Soldier Killed By Boko Haram
The soldier identified as Captain Hassan was killed during a military operation against the Boko Haram insurgents in Bita Forest near Damboa Local Government Area of ​​Borno State on Friday.

The soldier before his demise had been recognized by the Borno state governor, Kashim Shettima for his gallantry at the battlefield.

The ruling All Progressives Congress in Osun State and a former deputy governor of the state, Senator Iyiola Omisore, have disagreed over the management of the state’s resources.

The APC, in a statement in Osogbo on Sunday by its spokesperson, Mr. Kunle Oyatomi, said Governor Rauf Aregbesola had been vindicated by the report of a financial expert which ranked Osun State as the second wealthiest state in the country despite the economic recession.

But Omisore had earlier in a statement issued by his media assistant, Dr. Jide Fatokun, said Aregbesola was incompetent in financial management, alleging that the governor had plunged the state into a huge debt through questionable projects, which he claimed resulted in over one year salary arrears of workers and unpaid pensions.

The APC statement read, “The Peoples Democratic Party leadership in Osun should bury its head in shame henceforth as they have been proved tragically wrong in their vicious criticism of the Aregbesola-led APC government of the state.

“Reason is that the latest assessment of a financial expert in the economic hub of Nigeria, Lagos has shown that as a result of the prudent financial, political and economic management of our leader and government, Osun emerged the second best in 2017, in terms of poverty alleviation and as a consequence, became the second wealthiest among the 36 states of the federation.”

He alleged that the criticism against the financial management of Osun by Omisore, Dr. Jide Fatokun and Otunba Sunday Williams among others was a display of viciousness and ignorance.

But Omisore said the economic reality in the state was not only an indication of incompetence and bankruptcy, but also a reflection of the absolute lack of knowledge of public financing and appropriation process by the governor.

The former deputy governor said, “It remains very sad that after eight years of the Rauf Aregbesola-led APC government in the state, its leadership still whines in its incompetent game of blaming previous administrations, a glaring sign of its inability to respond to the budget issues raised by Omisore and the PDP.

“In seven and a half years, the APC has accrued colossal debts of N416bn, dubious uncompleted projects of over N500bn; N119bn salaries and wages arrears of workers, retirees and pensioners; inflated airport and roads projects. The state has itself accepted its inability to pay salaries, remained unaccountable for the Paris Club loan refund, yet it has the audacity to present a budget it can neither fund nor execute.

“This is again a bad carpenter blaming his tools; an irresponsible leader shifting blame. Rauf Aregbesola and his team should respond to the key issues in the 2018 Osun budget. No salaries and his government has accepted its inability to pay.

“This story has not changed in eight years! Always blaming someone else; this is a sign of ineptitude in leadership. The question is what has Aregbesola/APC done in almost eight years.”

Catholic priest and Spiritual Director of the Adoration Ministries, Enugu, Rev. Fr. Ejike Mbaka, has warned President Muhammadu Buhari that Nigerians will ‘change’ him in 2019 if he does not change his style of leadership.

The priest advised Buhari against seeking a second term, and warned that the President risks being ‘blown away shamefully’ by the wind of change which he set off when he defeated former President Goodluck Jonathan in 2015.

Mbaka, who was hitherto one of Buhari’s most vocal supporters, spoke during a special New Year Eve service at the Adoration Ground, in Emene, Enugu.

The fiery priest’s ‘romance’ with Buhari started at a similar event, on the eve of January 1, 2015, when he condemned the incumbent President Jonathan, in a message entitled, ‘From good luck to bad luck.’

Mbaka had, in the sermon, asked Nigerians to reject Jonathan of the Peoples Democratic Party during the 2015 presidential poll and predicted Buhari’s victory.

Buhari eventually won the election and, months after his inauguration, received Mbaka in the presidential villa.

However, subsequent statements attributed to Mbaka suggests that his support for Buhari was waning, and in 2016, he warned the President that Nigerians would not vote for him in 2019 if he did not address the high level of hunger and suffering in the country.

Mbaka not only restated the warning but went further to declare that Buhari was ‘toying’ with the victory he won in 2015, in a fiery sermon on Sunday night.

He declared that if Buhari did not ‘sit up,’another person would take his office.

Expressing dissatisfaction with Buhari’s leadership, the priest noted that 2017 was one of the most horrible years in Nigeria’s history, and demanded that the President change his ‘change agenda’, which he described as questionable.

Mbaka, who had in the past faulted the President for not appointing the right people and listening to the wrong advice, said the hardship in the country was foisted on Nigerians by a cabal that had ‘kidnapped’ the President.

The cleric, who declared that Nigerians would soon be rescued from ‘captivity,’ urged Buhari, who, according to him, “is in trouble, to immediately do away with the wrong people” he surrounded himself with.

Noting that ‘God forced him to speak out,’ Mbaka said, “I had wanted to pray for you (Buhari) and go because I don’t want anybody to attack me, I don’t want the Bishop to invite me, I don’t want politicians to attack me anywhere. But God forced me, you must say it.

“Listen to me – 2017 became one of the most horrible years in this country.

“The Lord says captive Nigerians, you will be speedily rescued. Things are very very difficult, hard and tough nowadays. The hardship is not from God, they are man-made.

“The wicked cabal and satanic agents in this country have wickedly kidnapped the goodwill and good intentions of Mr. President, Muhammadu Buhari. His good intentions have been kidnapped.

“President Buhari must wake up and sit up immediately. Heaven demands Buhari, our President, to change all those who are holding and caging him in captivity. If he will not change them, he will be changed.

“Mr. President, wake up, sit up. God said you are toying with the privilege given to you. There is no time. Nigerians are dying in your hands. People are not happy with your system.

“Change or you will be changed – God said that Buhari is in trouble. Buhari is hypnotised. Buhari is in a horrible bondage. Buhari’s mantra has been cannibalised.

“Unless President Buhari quickly and strategically positions the right people and changes the former ones inaugurated by him, the wind of change, that he himself inaugurated, will blow him away shamefully.

“The wind will be too strong that Mr. President and the cabal will be blown out of office shamefully.

“The wind will be irresistible for it will come like a hurricane. Buhari can handle this problem but his office, if he is not careful, another will take.

“Change or you will be changed; after all, you are the one who introduced change as your mantra.”

The priest insisted that rather than the said cabal, Buhari should be blamed for the problems in the country.

“Mr. President, you are to be blamed, not your cabal. You have your brooms, but the cabals have their bags; either you sweep them away or they throw you into the bag.

“Heaven cried that your methodology is not just archaic but too sluggish, very slow.

“The situation in Nigeria needs speed but you are too dull,” he said.

Mbaka also faulted Buhari’s anti-corruption campaign.

He said, “His (Buhari’s) pattern of battling corruption is not just archaic and barbaric; it is a witch-hunt, terribly selective.

“Mr. Buhari, as the President, why should you be picking and choosing those that you and your so-called EFCC man would want to arrest, so that your party becomes a hideout for criminals, so that any person who does not want to be arrested will become an APC person? Is that not corruption in itself?

“It is the same people that go to the APC, they drop their umbrella and pick the broom, but instead of using the broom to sweep away corruption, they are using it to sweep money into their pockets.

“Your change mantra is questionable. You are to change your change or you will be disgraced out of office.”

Mbaka noted that Buhari’s failure to check the excesses of the Fulani herdsmen had cast doubts over his agricultural development plan.

He said, “Why should you be talking about agriculture and you leave the Fulani herdsmen? Farmers don’t have hope; don’t you hear what is happening in the country? Can’t you use your presidential mandate and help the less privileged?”

The priest declared that Buhari was not a President in the real sense of the word.

“The spirit of God says that Mr. President is just President in the mouth – he is not the real President per say. He is a pseudo-President, people are running the government the way they like and giving him articles to sign.

“Mr. President doesn’t know what is happening in his government, what a pity,” Mbaka said.

The priest urged Buhari to jettison plans for a second term in office.

Mbaka said Buhari had himself to blame for his problems, especially after failing to heed the advice of his wife, Aisha.

He said, “Mr. President, as I was waiting on the Lord, I am asked to advise you, don’t come out for second tenure, after this, retire peacefully.

“Mr. President, you are the cause of your own problem. God gave you an adviser, a wonderful mentor, a visionist, a matriarch, in the person of your wife, Aisha, but you don’t want to listen to her; that woman is heartbroken, because she understood that you are not yourself.

“Come back to yourself or you will cry by the time you will be sent out of office. Those who are encouraging you to come out and run again, they want to disgrace you shamefully and publicly.”

Mbaka also noted that age was not on Buhari’s side.

Noting that the North ought to complete its tenure even without Buhari, Mbaka suggested Gombe State Governor, Ibrahim Dankwanbo, as an alternative.

