It's called Pseudofolliculitis Pubis(Barbae), caused by the inflammation of the hair follicles as a result of cutting the hairs too low, especially with razor blades/shaving sticks.
When you cut the hairs too low, while trying to regrow, their sharp stumps impinges on your skin, causing a bump and inflammation of the overlying skin.

To prevent it, stop cutting to low with shaving sticks. Use clippers instead. Shave in the direction of the hairs, not against it, and don't pull the skin taut.
Then, apply a steroid cream(Hydrocortisone cream) immediately after shaving, and continue twice daily for at least 3days. Steroids will reduce/eliminate the inflammation.

Stop taking that Ciprotab because this is not an infection.
