Thirdly, they want to justify their military presence in the SE by provoking IPOB into a skirmish.

That chopper left his village Daura to Katsina the state capital which is about 45 minutes before they boarded the airforce one down to Abuja.
Daura is a local village without airport and that chopper can not even be able to travel to Kaduna without stoping in other states to refuel which is a big delay and the danger of it being a target is also there because it is a low flying aircraft.

Jonathan was flying from Abuja to portharcourt and a chopper will take him to Otueke because it was very close and Bayelsa have no airport.
