If they attend the meeting, Fubara will read it as a sign of weakness.

AND THEIR NON ATTENDANCE will read as what? 😂... the man is simply trying to tell the world "I have tried to make peace but they dont want it" so if I explore any other option left to me, do not blame me. Already, people are beginning to read their refusal to attend as a deliberate attempt to stall peace moves.

And please note, you cannot expect him to present a budget when their plan is to go on recess immediately afterwards and shutdown the govt.
