A plc company is owned by it's shareholders and managed by it's directors, if a plc company has 1000 shareholders, then it has 1000 owners.

of course Majority shareholders have the right to vote for and elect members of a company's board of directors, which means majority shareholders have a direct say in how the company is run.

So the more your shares the more influence you have on the company's decision making, but you're not the sole owner. For you to be the sole owner of a company it has to be a private company.

For example, twitter was a public company owned by it's shareholders, Elon musk bought all the shares in the company and turned it into a private company, in this way Elon musk is the owner of Twitter.
