That is not what he said.
He indicted them for unwise decision and misplacement of their primary responsibility. He stopped short of calling out Pa Obi for improperly investing the state funds in a business his family holds an interest which turned out unprofitable.
On a positive note, he promised never to repeat such wasteful and immoral 'investment' and henceforth prioritise investment in infrastructures.

Obi's investments are audio investments.
