or voting commenced but was
disrupted before conclusion.”


He said these were the reasons why the election
was stopped. Dazang called on the PDP, which he
described as a formidable opposition, to stop
peddling unfounded rumour.
