The 210,000-barrel-per-day Port-Harcourt refinery may finally commence operations by the end of July after several postponements.
The new date was disclosed on Monday by the National Public Relations Officer, Independent Marketers Association of Nigeria, Chief Ukadike Chinedu.
He stated that the development would stimulate economic activities, reduce the price of petroleum products and ensure adequate supply.
Last year in December, the Minister of State for Petroleum Resources, Heineken Lokpobiri, announced the mechanical completion and flare start-off of the biggest crude refinery in Port Harcourt.
The refineries comprise two units, with the old plant having a refined capacity of 60,000 barrels per day and the new plant has 150,000 BPD.
The refinery shut down in March 2019 for the first phase of repair works after the government secured the service of a technical adviser of Itay’s Maire Tecnimont to handle the reviews of the refinery complex, with oil major Eni appointed technical adviser.

The organised labour will on Monday (today) commence nationwide protests over the electricity tariff hike and removal of subsidy from the power sector by the Federal Government. The National Treasurer of the Nigeria Labour Congress, Olatunji Ambali and the National Deputy President of the Trade Union Congress, Tommy Etim, who confirmed the planned protests to The PUNCH in separate interviews on Sunday, insisted on the reversal of the tariff hike to the subsidy era. The labour action is expected to lead to the shutdown of the Abuja headquarters of the Nigeria Electricity Regulatory Commission, the Ministry of Power and state offices of power distribution companies. The NERC announced the hike in the electricity tariff for Band A customers at a press briefing in Abuja on April 3, revealing that those affected would pay N225 per kilowatt-hour, up from the previous rate of N68/kWh. The hike represented a 240 per cent increase. Let's also not forget how Ibos were moving enmasse to Lagos just to vote in the last election. I don't understand their obsession and covetous behavior of another state in a region not theirs.

The impeached Deputy Governor of Edo State, Philip Shaibu, has written to the Chief Justice of Nigeria, Justice Olukayode Ariwoola, to obtain a complaint form to file a formal petition against the Chief Judge of Edo, Justice Daniel Okungbowa.
Shaibu was impeached on Monday by the state House of Assembly, following the adoption of the report of a seven-man panel set up by the Chief Judge to probe him for alleged perjury and leaking the government’s secrets.
The panel concluded its probe last Friday after adjourning twice for Shaibu to appear for his defence, without the ex-deputy governor showing up.
His lawyer, Prof Oladoyin Awoyale (SAN), who attended the panel’s inaugural sitting last Wednesday, had excused himself in the middle of the hearing after the panel refused his prayer to suspend the proceedings pending the outcome of a lawsuit in Abuja.
Following the submission of the panel’s report to the Assembly on Monday, Shaibu was impeached.
He, however, described his impeachment as an illegality, vowing to challenge it.

The Federal Government is to launch three new national identity cards in May this year and has a target of providing them for about 104 million citizens across the country. The three new national identity cards planned by the National Identity Management Commission include a bank-enabled National ID card, a social intervention card, and an optional ECOWAS National Biometric Identity Card. The Technical Adviser, Media, and Communications to the Director-General of NIMC, Ayodele Babalola, who disclosed these in an interview with The PUNCH on Sunday, said Nigerians would start getting the three national ID cards within one or two months of the launch. He, however, said the launch date (May), was subject to the approval of the Presidency. Babalola stated, “We expect the bank-enabled National ID to meet the needs of the middle and upper segments who typically use banks within the next one or two months after launch. Also, activation of the National Safety Net Card to meet the urgent needs for authentication and a secure platform for government services such as palliatives within the next one or two months. Lagos, Kano, and 10 other states have concluded plans to start generating power in their respective states in conformity with the Electricity Act 2023.
The PUNCH gathered on Thursday that some of these states had established their electricity market laws and were waiting for the approval of the Nigerian Electricity Regulatory Commission to have independent regulatory bodies different from the NERC owned by the Federal Government.
As the states stepped up efforts to generate electricity, the Federal Government’s 240 per cent power tariff hike for consumers in Band A enjoying 20-hour electricity attracted more condemnations on Thursday.
Groups including the Petroleum and Natural Gas Senior Staff Associations of Nigeria, civil society organisations and the Nigeria Electricity Consumer Advocacy Network warned that the hike would worsen the plight of Nigerians.
The subsidy on electricity has been withdrawn completely from the tariff payable by power consumers in the Band A category, who constitute about 15 per cent of the total number of power users across the country.
The government, through the NERC, announced the hike in the electricity bill on Wednesday, adding that those affected would now pay a tariff of N225 per kilowatt-hour, up from the previous rate of N68/kWh, representing about 240 per cent increase.
However, there are strong indications that many states are taking advantage of the new Electricity Act to establish their electricity generation firms.
In June 2023, President Bola Tinubu signed a new Electricity Act into law, heeding the calls of Nigerians that the power sector be reformed and removed from the exclusive list, to give states the power to generate, transmit and distribute electricity within their jurisdiction. The immediate past Senior Special Adviser to Governor Dapo Abiodun on Vocational and Technical Education, Prof Joseph Odemuyiwa, is dead.
Odemuyiwa, a Professor of Business Education with passion for training people in vocational skills, reportedly died on Tuesday in an accident on his way to Ibadan.
The lawmaker representing Remo North State constituency, Dickson Awolaja, confirmed the news to our correspondent.
Awolaja, who is also from Isara Remo just like the late professor said, “I just confirmed from a friend not long ago. Prof was said to be going to Ibadan when he had the accident. This is sad.”

