Let's look at human instincts for a bit.. it's survival first before political correctness and institutional frameworks.

Look at open grazing for example, the President ordinarily shouldn't bother himself with private cattle herders like Miyetti Allah. If they want to breed cattle, let them do it the modern and civilized way which is ranching in a confined space. The Senate and the House of Reps make laws. It is up to them to effect changes. In Nigeria, people don't take election into these seats and State house of assemblies serious; that's one of our undoings. People of shady characters populate those twin chambers -so what change can they make?.

The executives only implement what is written in the constitution. People can't fault Buhari by executing the letters of the constitution. He can only work with the constitution that is handed over to him without adding or removing from it, otherwise he could be impeached for contempt.