According to him, although he does not know whether Dankwanbo was in the All Progressives Congress or the PDP, he knows that the man has what it takes to lead Nigeria.

“I am not campaigning for him (Dankwanbo) but I am talking about somebody who can lead us forward; somebody with vision; to change Nigeria is not difficult.

“Wherever such a person is, let his party make him available for Nigerians to see it,” Mbaka said.

The priest added that it was not yet the turn of the Igbo to produce the President.

PRESS BRIEFING BY THE OYO STATE COMMISSIONER OF POLICE, ABIODUN ODUDE, HELD AT THE COMMAND HEADQUARTERS, ELEYELE, IBADAN ON 29TH DECEMBER 2017.

(1) HIJACKED FUEL-LADEN TRUCK RECOVERED, SUSPECT ARRESTED:

A soldier, Corporal Akapan Edet aged 28 serving at the 81 Battalion, Mokola, Ibadan has been arrested along with four others for hijacking a fuel Laden truck along Akobo, Iwo road on 17 /11/ 20117.

The criminal gang, according to investigation, is responsible for waylaying and subsequent hijacking of trucks along expressway.

The gang led by the soldier who was clad in full military camouflage on the aforementioned date at about 2130hrs, hijacked a 40,000 litre truck with Reg.No ABJ 132 XA and abducted the driver and his motor boy to Omi-Adio area after robbing them of their valuables.

The truck was thereafter driven to Ilese/Akure road by some of the gang members. The victims raised alarm which brought about the arrest of the suspects by Special Anti robbery squad of the command. Three other members of the gang were later arrested in their criminal hideouts in ibadan.

The suspect confessed to the said crime. Suspects (1) Cpl Akpan Edet (2) Onyeka Joshua (3) Onhonwen Raphael (4) Ugo Monday (5) Ifeanyi Emmanuel.

(2) EMPLOYEE WHO ABSCONDED WITH MASTER’s TRUCKS NABBED, EXHIBIT RECOVERED:

The special Anti-Robbery Squad of the command recently arrested an employee of George Investment Company, Ibadan who stole six Sino trucks, and a Toyota Camry car belonging to the company that were entrusted in his care.

Upon petition by the CEO of the company, Wang Shou Bo,a Chinese. On the 27/11/ 2017 the command SARS carried out a discreet investigation which led to the arrest of the suspects in Edo and Abuja.

The six trucks were sold to a criminal receiver in Kaduna at rate of 20million while a Toyota Camry was given to a yet to be identify Pastor in Abuja. The six trucks and two cars was recovered back and receiver arrested as well. The suspects (1) Olaronbi Saheed (2) Abdulkareem Yusuf (3) Ibrahim Babankulu the criminal receiver.

(3). ARMED ROBBERY GANG SMASHED:

Three members of armed robbery gang arrested by the Command. The suspect who until their arrest belongedto a dare-devil armed robbery gang responsible for the spate of robbery in some parts of Ogun and Oyo States.

The gang have successfully attacked innocent residents of Sanda community,Molete and robbed them of valuable property. A member of the gang was however arrested by Felele Division on 7/12/ 2017 while fleeing from scene and recovered cut to size single barrel gun.

Further investigation by SARS led to the arrest of other two members with another cut to size gun. Suspects (1) Olorunkemi Abiodun (2) Abimbola Segun (3) Taye Shittu.

Exhibit recovered two cut to size barrel guns, two laptops, Eight mobile phones, a mask and criminal charms.

(4) SUSPECT ARRESTED FOR UNLAWFUL POSSESSION OF COUNTERFEIT CURRENCY :

On 19/12/2017 at about 1630hrs, one Yusuf Ishola aged 30 was arrested with two hundred and ninety four pieces of counterfeit 1000 naira note.

The suspect and one other at large often fraudulently used the fake naira to purchase expensive items from unsuspecting individuals and notable shops in Ogbomoso and other parts of the state.

All over the world, Nigerian women have been blazing the trails in different fields of endeavour, raising the country’s flag high and challenging those behind to aspire to the stars. KUNLE FALAYI presents some of the women who attracted attention for their great feats in 2017

Nigeria’s bobsleigh team

For the first time ever, a Nigeria team of three delectable ladies made history for being the first ever African team to participate in the Winter Olympics.

The trio of Seun Adigun (30), Ngozi Onwumere (25) and Akuoma Omeoga (25) shone like stars after successfully completing five races in the 2018 Winter Olympics. Before them, bobsleigh was as alien to Nigeria as snow on which it takes place is.

It was never an easy feat for these ladies. Adigun, who is the driver of the team, had to launch a Go Fund Me campaign to raise funds which would make their dream of competing in the tournament possible. It was a $75,000 target which she achieved in 11 months. And with this, they entered the history books in Nigeria and Africa.

They will now compete in Pyeongchang, South Korea in February 2018.

Multiple media reports have described them as both beauty and brains. The reason is not so far-fetched. Adigun, who represents Surulere, Lagos, combines her love for the sport with a combined academic study for a Doctorate of Chiropractic from Texas Chiropractic College and a Master of Science in Exercise & Health Science from the University of Houston-Clear Lake.

Onwumere, representing Imo State, is an established athlete with a gold medal to her credit from the 2015 All African Games. She is also a PhD student.

Omeoga , on the other hand, is a collegiate track and field athlete and a graduate of the University of Minnesota. She is representing Umuahia, Abia State on the team.

The ‘Pepper seller’ PhD record breaker

The story of Adeola Olubamiji stole the hearts of many when it hit the news a few months ago. It’s one of the most inspiring stories to come out of the year.

Olubamiji, who become the first black person to obtain a PhD in Biomedical Engineering from the University of Saskatchewan, Canada, drew nationwide accolades when the achievement made headlines in the country. The academic feat alone was not what drew admiration but her grass-to-grace story.

In her own account which she shared on her graduation, she said that as the fifth and last child of a mother who “was a farmer and a father who had little”, she hawked pepper on the streets of Ibadan, Oyo State as early as 10 to help her mother. “I always had to wait for my turn. I was the last, a girl child and raised by a mother who’s a farmer.”

Olubamiji said, “Because I had a 2.1 (in Physics at the Olabisi Onabanjo University, Ogun State), it opened doors for me to proceed to Finland for a Master’s degree in Biomedical Engineering. During this Master’s degree, I worked part-time as a cleaner and I continued the job after my Master’s degree as well.

“Out of determination, I applied to over 100 schools for my PhD and finally got a full three-year scholarship (later extended to four years) at the University of Saskatchewan, Canada, to pursue a PhD in Biomedical Engineering.

“While in that PhD programme, I worked part-time as a makeup artist, teaching assistant. I also braided hair and fixed weaves to make extra money.”

The Para Champion

A few weeks ago, Alice Oluwafemiayo lifted a weight of 145kg and smashed the women’s +86kg world record in Mexico on the first day of the World Para Powerlifting Championships. With that achievement, she writes her name in the sands of time.

It was a record previously held by compatriot, Loveline Obiji, who lifted 144kg in 2014. The fact that Oluwafemiayo achieved the feat in her fourth attempt did nothing to dampen the enormity of the achievement. “I feel very happy, it was not something I was expecting,” she had said.

Trailing her were China´s Feifei Zheng, who lifted 130kg, and Egypt´s Geehan Hassan who took the third place with a weight of 125kg.

The lawyer who won Queen Elizabeth’s heart

A multiple-award-winning solicitor, Olufunke Abimbola-Akindolie, put a prestigious feather in her cap a few weeks ago when she was awarded the Member of the Order of the British Empire by Her Majesty, Queen Elizabeth II.

The lawyer joined a short list of Nigerians who have been so honoured when she became an honouree of the British Queen for “her contribution to the diversification of the legal profession.”

Abimbola-Akindolie is said to be the most senior black lawyer working within the UK pharmaceutical industry and one of the most senior globally. She dedicates a part of her time fighting for diversity in the UK and beyond, an endeavour that has attracted a number of awards and honours from different parts of the world.

She is the general counsel and head of financial compliance at Roche UK, a company she joined in 2012.

The ‘Perfect score’ lady

In 2013, the news broke that a 17-year-old girl from Osogbo, Osun State, Folafoluwa Oginni, had emerged number one out of thousands of other students who sat the 2012 May/June West African Senior School Certificate Examination.

Oginni, who beat two other girls by having a perfect score in all her eight subjects that year, was not done.

She proved that that feat four years ago, was not a fluke when she hit the headline once again in August that she had broken the University of Hertfordshire, UK record for the perfect score of 5.0.

At 21, Oginni aced her law degree with A’s in all the courses and went on to be the first Nigerian valedictorian in the university.

Questions have arisen about whether some of these women, who are lifting the flag of Nigeria high abroad deserve a similar recognition in their country.

But a public analyst, Mr. Dega Akeem, said they do, but that the step was unlikely considering the fact the country is more concerned about “villain-worshipping than hero-worshipping”.

