You are here : Home » News » Buhari set to launch N20bn loan for rice farmers on Tuesday November 14, 2015 at 2:31 pm in News FacebookTwitterSMSWhatsApp By Favour Nnabugwu ABUJA-President Muhammadu Buhari (PMB) will on Tuesday officially launch N20billion ‘Anchor Borrowers’ Programme’ (ABP) which the Central Bank of Nigeria has set aside for rice farmers across the country. The programme which is an initiative of the Central Bank of Nigeria (CBN) aimed at creating an Ecosystem to link out-growers (Small Holder Farmers) to local processors will take place in Kebbi State. Under the ABP, the CBN in a statement Saturday said it has set aside the sum of N20 billion from the N220 billion Micro, Small and Medium Enterprises Development Fund (MSMEDF) for farmers at a single-digit interest rate of 9.0 per cent to address the challenges of poor funding. The Governor of the CBN, Mr Godwin Emefiele who met with rice producers and millers recently, said that the developmental initiatives programme has been designed to create economic linkages between farmers and processors to not only ensure increased agricultural output of rice paddy, but also importantly close the gap between production and consumption by ramping up utilisation capacity of Nigeria’s integrated rice mills. Emefiele said If these noble objectives can be achieved, it is not unlikely that the country will require even more integrated milling capacity to meet the huge local production of rice paddy. According to him, “The essence of the meeting was not to apportion blames to any party on the current prevailing situation but to identify ways for all stakeholders to work together in a creative synergy to mop up any excess unsold paddy and going forward key into the CBN’s ‘ABP. Emefiele who expressed optimism that the new initiative would work, urged millers and investors in the rice value chain who have been joined by representatives of the state governments of some key rice producing states to collaborate with the CBN to ensure that in the next few years Nigeria as a great country will no longer be one of the world’s highest importer of rice but a net exporter of the commodity. He, however, said that the country can never fully attain its true potentials by simply importing everything into the country, stressing that such trend has resulted in the low operating capacities of the manufacturing industries and cannot be allowed to continue. He explained that policy document of the programme also indicated that the anchor borrowers’ programme will build capacity of banks in agricultural lending to farmers and entrepreneurs in the value chain, reduce commodity importation. It will also reduce the level of poverty among small holder farmers and create jobs while assisting rural small-holder farmers to grow from subsistence to commercial production levels. He identified lack of mechanisation, low quality inputs and poor funding as major hindrances to rice production in Nigeria but stressed that the programme was aimed at solving the problem of finance. On the conditions for accessing the loan, the CBN boss said the farmers will be thoroughly trained on the global best agronomical practices. “The farmers must be a member of a validated cooperative before applying for the loan. We will find out how much it will take to produce one hectare of rice to determine the amount that will be given to each individual. The idea is to enhance efficient management of the resources” he said. Speaking further, he said Nigeria is a major rice producer with over 20 key rice producing states in the country with most cultivating under two seasons: wet and dry seasons. “Rice is one crop in which the country has comparative advantage to easily become self-sufficient given the huge potentials that exists. Today, rice is no longer considered a luxury food to millions of Nigerians but has become a cereal that constitutes a major source of calories for both the rural and urban populations of the country.” “Indeed figures from the Federal Ministry of Agriculture and Rural Development indicate that in the period, 2012 to 2014 paddy rice production in the country grew from 4.5 million metric tones in 2012, to 7.89 million metric tones in 2013, peaking at 10.7 million MT in 2014.” The Governor said that the capacity of the country to achieve even better production figures cannot be overemphasized, considering that only about 40 per cent of the available potential land area for rice production is currently being cultivated. He stated that the production figures above show that in recent history, the country had never witnessed such rapid growth of paddy rice production. Meanwhile, some dynamic features of this new agricultural initiative include the Identification and selection of Small Holder Farmers, grouping of out-growers into viable cooperatives/clusters, registration of the cooperatives, determination of the economics of selection and engagement of banks/ insurance companies, capacity Building of out-growers, banks’ staff and extension agents. Sabrwahaqqo:Thanks bro. That is my point, while she is pressurising me, she believes that she can cope with any situation dat we find ourselves. I believe that there are things I shud do before I marry. Imagine someone telling u dat its better to marry before going for NYSC (March, 2016) when am not planning of building my life. Now she drawing the attention of her relatives towards me by giving them gift and telling themthat it comes from me, and that's why I created this thread. Am confused, cos am not ready to marry now neither am I hoping of breaking up with her (but I think this is d best option). IMO |