Despite the persistent epileptic power supply nationwide, revenue generation by electricity distribution companies in Nigeria surged to N1.1trn within the 12 months of 2023, a new report has revealed.
The figure represents an increase of N234.4bn or 28.2 per cent from the N831bn generated by the power firms over a similar period in 2022.
This latest data was disclosed in the electricity report released by the National Bureau of Statistics on Monday.
The latest data came despite the sporadic power grid collapses recorded during the year.
Nigeria’s national power grid collapsed 46 times from 2017 to 2023, a report by the International Energy Agency said in a report.
According to the report, Nigerians endured more nationwide blackouts in 2023, especially on September 14 when the grid collapsed due to a fire on a major transmission line.

President Bola Tinubu will depart Abuja on Tuesday, April 2, 2024, for Dakar, Senegal, to attend the inauguration of Senegal’s President-elect, Bassirou Faye.
The Presidency disclosed this in a statement by Tinubu’s Special Adviser on Media and Publicity, Ajuri Ngelale, titled ‘President Tinubu to attend inauguration of Senegal’s President-elect Bassirou Faye.’
Tinubu, who is the Chairman of ECOWAS Authority of Heads of State and Government, is visiting the country for the first time since assuming office, at the invitation of the Senegal government.
“He will join other regional leaders to witness the inauguration at Diamniadio Exhibition Centre on Tuesday,” said Ngela
The President will be accompanied on the trip by the Minister of Foreign Affairs, Yusuf Tuggar, and other senior government officials.
He is expected to return to Nigeria at the ene of the inauguration.

Controversial Islamic cleric, Sheik Ahmad Gumi, has disagreed with the Federal Government over its recently released list of those linked to terrorism financing in the country. The PUNCH reports that the Federal Government uncovered the identity of 15 entities, including nine individuals and six Bureau De Change operators and firms, allegedly involved in terrorism financing. Details of the development were revealed by the Nigerian Financial Intelligence Unit, in an email sent to our correspondent on Tuesday night, entitled “Designation of Individuals and Entities for March 18, 2024.” The document revealed that the Nigeria Sanctions Committee met on March 18, 2024, where specific individuals and entities were recommended for sanction following their involvement in terrorism financing. Top of the list of individuals named in the document was Gumi’s ally and Kaduna-based publisher, Tukur Mamu, who is currently being tried by the Federal Government for allegedly aiding the terrorists who attacked the Abuja-Kaduna train in March 2022. The main opposition political party in Osun State, the All Progressives Congress, and the state government are on a collision course over the emergence of new monarchs for Iree and Igbajo communities. The APC in a statement by its chairman, Tajudeen Lawal, on Saturday, accused the State Governor, Ademola Adeleke of promoting crisis in Igbajo and Iree by tinkering with the choice of the legally installed monarchs of the two towns. Earlier, a white paper released after a probe by the Ademola Adeleke administration, on the circumstances surrounding the installation of monarchs appointed by the immediate past governor of the state, Adegboyega Oyetola, had declared vacant the stool of both the Aree of Iree and Owa of Igbajo and called for commencement of fresh selection process. The Forward Operating Base of the Nigerian Navy Igbokoda, Ondo State has destroyed an illegal refinery in Awoye community, in Ilaje Local Government Area of the state.
The military said the development was part of its determination to checkmate criminal activities such as kidnapping, crude oil theft and illegal bunkering within the costal region of the state.
The Commander, Forward Operating Base, Igbokoda, Navy Captain Wasuku Alushi, disclosed this while speaking with journalists on Wednesday.

