CSU gave him gave a certificate when he graduated. The certificate is lost. That's why CSU said they don't RE-ISSUE. They said it's a third party company that has the responsibility of re-issuing. It's only transcript they can re-issue countless times because you might need it to be sent to several other places. Certificate is meant to be yours while transcript can go to many places based on your many requests. The talk is about re-issuance of the certificate. It's obviously in their records that he attended and graduated from the university.
