Two number single phase Distribution boards with 6 and 4 outgoing respective. See my breakdown below:

AC 5nos
Water heater 4nos
Cooker 1no
Internal lighting 3circuits
External lighting 1circuit
Socket 3Circuits
so total number of outgoing breakers is 17nos base on my analysis above. which suppose to be D4 3-phase (12 breakers) and 6.or 8-ways single phase DB

Your electrician did not get it right.

The requested DB is not the right one to be used except if you are not installing AC and water heaters.