According to him, for every good deed that is honoured, a generation coming behind “graduates” from a materialistic one to a service-focused one.”

He said, “The truth is that there are a lot of Nigerians doing extraordinary things abroad. When you honour some of them, you not only make them proud of their country, you also show people looking up to them that their feats are honourable.

“I followed Nigeria’s bobsleigh team and realised that they even raised money by themselves to get into the competition. What has happened since they did the country proud ? A country is only as good as how it treats its heroes.”

A sociologist, Dr. Jibril Adeniyi, also corroborated Akeem’s opinion.

According to him, when a country takes extra-ordinary achievements seriously without recourse to the pedigree of the individual, it is ripe for the development.

“You cannot stop the age-long brain-drain in the country by overlooking people who have made the country proud abroad. I believe that the state governments these individuals belong to owe the younger generation the service of honouring people like these,” he said.

The Chief Research Analyst at FXTM, a foreign exchange brokerage and investment firm, Mr. Lukman Otunuga, speaks on how political and economic developments in Nigeria and overseas are impacting on the country’s economy, in this interview with OYETUNJI ABIOYE

WHAT is your assessment of the 2018 budget proposal currently before the National Assembly?

Looking at the budget proposal, it seems that what it attempts to do is to consolidate on the gains of 2017’s. Oil production was based on 2.3million barrels per day while oil price was $45. It was quite interesting that oil production was based on 2.3million barrels per day. If you look at oil production in the third quarter of 2017, it was actually two million barrels. The Federal Government has done a good job in dealing with the Niger Delta Avengers. It actually paid off. Nigeria was actually exempted from oil production cut due to events that happened in the Niger Delta. If OPEC had requested Nigeria to cut oil production from 2.1million barrels per day, there could have been cause some more headwinds to the 2017 budget. One of the reasons why the 2017 budget is underperforming is because its passage was delayed. And I think the Federal Government has learnt its lesson from that. That is why I said that for this 2018 budget to be truly successful, it has to be from January to December. Another issue with the 2017 budget had to with the oil volatility back in 2016.

The Central Bank of Nigeria has been injecting dollars into the foreign exchange market to stabilise the naira exchange rate. Is this sustainable?

The CBN has done well by introducing the NAFEX. But the whole effect of constantly injecting the dollars in the forex market may not be sustainable in the long run. There is this taboo many people don’t like to speak about: We always speak about naira devaluation when the central bank actually allows the naira to truly find its equilibrium value. Of course, this could impact some Nigerians because you saw what happened back in February when the attempt to do so made the inflation to skyrocket. The first step the central bank could take is to abolish multiple exchange rates and have one. Of course, that will require devaluation.

Nigeria needs foreign portfolio investments to stabilise the economy. What can the government do to attract Foreign Direct Investment?

Naturally, what attracts the FDI are simply stable exchange rate and solid infrastructure. These two can attract foreign investment.

What can the government do to enable the MSMEs to contribute to economic development?

What I believe Nigerian government can do is to promote entrepreneurship is to inject more funds into that sector. Like in the United Kingdom and United States, there is a scheme where government provides funding. Government should show more support.

What is the role of agriculture in stimulating the economic growth?

Agriculture is one of the big steps Nigeria can take. Few years back, 20 per cent of Nigeria’s Gross Domestic Product was from agriculture. The sector can absorb about 60 per cent of the population. I think the government needs to do more to push the teeming unemployed youths into agriculture by providing incentives like schemes and internship. The Federal Government needs to give farmers the opportunities to employ more people. Agriculture is a good way for Nigeria to grow. When Nigeria has the ability to ensure food security and export, it will be a very good step for the future.

The naira exchange rate has stabilised. Do you think more still needs to be done regarding this?

Yes. Looking at the naira, it has come a very long way compare to the start of the year. The introduction of the NAFEX has actually played a key role in naira’s stability and the improvement in dollar liquidity. As of today, we see dollar in the region of N360 compared to the official rate of the central bank at N305. It’s a great improvement.

As regarding what needs to be done, the CBN aspires to have just a single exchange rate. When there are multiple exchange rates, the central bank may be pushed to depreciate the naira so that the naira can find its true equilibrium value.

We’ve seen more dollar inflows to Nigeria in recent months. How can we sustain this?

For Nigeria to sustain the increase in foreign investments, the government needs to look at what investors are looking out for in the economy. They look forward to economic and political stability. The CBN will also need to look at what it can do to abolish multiple exchange rates. To sustain and increase dollar inflows into the country, the Federal Government must work hard to fix infrastructure. Nigeria should invest more in strong economy and infrastructure. If the weak economy continues to improve and inflation stabilises to about 12 per cent next year, it can attract the sFDI.

How can the authorities grow the economy now that we have exited recession?

It is good that Nigeria has exited recession. A good part of the growth was as a result of the rebound of oil prices and agricultural output. This shows that Nigeria is already taking steps to actually promote sustainable sources of growth. For Nigeria to continue growing, I believe the government should look towards agriculture. The sector has the ability for Nigeria to shake the world.

For example, agriculture accounts for more than 20 per cent of Nigeria’s GDP, and it has the ability to engage 60 per cent of the population. I think government should have incentives to push the youths because we know there is high youth unemployment. Not only will this allow Nigeria to maintain or achieve food security; surplus from the agriculture could be exported and of course promote economic growth.

Do you support the CBN’s plan to lower the benchmark interest rate in 2018?

The CBN is trying to play the right card. What the CBN is waiting for is inflation. At the start of the year, there was cost-push inflation that impacted the economy but things have stabilised now. If the inflation rate comes down, I believe the central bank should lower the interest rate and this will boost confidence for businesses to bubble and ultimately cause economic growth. I support lowering interest rate but when the time is ripe. When the inflation eases further, the CBN will be comfortable to cut interest rate. Lowering of interest rate is not ripe now that inflation is high.

A policeman, Sergeant Akpa James, has been dismissed from service for allegedly killing one Ohimi Ojima in the Ajaokuta Local Government Area of Kogi State.

James, before his dismissal, was attached to the Special Protection Unit, Zone 8, Lokoja.

A statement by the Kogi State Police Public Relations Officer, ASP William Aya, on Sunday stated that Ojima, before his death, had an argument with security men in the Ajaokuta Steel Company when he was ordered to make a U-turn to the direction of the road where he was coming from as the road was the only accessible road to Ajaokuta Steel Company Limited.

Aya said, “The victim ignored the order and went to the extent of attempting to disarm the sergeant; he was fatally injured in the process.

“He was rushed to ASCL Hospital, Ajaokuta, for medical treatment, but he gave up the ghost.

“The sergeant was subsequently arrested, detained, tried in an orderly room trial and dismissed from the Force. He will be charged to court after investigation is concluded.”

The PPRO also refuted claims that the deceased was the younger brother of the governor of Kogi State.

“The command wishes to state categorically that the sergeant is attached to the Special Protection Unit, Zone 8, Lokoja and not Police Mobile Force (PMF).

“Also, the report that the deceased was a younger brother of the governor of Kogi State is false in its entirety. The victim was from the Ibaji Local Government Area of Kogi State.

“The command urges members of the public to always confirm the true nature of incidents before sending such to the social media or any other platform so as not to mislead the people of the state.”

A dog named Cola, who had his two front paws chopped off in Thailand, Bangkok, is now able to run again after a veterina opaedist replaced his missing feet with blades.

Sky News reported that Cola was taken to a vet after he was hacked by a man with a sword because he gnawed on a pair of boots.

The dog survived, but was left with two stumps for front paws.

Now, he has a pair of blades a Paralympian would be proud of after being taken to Soi Dog foundation on Phuket Island.

The lightweight feet were tailor-made for Cola, who was not able to move around in his heavier prosthetics.

The dog’s owner, John Dalley, who rescued him, said, “(These legs) give him a lot more balance, a lot more speed.

“It’s actually quite amazing how adaptable dogs are and how forgiving they are.”

Cola is believed to be the first dog that has had the more expensive suspended-style prosthetics, made recognisable by British Paralympian, Jonnie Peacock.

His limbs sit in a socket, and his feet suspend around in a C-shape.

“What we wanted to achieve was … something that was not so heavy, that could be a bit flexible in the feet so that when he jumps and bounces, they would not be completely stiff,” said the director of the orthopaedic lab which fitted the blades, Teddy Fagerstrom.

He added, “Cola is not embarrassed being an amputee. He just acts as he always did.

“I think he will show that having a good pair of legs will make it possible for you to continue to run and have fun.”

The Flag Officer Commanding, Eastern Naval Command, Rear Admiral Victor Adedipe, on Friday, disclosed that illegal refineries were being destroyed on a daily basis in the command.

Adedipe, who disclosed this in Calabar shortly after decorating two senior officers of the command with their new ranks, said the task of destroying the refineries had become a regular exercise in order to discourage illegal bunkering.

