Lagos is not accomodating anyone. All Nigerians who live in Lagos pay their bills without any assistance from anyone.

Dude, outside of the civil service (and the relative handful subject to PAYE/withholding), the overwhelming MAJORITY of Nigerians do not (or do not fully) meet their tax obligations. That’s why Nigeria has the WORST tax revenue to GDP ratio in the ENTIRE African continent.
