Government should create a large farmland with joint task force units securing it.
These elements should be made to work there till they are like 70 years after which they should be redeployed to another quarters of a bedroom with central feeding cook by their female counter part where they will spend the rest of their lives .
With this all these unuseful elements will be useful to the nation