The FOC decorated the first set of Commodore in the nursing medical field of the Nigerian Navy, Commodore Mary Adetola, who was recently elevated from Captain to Commodore.

He also decorated Mohammad Zakariya who was also promoted from Lt. Commander to Commander in the Nigeria Navy.

Speaking on the successes recorded by the command in 2017, the FOC said that the year has been a successful one for the Nigerian Navy.

According to him, the command has discharge its constitutional duties creditably by maintaining a steady presence at sea for commerce to thrive.

“We have done quite a lot in 2017, whenever this illegal refineries spring up and we discover them; we shut them down on a daily basis.

“We have equally arrested quite a number of criminals at sea who were terrorising ships and other vessels that were traversing our maritime environment.

“We have some challenges; we still have inadequate platforms and logistic challenges. But, within the constraint of what is provided, we will continue to function very well,” he said.

The FOC congratulated the newly decorated senior officers and urged them to see their promotion as a call to higher service.

Responding, Commodore Omotola, a matron in the Navy Hospital, Calabar, thanked God for her elevation to a higher rank.

She promised to work hard to justify the confidence on her, assuring that she would continue to discharge her constitutional duties effectively.

“I want to specially thank the Almighty God who has made this day a success. My sincere appreciation also goes to the Chief of the Naval Staff and the FOC for finding us worthy of this gracious promotion,” she said.

The Federal Government has said it cannot give the exact time when the East-West Road will be ready for use.

The government said there was no definite dateline for the completion of the dualisation of the highway which was awarded 11 years ago during the administration of Chief Olusegun Obasanjo.

The Minister of Niger Delta Affairs, Mr. Uguru Usani, disclosed this at the 2017 ministerial press briefing of the ministry in Abuja on Thursday.

The annual event was aimed at showcasing the achievements of the ministry.

Hinging his position on lack of funds, the minister said, “You cannot fetch water from the rock if there is no fountain.”

Usani added, “I’m as anxious to know when the road will be ready. However, we cannot say when the road will be ready unless we know our financial capacity and capability. I don’t know the date of completion. So, pray for us to get money.”

The contract for the dualisation of the East-West Road, which cuts across the Niger Delta region, was awarded by the administration of Obasanjo under the Presidential Initiative in November 2006 with a completion period of three years.

Though the completion date of the project has been shifted several times, the minister however said the ministry would “continue to fund the project until it is completed.”

As poet laureate, Niyi Osundare, releases another collection of poems – Only if the Road Could Talk – he speaks about the essence of his works at a programme organised by the Goethe Institut, Lagos, AKEEM LASISI writes

when revered poet, Niyi Osundare, says Human Beings are my Clothes in one of his poems in his Pages from the Book of the Sun, he means more than edifying a Yoruba adage that says Eniyan L’aso mi. In the poem, he lets out a lot about his humanist tendencies – in terms of his ability to like and respect fellow human beings and show appreciation even for the tiniest gift. It is not surprising that in the same fat collection of poems, he dedicates another piece to a man who had gifted him a pen.

Followers of the poetry and, in general, life of the professor of English at the University of New Orleans, US, will, indeed, not be surprised at the focus and tone of his new poetry book – If Only the Road Could Talk: Poetic Peregrinations in Africa, Asia and Europe. It is an account of the poet’s encounters in the indicated parts of the world. The road, the poet’s witness, would not really talk, but the sojourner himself fills the vacuum as he celebrates different people he has come across, various places and the subjects that connected them. So, the poet who had made his Ikere-Ekiti hometown in Ondo State the centre of his poetry book, The Eye of the Earth, his self-humiliating country the focus in Songs of the Season, and a hurricane-ravaged New Orleans the setting of his City without People, now more or less makes the world the sky in which his eagle flies in If the Road Could Talk. With cities such as Lagos, Johannesburg, Cairo, Malaysia, Germany, London and Paris flirtingly celebrated – although sometimes with shrewd criticism hidden in the armpits of imagery – what Osundare presents in If the Road could Talk is largely a poetry of tourism.

When he was thus hosted, last Friday, by the Goethe Institut, Lagos, at its programme tagged Literary Crossroads, it was as if the host and the big guest had for long been working towards a unity of purpose. The road appeared to have assumed another life that evening. At the event held at the institute’s office at the City Hall, Onikan, Osundare spoke about the incidents that shaped If the Rod Could Talk. But with the lead interviewer – if not a persecutor – like The News Publisher, Mr. Kunle Ajibade, the poet could not escape questions that probed the very root of his art. The fact is that, Ajibade, who has been a beneficiary of Osundare’s poetic largesse, having been celebrated in a poem in Songs of the Season , is so familiar with the guest’s literary odyssey that there was little or no place for him (Osundare) to hide.

In the presence of veteran actress, Taiwo Ajai-Lycett; founders of the Committee for Relevant Arts, Toyin Akinosho and Jahman Anikulapo; Director of Goethe Institute, Friederike Moschel; Drs. Chris Anyokwu and Lola Akande, both from the University of Lagos; and other stakeholders such as the Association of Nigerian Authors, Lagos State Branch, Chairman, Mr. Yemi Adebiyi; Organiser of the Niyi Osundare Poetry Festival, Dele Morakinyo; Segun Adefila, Olu Okekanye, Dagatola, Dami Ajayi and Aduke Gomez, Osundare and Ajibade took the audience through the foundation of the poet’s eventful pilgrimage to the latest offering loaded with Osundare’s typically engaging lyricism.

In a crucial aspect of the bout, Ajibade made Osundare to make a categorical statement on his feelings about the writing of the Nobel laureate, Prof. Wole Soyinka, and other members of his (Soyinka’s) generation. The question bordered on why the Osundare generation rebelled against the pioneers’ thematic and stylistic preoccupation, partly in terms of notoriety for obscurity.

Osundare noted that he discovered the art of cultural rebellion and the passion to rediscover African history right from when he was in Christ School and Amoye Grammar School, Ikere-Ekiti. The search, he said, never stopped even when he went abroad to study. He added that his knowledge of African poetry prepared him to dissociate himself from the literature that would be too difficult for the generality of people to understand and enjoy.

“Does anybody want to ask me how much respect I have for Chinua Achebe and how influenced I am by him?” he asked at the programme moderated by Goethe Institut’s Head of Information and Library, Safurat Balogun. “I said it to his face when he was alive. Each time I told him, ‘Thank you for writing Things Fall Apart’ or ‘I would not have been a poet or I probably would have been a different poet if you did not write it’, he would say, ‘But that is fiction, that’s a novel.’ I then told him, “But, yes, looking at the style and pattern, you did something with the English Language which we didn’t know was possible.

“And then I asked myself, ‘How come virtually everybody in Wole Soyinka’s The Interpreters were middle class? What about the cobblers who mended their shoes? What about the tailors who sewed their clothes? What about the farmers who produced the food they ate? When Achebe said Umuofia had made progress, there were now sales stalls and so on, and articles that had been taken for granted in the past had become articles of great trade, I was wondering why Achebe didn’t tell us about what happened to those products when they had left us; how much the producers were paid, the differential between what they were paid and what they really cost?

“That is to say they did not really problematise our African issues enough in the works that we read. I was also reading Marxist Literature. As an undergraduate at the University of Ibadan, I never heard the word ‘Karl Marx’ once. I discovered a lot in Karl Marx, Frederick Engels and so on, as well as the Marxist approach to literature and the sociology of it – Bertolt Brecht, Jean-Paul Sartre, etc. I combined all this with the wisdom that I saw around me and I said it was possible to be a different writer.

“We respect the first generation of writers, surely. But they all operated within the cultural and epistemological milieu in their time. Ours was a little different. I read Soyinka’s The Road, then I read Idanre and other Poems. They were tough. I asked, ‘Isn’t it possible to say this in a simpler and equally effective way? JP Clark had given us some poems that actually led us effortlessly through the channels of communicability – that it is possible to really think in a way that is easily understood by others.

“So the first poem in Songs of the Marketplace,Poetry Is… is a meta-criticism of the very difficult poetry before it. Poetry is not something that is hidden away. African Literature provides us so many examples. Our problem in Africa is that we have always left what is ours, disdained it and dispossessed it of all value and then hunger for something that is out there. A poem is not a poem until it is shared and the hard and fast mechanical distinction they make between song and poetry does not exist in most African languages that I know.

“In Yoruba, you don’t say I’m going to read poetry. You say, ‘Mo fe k’ewi’, that is, I’m going to chant poetry. Our generation saw this and we said revolution was possible in two ways. First, revolution in the subject we have to deal with. We have to move closer to the people who really suffer. Two, we can’t do this unless we speak in the language our people will understand.”

