Answer is simple. ESN was not designed to protect Igbo's. It was designed to wreck havoc in igboland and get the SE governors to negotiate like the bandits in the north. Its always about money for kanu.

You never see them face fulani when they kill igbos. You only see them killing police office and army, collecting riffles and releasing prisoners.
