I have one suggestion. The government should do a credible election of Nigeria vs region that want to split. The highest vote wins. The vote should be inform of election.

Each state should pass law to enable state police with powers to prosecute criminals in state court.
Law should be passed to create state prison services, state immigration services and state judicial system that would function independently of national judicial system.
States have such powers but most political actors are afraid because FG sponsored assassination.