Another critical question Osundare had to answer bordered on the character of young writers in Nigeria. He sees hope in a good number of them. But, despite his usual fatherly petting of the emerging hands, he handed them some knocks too. He said, “You should be the first critic of yourselves. Be charitable, too. There is a cancer among artistes and that is jealousy. When we were criticising the Soyinka, Achebe and Clark generation, we weren’t doing that because we wanted to shoot them down so we could take their place. The sky is wide enough for a thousand birds to fly.

“What I see in a lot of young writers is an attempt to run away from Africa and to write like Americans and Europeans so they can get their books published there. Our culture, which is so rich, has been unable to sustain creativity. This is affecting our younger writers. They have lost faith in Africa; they have lost faith in Nigeria. Nobody dare blame them but I want to advise them: There is usually a day beyond today. Our sleep is not death.”

Back to If Only the Road Could Talk, the poems in the collection are divided into four parts – Feathered Heels, with Feathered Heels and If Only the Road Could Talk; Ex-Africa (Eko, Accra, Alexandria etc); Pacific Peregrinations (Pacific, Lightwards, Malaysian Moments and Korean Songs); and Europe’s Large Foot, with 18 poems, including At Bertolt Brecht’s House, East Berlin, Amsterdam, Prague and Stockholm.

While nearly every poem in the collection is a jolly experience, lovers of succulent verses will particularly be dazzled by the way Osundare robes Lagos and London in linens of words. Amid Eyo songs, he writes, “The Sea is Lagos; Lagos is the Sea/ blue eternity of billowing banters/ thronged expanse with a rainbow/ too wide for narrow skies.”

Noting that he rediscovered London during the 2012 Olympics, which opened with a smashing cultural spectacle, Osundare croons in the poem, London, “Trafalgar Square takes it all fair and square/ In the famous flurry of its pigeons and fancy/ And the camera eyes of far-footed pilgrims/ Mesmerised by the miracles of English genius…”

The All Progressives Congress has described the opposition Peoples Democratic Party’s criticism of the $1bn approved by the National Economic Council for the Boko Haram war as baseless and ridiculous.

The National Publicity Secretary of the APC, Mallam Bolaji Abdullahi, in a statement in Abuja, on Monday, accused the PDP of mischief for insinuating that the APC-led administration was taking the money to build war chest ahead of the 2019 elections.

Abdullahi was reacting to a statement by the PDP in which the party alleged that the APC-led administration was being economical with the truth by saying it needed the approved $1bn to fight insurgency.

The PDP had in a statement by its National Publicity Secretary, Kola Ologbodiyan, wondered why the ruling APC administration would request for such an amount of money to fight the insurgents it claimed to have “technically” defeated.

In response, the APC’s spokesman, Abdullahi, however, described the PDP’s allegations as preposterous, baseless and ridiculous.

The APC spokesperson explained that the Nigerian Governors’ Forum which approved the withdrawal had 11 PDP governors as members.

This, he said, meant that more than one-third of the NGF was made up of members of other parties other than the APC.

Abdullahi also wondered how possible it was for non-APC governors to support a decision to approve funds that were ostensibly meant to fund another party.

According to him, the PDP is by its own admission accusing its governors of disloyalty or suggesting that they were bewitched into supporting the decision.

The APC statement partly read, “We can understand why it is easy for the PDP to arrive at its ludicrous allegation. A similar approval in excess of $2bn was granted to the PDP government when they were in power.

“They knew what they did with the money. It is a classic case of a serial killer who sees even a table knife as a murder weapon.

“The PDP presided over a government that made it possible for money meant for weapons to be diverted into paying marabouts and all manner of political jobbers ahead of the 2015 elections.

“Therefore, the PDP thinks the same thing is about to happen. They have not realised that it is a new day and President Muhammadu Buhari will not play politics with money meant to protect the lives of innocent Nigerians or allow anyone to engage in such brigandage that Nigerians suffered under the PDP.”

In response to another allegation by the PDP that the Federal Government did not need the money to fight insurgency because it claimed that Boko Haram had been technically defeated, the APC said, “winning the peace remains a critical phase of warfare.”

While stressing that the military authorities had done enough to explain the situation, Abdullahi said it appeared that “the PDP does not understand that winning the peace is as important as winning the war.”

He aaded, “There is therefore no contradiction in saying that Boko Haram is technically defeated and saying that more weapons and training are needed for our military and the military of neighbouring countries whose cooperation is necessary to finally rid our countries of the menace of Boko Haram.”

The APC said, as a party, “it understands the pressure that the PDP is facing in its attempt to justify its role as an opposition party.” It however advised the PDP that the role of an opposition party was not the same as opposing everything, including those things critical to national interest.

The ruling party enjoined the opposition PDP to ensure that its governors demand accountability on the money they joined their counterparts in the APC to approve.

The Federal Ministry of Education has set aside N5bn for the provision of “security infrastructure” in the country’s 104 Federal Government Colleges in 2018.

According to the breakdown in the proposed 2018 Executive Budget obtained by our correspondent, the fund will be used for the installation of Closed-Circuit Television Cameras and the construction of perimeter fencing around the schools.

Other items to be procured with the fund are solar-powered street lights and solar-powered motorised boreholes.

Our correspondent observed that the Federal Government also planned to spend N19m on the establishment of language clinics in all the schools, which it said would be a part of the National Language Policy.

Other expenses include capacity building for librarians in all the schools, which will gulp N6,652,000, as well as the physical assessment of their libraries, which will cost the ministry of education N6m.

The ministry will also expend N10m on the deployment of counsellors to tackle anti-social behaviour, such as drug-related issues, child labour and violence against children in the six geo-political zones in 2018.

Our correspondent noted that the government planned to evaluate 500 secondary schools in the six geo-political zones in 2018 and produce a report of the evaluation. Both actions will gulp N81,676,925.

The breakdown partly reads, “Item ERGP23103147 – Provision of Security infrastructure in 104 colleges: Perimeter fencing, solar street lights, solar powered motorised borehole and CCTV at N5,000,000,000. ItemERGP30103118 – Capacity building for 104 Federal Government Colleges Librarians at N6,652,000.

“Item ERGP30103122 – Physical assessment of FGCs libraries at N6,000,000. Item ERGP30102876 – Development of National Language Policy, establishing and equipping of Language Clinics in the 104 Unity Colleges at N19,000,000.”

Other projects in the line-up include the compilation and dissemination of skilled-based pupils textbooks for Classes 1 to 6, Junior Senior Secondary 1 to 3 and teachers’ manuals on nutrition education for schools which would cost over N10m.

The Chief Justice of Nigeria, Justice Walter Onnoghen, on Thursday admonished judges to be wary of the antics of politicians as Nigeria gradually stepped closer to the 2019 general elections.

Speaking in Abuja while declaring open this year’s edition of the Annual Conference of Justices of Court of Appeal, the CJN gave this charge against the background that “soon the tempo of political activities will pick up”.

He therefore warned judges to be wary of the company they kept, adding that politicians, in their desperation to have their ways, could ridicule and embarrass judicial officers who opened their doors to all comers.

The CJN said, “Let me remind us that our salvation remains in our hands; so in the approaching frenzied political activities leading to the 2019 general elections let us continue to watch the company we keep, the people we open our doors to lest we unwittingly open ourselves to ridicule and embarrassment as the politicians will do anything not necessarily legal, to have their way including destroying our hard earned reputation and integrity.”

The CJN who said he was desirous of leaving behind “a judiciary that has been returned to its glory as a noble and enviable institution in every sense of the word”, added, “Your level of preparation, coupled with the determination of Mr. President, Muhammadu Buhari, GCFR to bequeath to Nigeria a legacy of credible election process, will guarantee the peace and stability we all desire”.

Abia State Governor Okezie Ikpeazu on Monday sworn in Miss Joy Ezechikamnayo as the first one day Governor of Abia.

The 14-year-old, who is the senior prefect of Intellectual Giants Christian Academy, Umuahia emerged as the top performer after a rigorous essay competition that lasted over a week.

Ezechikamnayo will preside over the affairs of state alongside members of her executive council drawn from all the Local Government Areas of Abia State.

While performing her first official assignment, Chikamnayo declared December 12th teenager day in the state.

Born 18th March 2003, Joy Ezechikamnayo is among the 20 top performers in the essay competition. The top three performers in the essay are designated as Governor, Deputy Governor, and SSG respectively while the other 17 are Commissioners

It will be recalled that Abia State maintained the top position in West Africa School Certificate Examinations for the third consecutive year.

Students of Abia State Educational system are also remarkable top performance award winners at various international tertiary institutions including Europe and USA.

The Federal Government and the Lagos State Government have agreed to pull down two bridges in Lagos located at Jibowu and Costain as part of efforts to address challenges facing the ongoing construction of a new Lagos-Ibadan standard gauge rail line.