No fewer than 45 persons including a family of seven were feared dead following the invasion of Gbagir community in Ukum Local Government Area, LGA, of Benue State, by suspected armed Fulani militia supported by local Tiv bandits in a fight to oust another Tiv militia gang in the area.
It was gathered that most of the dead were members of the rival militia gangs while about 12 innocent farmers were caught in the cross fire which also left over 30 persons injured and many others declared missing.
A traditional ruler in the area who spoke on condition of anonymity, said the bloody fight which started Tuesday morning after a Tiv militia leader in Ukum LGA, kidnapped another Fulani militia leader, one Alhaji Gana and his family members, who were known for banditry and kidnappings, from neighbouring Chinkai community in Wukari LGA of Taraba State.
He said, “after kidnapping them, he asked for N100million ransom but he was given N5million. After collecting the money he killed the hostages.
“The murder of the hostages sparked outrage among his gang members in Taraba State. This happened over the weekend.
“What followed was that another militia gang leader in Ukum now went and join forces with the Fulani militia gang in Taraba to help them eliminate the rival gang in Ukum that killed their leader, Alhaji Gana.
“The essence was to enable him be the head of militia in Ukum. The combined forces of Fulani and Tiv militia gangs started moving into the bushes of Gbagir in their hundreds from Sunday to sack the gang that killed Alhaji Gana. And on Tueday morning the bloody fight ensued.
“From what we gathered over 45 persons who were mainly bandits have been killed, though we have record of over 12 farmers who were caught in the cross fire. Over 30 others were injured while some are also missing. We learnt that the gangs are also evacuating some of their dead members.
“Sadly caught in the cross fire was a family of seven in Tse Adzandeh Mbasaa, Mbajiga, Ityuluv, Torov. They were all members of the Adzandeh family.
“The armed men have also spread to the bushes of Gbeji, Chito and Afia in their numbers but cannot move into the residential area because of the timely intervention of troops of Operation Whirl Stroke, OPWS.
“In fact when people noticed the movement of the armed Fulani militia into Benue communities, the Chiefs informed the political leaders who immediately briefed Governor Hyacinth Alia who equally alerted the military for swift action.
“It was this timely response of the Governor to the intel and the intervention of the OPWS that saved the people of Ukum LGA because we gathered that they planned to kill hundreds of people in Ukum as revenge for the murdered Fulani militia leader but it is their gang war and innocent residents have nothing to do with that.
“Over 1,000 of them have laid siege on Ukum LGA as we speak that is why we are appealling to the military to save us before they wipe out our innocent families.
“We need more security posts in and around the area and we also appeal to the Governors of Benue and Taraba States to team up and put an end to the activities of these cross border criminals. They should support the military with logistics also.”
“As we speak these people are still in the bushes in Ukum, they have not moved back to Taraba. The Fulani militia are being supported by a Tiv militia group to eliminate another Tiv militia gang and as they fight the innocent locals will be killed.
“There is urgent need to protect the other three villages because we are hearing that the first phase of the attack is in Gbagir while Chito, Gbeji and Afia might be next.”
“We are also appealing for fortified military presence in all the Benue and Taraba border communities.”
Confirming the development, the lawmaker representing Ukum state constituency, Ezra Nyiyongo said 20 corpses had been recovered.
Effort to reach the Force Commander of OPWS, Major General Sunday Igbinomwanhia was unsuccessful but a military source confirmed the development.
According to him, “these are militia men killing each other. Yes, we acknowledge that some people may have been caught in the cross fire, but the majority of the people that were killed were members of the militia gangs in the area.
“But be that as it may, our troops are in Ukum, to ensure that the attack does not affect innocent people.”

Lagos State Governor, Babajide Sanwo-Olu, on Tuesday, announced an increment in scholarships and bursaries for students of Lagos State origin in tertiary institutions.
He said his administration would pay N225,000 and N60,000 as scholarships and bursaries to indigene students, as against the existing N200,000 and N50,000 respectively.
The governor also announced scholarships for the less privileged and physically challenged students in public tertiary institutions, noting that the scholarship will not be limited to Lagos indigene alone.
He also announced the appointment of four former Students Union leaders as his Senior Special Assistants.