400billionman:You really get my points bro. There is a difference between being ripe for marriage and being ready for marriage, I luv her no doubt but am not ready to settle down because I still have some things to cover up before being responsible to a family of my own. The pressure from her is much and because I luv her, I can't breakup with her. Its just I think the money issue is draw me closer to her family members. Not really about refunding the money is my problem but am thinking if she will continue doing that to build a bond between me and her family members. Because if the pressure persists, I won't hesitate to breakup with her so that I can fix my life the way I want it to be before settling down. |

Counsellors in the house please what can you say about this? My girl who is about to round up her university education (same level with me) is pressurising me that we should get married (that its better if that can be done before leaving for the NYSC. Although she is a nice girl, I am not ready to marry for now as I am still not stable financially, besides she is too desperate (because she is scared of loosing me) thus, I had to tell her that she should not wait for, if she sees someone to marry her, she should proceed. My worry now is that she introduced me to her Aunty 2years ago as her friend. Recently, her Aunty has some financial challenges and the offered an assistant to her but she said I was the one that gave her the money to give her Aunty. She did not inform me about it until she had given the Aunty the money. Although I have my immediate financial challenges, I promise to refund the money to her. My quesions are: Should I rebuke her for not telling me before doing what she did? What is she trying to make out of her actions? Please I need more advice on what to do about it. (matured advice only even as I know my fellow NLers will insult and abuse me aswell, I still need to share my worries) Thanks |

FYI Akpabio did not destroy his 2nd term bid because 'he is not the only educated man in the state' but because Akpabio wanted to destroy OBA's ambition for governorship (because he knows OBA will certainly win in a free and fair election and Akpabio can't control OBA), thereby compensating him (OBA) with Enang's ambition so that he (Akpabio) can place his stooge in the govt house. So who is the self-centred one? |
Happiness87:Is the kind of people we have in Akwa Ibom State the type people can help? Atleast he ensured that the onshore/ofshore dichotomy is passed and former gov. Victor Attah fought with OBJ to make sure dat the state benefits from it. Thank God their fight was successful and Akwa Ibom state is getting the allocations. The question now is were are they (Enang and Attah) in the affairs of the state? They have been sidelined in the affairs of the state, Attah that is respected in other parts of the country is insulted here in his state. Enang on the other hand was distabilised by Akpabio so that OBA does not contest with his (Akpabio). So now who are the ones controlling these resources that the duo fights for, and how are they paid back for their little sacrifice? We (southerners) are here chanting that PMB shouldn't have appointed the only southerner out of six appointees because of our greed, yet if he appoints the northerners that he knows are credible, we will still complain. Don't forget that PMB didn't appoint him because he is now an APC member but because of his credibility. That's why PMB didn't inform his party. Expect more shockers on the ministerial list and I eyen Akwa Ibom don't care if he appoints the northerners (with credibility) all through. As far as Nigeria move forward from what we experienced in the last administration...... |

Akpabio and Obong Bassey Albert (OBA) comes in. Yes, the duo 'drops for the boys' but can they do the representations especially the OBA, that Akpabio gave Enang's mandate to. Is he in the house at all, who have heard of him after the election? Is that the representation? Lest I forget, with Sen. Enang's appointment by the PMB's administration, it shows that he has been screened and found fit for the job (no funds laundering found on him). Could that be said of the OBAs and Akpabios that enjoys seeing the youths (suppose to be doing something meaningful with their life) singing for them while the dangle few notes on them, wud they have loved to see their children be a professional praise singer for other politicians? There is more to just dashing money (especially if not looted), it is called INTEGRITY. |

I agree with this but if the party cannot appoint names of house leaders to the legislative arm of the government, I don't see why they should send names to the executive arm of the government. In other words, if the party is to give the zones in which key leaders should go to inthe legislative arm, then they should do same (not names) to the executive. |