The Minister of Transportation, Mr. Rotimi Amaechi, announced this in Lagos on Tuesday, adding that the worst challenges of the new rail project were located in Lagos State.

Amaechi had announced the intention of the contractor, the China Civil Engineering Construction Corporation, to demolish the two bridges to give way to the new rail line.

Although the minister said new bridges would be immediately constructed, the Lagos State Government had then suggested digging further into the ground to accommodate the new rail track to be laid under the bridges.

But the minister, who met with the Lagos State Governor, Akinwunmi Ambode, said, “Yesterday (Monday), I was on a tour with the governor of Lagos State and we have agreed that the two bridges will come down.”

Amaechi further stated that the Federal Government had told the contractor to complete the rail project by December 2018 as against the March 31, 2019 initial completion date.

The minister disclosed these while inspecting the railway project from Lagos to Ogun states after a meeting of the Project Steering Committee.

He said, “We have a target date but there is no way you can do construction without challenges in different forms and you have to address them. The challenges are not even here (at the Ogun end of the project).

“The challenges are worse in Lagos. We are dealing with water, drainage, gas, power and the military. Here we are dealing with just gas and maybe a few power transmission lines and we can manage that.”

A notice by the contractor handling the project stated the completion date for the railway is March 2019, but Amaechi told journalists that the government was driving the Chinese firm to get the job done before December 2018.

He said, “We are chasing the Chinese to finish the contract before December 2018. Don’t forget that the contract is for three years.”

The new Lagos-Ibadan railway project, located in the Western part of Nigeria, passes through Abeokuta in Ogun State to Ibadan in Oyo State.

The project contractor commenced work on June 1, 2017, and March 31, 2019 was stated as the completion date.

Asked if compensation had been paid to affected beneficiaries, the minister stated that there was money and that government was not indebted to anyone.

“I don’t think we owe anybody. Is there anybody that says we owe him? If there is anybody who says we owe him, he should come forward,” Amaechi said.

On the recent arrival of some locomotives and coaches, he noted that the President would inaugurate the facilities this month.

“They include two locomotives and 10 coaches and the President will be launching them this December. We want to be sure that those who are travelling from Kaduna to Abuja are able to use the new coaches and locomotives,” the minister said.

The laying of tracks for the 150 kilometre Lagos- Ibadan rail would commence in April 2018, the minister also said.

The minister was accompanied by the Chairman of the Nigerian Railway Corporation, Usman Abubakar; and the Managing Director of the NRC, Fidet Okhiria, to inspect the project sites at Ijoko, Itori, Awado and Papalanto all in the Ewekoro Local Government Area of Ogun State.

MORE victims of forced slavery, who were recently repatriated to Nigeria from Libya, have narrated their ordeal in the hands of human traffickers in the north African country.

One of them, who gave his name as Lucky Akoluche, said the traffickers used migrants, including Nigerians, to test the efficacy of their firearms.

Akoluche, a 28-year-old man from Ikah North-East Local Government Area of Delta State, told Southern City News that the armed traffickers did not value the lives of their victims.

“The Libyans killed people the way they liked. When they bought new guns, they used human beings to test the guns. They call us black monkeys,” the returnee stated.

Akoluche, who claimed to be a student of the Delta State Polytechnic, Ozoro, said he made up his mind to drop out of school in search of better means of livelihood in Europe when he could no longer afford his school fees.

He also said he was repatriated with an injury in his right hand, which he sustained during a fight with a Gambian migrant.

“I left Nigeria for Europe on April 25, 2016. I wanted to go to Germany, but I had to go through Libya. I left Nigeria because of the suffering that my family and I were facing.

“I was in the second semester of my first year in Ozoro Polytechnic. But I could not continue because of lack of money to pay my fees,” he explained.

Akoluche added, “So, my sister assisted me with some money, which I used to travel. My friends also advised me to go. I spent about N2m.

“I regret abandoning my studies for a trip abroad. Libya is not good; I did not know that it was like that. I should have searched for something to do here in Nigeria.”

Akoluche advised those nursing the idea of travelling from Nigeria to Europe by land to have a rethink.

“It is better to stay in Nigeria because many people are dying in Libya. There was no water and food for days.

“People die at sea. About 10 persons died in my presence due to lack of water and food for up to a month. Some decomposing bodies were seen in the desert as we were travelling.

“I thank the government for bringing me back. But I appeal to the government to help me with my treatment. I am also willing to work,” the returnee added.

Meanwhile, a new batch of returnees is expected to be received by the Edo State Government on Wednesday.

The Secretary of the state Task force on Anti-human Trafficking, Mrs. Oyemwense Abieyuwa, who disclosed this shortly after the arrival of 98 male returnees in Benin, said the state government would do its best to rehabilitate the returnees.

“Immediately we received them, we interviewed them. So, we have all their details; we are going to do a follow-up.

“Some of them went home. But that does not mean that we have lost touch. We get in touch with them at every point,” Abieyuwa added.

The National Chairman of Labour Party, Alhaji Abdulkadir Abdulsalam, says the All Progressives Congress’ government led by President Muhammadu Buhari has “failed woefully” in its over two years in office.

Abdulsalam who spoke at a press conference on Friday in Abeokuta, Ogun State capital, also accused Buhari of “sectional appointment and development.”

The LP chairman also said there was an all-pervading hunger in the land with anger written on faces of Nigerians.

Abdulsalam equally carpeted the APC-led administration on the recently inaugurated committee on new minimum wage.

He argued that with salary arrears running into over six months hanging on the neck of some governors, salary increment might not be feasible.

He said, “APC has failed woefully. Let me tell you why APC failed. Buhari belongs to APC.

“Asiwaju Bola Tinubu and his group belong to the Action Congress of Nigeria. Rochas Okorocha belongs to All Progressives Grand Alliance. Dr Ogbonaya Onu belongs to All Nigeria Peoples Party.

“So, you will discover that five political parties are operating independently. The other parties have been subjected to nothing. Only Congress for Progressive Change has been benefiting in sectional appointment and development, so to say.

“You can see now that Buhari is trying to mend fences with Tinubu. So, If I am to rate APC performance in Nigeria they won’t get more than 5 per cent.

“When Buhari went to present 2018 Budget there were protests by the senators and members of House of Representatives and it took Saraki and Dogara some time to appease them.

“How could you have a budget for three years and you could not implement 20 per cent of the budget? Where is that done?

“In terms of healthcare delivery, they have performed woefully. If Buhari has headache, ear pain or nose, he would run to London. So, they have failed the country woefully.

“Everybody in this country today is hungry. There is hunger on the streets and there is anger on the faces of the people because APC has failed totally.”

The LP chairman said the opposition party would not zone its governorship slot in Ogun State, but assured of the party’s readiness to take over from Governor Ibikunle Amosun in 2019.

He said, “We don’t support zoning here. That is what is killing the so-called big political parties. Anybody who comes and is acceptable to all of you and you elect him in the primaries, so be it.”

While dismissing crisis in LP, Abdulsalam said: “I remain the authentic national chairman.”

Speaking with Saturday Beats, the film-maker noted that when he was contacted, he had a nostalgic feeling because members of staff of the hospital saved his life about 11 years ago.

He said, “In 2006, I was involved in a ghastly accident that almost rendered my spinal cord useless. The accident was so bad that the news was everywhere. Due to the extent of the injury, many people advised me to travel abroad for treatment thinking that if I remained in Nigeria, I would never walk again. But some of the members of staff of the University College Hospital, Ibadan, advised me to remain with them and they would deploy all their resources to ensure I walked again. I was assured that they were more than capable to do the job and I thank God that I listened to them because I am walking again.

“When they approached me that they wanted me to become their first brand ambassador, I was highly honoured and could not turn down the offer because they saved my life. Part of my duties is to sensitise my colleagues on the dangers they face if they don’t go for regular medical check-up and vacations because we work round the clock. My role as an ambassador would not really reflect on my movies even though some of my recent movies would have medical themes.

“I would also hold medical seminars regularly and I am sure a lot of my colleagues would benefit from it because I would invite some medical experts to talk to them. When I had the accident in 2006, I was able to foot my bill because I had adequate plans for rainy days but that cannot be said for some of my colleagues. I hope that I could use my seminar to preach the gospel of health insurance to them. Think about it, if every Nigerian entertainer had health insurance package, we would be able to curb the unhealthy trend of entertainers begging the public for money when they have an ailment. This hospital gave me this year to settle in and come up with ways I could help my colleagues live a better life. I have already written some proposals to them and by next year, we would kick-off fully. With this new appointment, I am sure a lot of my colleagues would live longer.”

The Independent Corrupt Practices and other related offences Commission has commenced a probe into the 24,325 government properties that were sold to government officials under the monetisation policy of former President Olusegun Obasanjo.

Also, the anti-graft agency has arrested a retired Appeal Court judge, Justice Mohammed Tsamiya, for allegedly demanding a N200m bribe in exchange for a favourable judgment in a National Assembly election case that was pending before the Imo State Judicial Division of the Court of Appeal.

The ICPC said in a statement by its spokesperson, Mrs. Rasheedat Okoduwa, that many, who bought government properties, had yet to make full payment while some others were secretly renting the properties to private citizens.

The anti-graft agency said most of the culprits were in the Office of the Head of Civil Service of the Federation and the Federal Housing Authority.

The statement read in part, “In recent times, the ICPC has been inundated with petitions from patriotic Nigerians, drawing the attention of the commission to allegations of widespread abuse of the policy by beneficiaries and some government workers.

“The commission, while acting on the petitions, discovered through preliminary investigation that a number of civil servants in the OHCSF, who benefited from the policy had not paid for the houses since 2005. While some had completely defaulted, others owe the government a sizeable amount of the money.

“The investigation further revealed that 32,305 houses were captured by the committee on the sale of government properties while 24,345 were eventually sold to beneficiaries.

“However, civil servants in some government agencies, notably OHSCF and the Federal Housing Authority, have allegedly turned the policy into a shoddy business with the aim of defrauding the Federal Government.”

The ICPC said it also found out that some public servants and government agencies were concealing government properties and collecting rent on same without the consent of the Federal Government. This, the agency noted, flouted the intent of the policy that primarily focuses on divesting government’s interest from providing housing for its employees.

The commission said an employee of the OHSCF allocated some of the houses to undeserving beneficiaries who were not public servants at the time of the exercise and some of the properties had yet to be allocated.

It added, “The investigation has so far yielded fruitful result with the recovery of N18, 031,000 from some civil servants and a host of companies including Montgomery & Campbell Ltd. and SICCONS, which has been paid into the coffers of the government.”

The ICPC vowed that anyone found to have contravened the law would be prosecuted upon conclusion of the investigation.

Meanwhile, the commission says it has arrested a retired Justice of the Court of Appeal, Justice Mohammed Tsamiya, for allegedly demanding N200m bribe from one Mr. Nnamdi Orji, in exchange for a favourable judgment in a National Assembly election case that was pending before the Imo State Judicial Division of the Court of Appeal.

The ICPC said the offence, which violates Section 10 of the Corrupt Practices and Other Related Offences Act, 2000, was alleged to have been committed in 2015, when the retired Justice asked Orji, who was the candidate of the All Progressive Grand Alliance for the Arochukwu/Ohafia Federal Constituency, to give him N200m to enable him to influence the court’s decision in his favour.

Orji had approached the Court of Appeal, Imo State Division, to seek redress in a case involving an alleged inflation of the result of election in the Arochukwu Local Government Area of Abia State, which he had earlier lost to his opponent, Mr. Nkole Ndukwe, at the National Assembly Election Petition Tribunal.

The retired judge was alleged to have assured the appellant of getting a favourable judgment from the court upon the payment of the money.

“Justice Tsamiya has since been granted bail by the commission upon the fulfilment of his bail conditions even as investigation continues,” the ICPC added.

The Senate Committee on Local Content on Wednesday asked the Group General Manager of the National Petroleum Investment and Management Service, Mr. Roland Ewubare, to appear before it within 24 hours or a warrant of arrest would be issued against him.

At the sitting of the committee, which is probing the variations of the cost of the $16bn Egina deep-sea oil project, the Chairman, Senator Solomon Adeola, alleged that it was becoming a tradition in the Nigerian National Petroleum Corporation and its subsidiaries to treat invitations to officials by the National Assembly with levity, while giving excuses for their non-appearance.

Adeola stated that the Senate panel would henceforth not deal with junior officials sent by heads of government bodies to represent them, according to a statement by his Media Adviser, Mr. Kayode Odunaro.

NAPIMS had sent three general managers as its representatives before the committee three weeks ago when the Group General Manager was invited to explain the submissions made by Total Exploration and Production Nigeria Limited, which is handling the Egina project.

The Vice Chairman of the committee and Minority Leader of the Senate, Godswill Akpabio, stated that it was insulting not only to the Constitution but also the office of the group general manager for him to disregard the invitation by the Senate on issues relating to how Nigerians were being allegedly short-changed by foreign companies and their local collaborators.

Another member, Senator Aliyu Sabi-Abdulahi, said the lawmakers were angry that after the 21-day notice given to the GGM, he failed to appear before them.

The senator added that NAPIMS was in charge of a critical sector of the economy and should be ready to answer the call of the Senate in the lawmakers’ efforts to support the Federal Government in delivering the dividend of democracy to Nigerians.

Senator Enyinnaya Abaribe, who is one of the three sureties for the missing leader of the Indigenous People of Biafra, Nnamdi Kanu, has urged Justice Binta Nyako of the Federal High Court in Abuja to visit the IPOB leader’s home allegedly invaded by soldiers in Abia State in September.

Justice Nyako on Tuesday adjourned Kanu’s trial until February 20, 2018.

Abaribe, whose motion asking for the court’s order compelling the Chief of Army Staff, Lt. Gen. Tukur Buratai, to produce Kanu, is still pending in court, filed his fresh motion on December 4, 2017.

The motion, filed by his counsel, Chukwuma-Machukwu Ume (SAN), urged the court to visit and make physical inspection of the incident of the invasion and occupation of Nnamdi Kanu’s residence, at Isiama, Afaraukwu Ibeku Umuahia Abia State, from September 11 to 14, 2017, and the alleged subsequent arrest and “taking away of Kanu by the Nigerian Army.”

As part of the grounds of the motion, Abaribe contended that Kanu was at his residence before and all through the period of September 11 to 14, 2017 at Isiama Afaraukwu Ibeku, when the house was allegedly invaded by soldiers.

His lawyer stated, “Applicant’s agent has been severally prevented by agents of the Nigerian Army (6th respondent) as well as other security agents from accessing the residence of Kanu at (Isiama Afaraukwu Ibeku) as to show the court the characters of the invasion and occupation of Kanu and the eventual arrest and taking away of Kanu by the staff and agents of the Army.

“The applicant is desirous of the court seeing and examining Kanu’s residence which has been stated as an evidence before the court.”

He added, “The application will help the court and indeed the applicant in the determination of his application before this court.

“The applicants’ application cannot be determined nor resolved by mere documents as described on the exhibits before the court but physical inspection of the said property.”

Deborah Warrie who deposed to an affidavit filed in support of the motion, stated, “That sometimes in 2017 or thereabouts, the Nigerian Army High Command on the instructions of the Chief of Army Staff announced publicly that they were going to commence a military operation exercise code named a operation a python dance in the whole of South East from September 15 to October 14.”

The Attorney General of the Federation and Minister of Justice, Mr. Abubakar Malami, has said the government of Switzerland is set to return in tranches the sum of $321m stolen from Nigeria and stashed in the European nation by the late former Head of State, Gen. Sani Abacha, and his family.

A statement by the AGF’s Special Adviser on Media and Publicity, Mr. Salihu Isah, stated, on Tuesday, that this followed a tripartite Memorandum of Understanding signed by Nigeria along with Switzerland and the World Bank in the United States of America on Monday.

According to Isah, Malami, on behalf of Nigeria, signed the MoU alongside representatives of Switzerland and World Bank at the ongoing Global Forum on Asset Recovery in the US.

Isah said the Director of the Directorate of International Law and head of the Swiss delegation to the GFAR, Roberto Balzaretti, signed the MoU on behalf of the government of Switzerland and the Country Director of the World Bank office in Abuja, Mr. Rachid Benmessaoud, signed on behalf the World Bank.

He explained that the MoU spelt out the modalities of returning the sum of $321m by Switzerland to Nigeria.

He said the funds would be returned to Nigeria in tranches under a project known as “the National Social Investment Programme” aimed at strengthening social security for the poor in Nigeria.

Isah added, “The MoU stipulates that the restitution of funds will take place within the framework of a project known as the National Social Investment Programme that will strengthen social security for the poor in Nigeria.

“The MoU also regulates the disbursement of restituted funds in tranches and sets out concrete measures to be taken in the event of misuse or corruption.

“The chosen solution for restitution is being undertaken by the three contracting parties as a partnership in line with the objectives of Switzerland’s strategy to freeze, confiscate and return the illicitly acquired assets of politically-exposed persons (asset recovery) which is based on the principles of transparency and accountability.”

The group operational losses of the Nigerian National Petroleum Corporation dropped by 53.1 per cent following the revamp of the Forcados oil terminal and resumption of export activities there after it was shut down for several months.

An analysis of the latest data from the national oil firm showed that its group deficit dropped by over 50 per cent for the first time since March this year, as its losses reduced from N11.87bn in July 2017 to N5.74bn in August.

This, according to the NNPC, was basically due to the resumption of export activities from the Forcados terminal, which was reopened on March 31, 2017.

The terminal had been shut down since February 21, 2016, following a force majeure declared by Shell Petroleum Development Company as a result of the vandalised Forcados export line.

Further analysis of the latest data from the corporation also showed that the Kaduna Refining and Petrochemical Company and the Port Harcourt Refining Company refined no drop of crude oil in August 2017 as they were both shut down during the period.

It was gathered that the country recorded increased crude oil production during the period under review and the improvement was credited to the normalcy in the Niger Delta following the Federal Government’s engagement with stakeholders in the region.

Commenting on the drop in losses, the NNPC said, “This represents 53.1 per cent or N6.14bn improvement compared to last month’s performance. This improved performance is mainly due to the revamp of the Forcados export terminal, which enhances NPDC’s (Nigerian Petroleum Development Company) performance.

“This is despite the low performance of the downstream value chain due to high crude oil inventory and the shutdown of the KRPC and PHRC during the period as a result of several maintenance interventions. Other drags to this (November) month’s performance include the shutdown of the Trans Niger Pipeline and production shut-in to the Que Iboe Terminal and Bonga Terminal.”

The corporation stated that crude oil production in the country averaged 2.01 million barrels per day in July 2017.

It said the 2.01 million bpd crude production represented 3.15 per cent increase in contrast to what was produced in June, and was up by 21.58 per cent relative to the July 2016 performance.

It also stated that product pipeline breaks stood at 70 points for the month of August 2017, out of which 62 pipelines were vandalised.

The corporation stated that the Port Harcourt-Aba pipeline accounted for 46 vandalised points or 74 per cent, as it noted that it had, in collaboration with the Federal Government, continued to engage members of various host communities in order to stem incidences of pipeline infractions.

It said, “Recent NNPC steps include security synergy with international oil companies to curb oil and gas sabotage through deployment of a structured security apparatus to tackle the incidence across the country.

“This is in addition to robust community security engagement mechanism where members of oil bearing communities are engaged to secure the oil facilities within their domain.”

Deputy President of the Senate, Ike Ekweremadu, has described the return of the former Vice-President, Alhaji Atiku Abubakar, to the Peoples Democratic Party, as a welcome development, not only for the party but also for Nigeria’s democracy.

Atiku had defected from the ruling All Progressives Congress to the opposition PDP.

Ekweremadu, in a statement by his Special Adviser on Media, Mr. Uche Anichukwu, on Sunday said the move represented a “massive” Vote of No Confidence on the leadership capacity of the APC. He said the vote first came from the masses “and now by the cream of its hierarchy and founding members.”

He said, “The dumping of the APC by Alhaji Atiku is a welcome development for the PDP, but more importantly for Nigeria’s democracy.

“Nigeria is in dire need of a rescue mission to rekindle hope in our democracy, restore it on the path of prosperity and halt the worsening divisiveness that threatens our corporate existence.

“I, therefore, enjoin all former PDP faithful who left for various reasons as well as other progressive-minded Nigerians to emulate Alhaji Atiku; to reunite under the umbrella (of the PDP) to salvage the nation because I see a new and better Nigeria coming in 2019.

“I see a country where corruption will be eradicated; a nation that will be a pride to Africa and admiration of the international community; and a nation where no man will be oppressed, intimidated, persecuted or sidelined on account of ethnicity, religion or political persuasion. No amount of desperation will stop the will of God for Nigeria in 2019.”

NLC’s rival rejects N56,000 proposal …Fears stalemate over non-salary-paying govs in committee raised by Buhari

Following the perceived dominance of governors who owe workers’ salaries representing Nigerian Governors’ Forum, NGF, in the 30-man committee inaugurated by President Muhammadu Buhari to fashion out a new national minimum wage, there are fears that the road to a fresh wage regime may not be easy.
In fact, organised labour has advised workers to prepare for war to make the new minimum wage a reality, warning that there could be a stalemate and protracted negotiations.

While the Nigeria Labour Congress, NLC, and Trade Union Congress of Nigeria, TUC, had, since two years ago, demanded for a N56,000 new minimum wage, United Labour Congress of Nigeria, ULC, on its part, demanded for N90,000.
Meanwhile, the NLC has given indication that it will ask for more than N56,000, whereas the ULC is saying even N100,000 minimum wage will not be enough considering the indices and socio-economic realities on the ground. The leaders of organised labour, represented by NLC and ULC, yesterday, took a suspicious look at the representatives of the NGF on the national minimum wage committed raised by the President, last week.
The governors in the committee are Rochas Okorocha of Imo State; Nyesom Wike of Rivers State; Rauf Aregbesola of Osun State; Hassan Dankwambo, Gombe State; Simeon Lalong of Plateau State and Abubakar Atiku Bagudu of Kebbi State The committee headed by a former Head of Service of the Federation, Ama Pepple, has membership drawn from the government, the private sector and the Organised Labour.
Speaking to Sunday Vanguard on the issue, the President of the ULC, Comrade Joe Ajaero, said: “The presence of these governors in the committee, the fact that some of those representing the Nigerian Governors’ Forum, NGF, are mainly those who are not paying salaries and pensions speaks volume. In fact, we fear a stalemate because these governors represent anti-salary payment.
They may be coming to justify why there should not be increment in salary. These are governors who have not been able to pay the N18,000 minimum wage. They may be coming to tell you that the governors cannot bear the extra burden of salary increment. “Surely, they have no moral justification to be in the committee unless it was by design by the NGF for these governors to represent the group.
If that is the case, then the governors have an agenda to frustrate the emergence of a new national minimum wage. Therefore, we foresee protracted negotiations . As Organised Labour, we have to prepare for war; a long time battle to confront these governors because they do not want to pay even anything.
However they come, we will engage them and ensure that the yearning of workers for a living wage, not just a minimum wage, is met.
We have all the indices to justify our demand for even N100,000 minimum wage because the socio-economic condition, the inflation, the cost of living, the depreciation of the Naira and so on, are there for every body to see.” Similarly, speaking through its General Secretary, Dr. Peter Ozo-Eson, the NLC said it was not unmindful of the dominance of governors that are owing salaries and pensions representing the NGF.
“We noticed the dominance of these governors in the representation of the NGF.
The principle of tripartitism is that each party is free to choose its representative. So, the Governors’ Forum has chosen its representatives, there is nothing we can do about that. Yes, we noticed that most of those representing the governors are those owing salaries and pension. But we still have the governor of Plateau State, who inherited a backlog of salaries on assumption of office, has not only cleared all the arrears, he is paying as and when due. We advise other governors to learn from him. So, his presence in the committee is a plus.
Nevertheless, we will engage the committee with facts and figures, we will engage the committee and address issues as they come. We are prepared, Ozo-Eson said. “We have equally said it publicly that, at the time we presented our demand for N56,000 new minimum wage, we did so with the indices on ground two years ago. Today, those indices are different based on the socio-economic reality on ground.
Today, a lot of things have taken place. There is high inflation, there is depreciation of the Naira, there is general high cost of living and there is the exchange rate factor. We expect the committee to look at these issues and aggregate things. We hope this committee will function like the last one.
The last one even commissioned sub-committees to look at the socio-economic indices on the ground before arriving at the present minimum wage.” Textile workers demand speedy negotiation In a related development, workers in the textile industry have pleaded with the minimum wage committee to fast-track negotiations for a new wage, to recover lost time, saying workers will not have patience for unnecessary delays.
Speaking through the General Secretary of National Union of Textile, Garment and Tailoring Workers of Nigeria, NUTGTWN, and a member of the National Executive Council, NEC, of NLC, Issa Aremu, the workers commended the inauguration of the minimum wage review committee.
“The five year cycle of the current Minimum Wage Act legally backing the subsisting negotiated minimum wage of N18000 signed by President Goodluck Jonathan in 2010 was due for negotiation in 2015, two years ago. The historic inauguration once again demonstrates the globally acknowledged concern of President Muhammadu Buhari to the welfare of the workers and citizens in general as contained in 1999 constitution.
History will record it that at a time some state governors unacceptably defaulted in paying workers as and when due, the President commendably wondered aloud to ask how these governors go to bed while for whatever reasons their workforce are not paid.
President Buhari also went further to work his fatherly concern through serial bail outs of the defaulting states”, Aremu said. Also speaking, yesterday, the National President of Medical and Health Workers’ Union of Nigerian (MHWUN), Comrade Biobelemoye Josiah, said Labour had a trusted leadership that will not allow government to use the minimum wage issue as a means of scoring political point.
“We are certain that should government try to employ delay tactics for any selfish gain, our leadership will pull out”, he said. Josiah, who was fielding questions from journalists in Abuja at a reception ceremony organised by the Association of Medical Laboratory Technicians and Assistants of Nigeria (AMELTAN) in his honour said the NLC had made its demand known and was not likely going to change the position.
