In a practical sense, no federal government agency recruits openly, save army short Service recruitment.

If you really need the job, visit the agency office and 'settle' the powers that be. I heard most top officials have slots which they sell around 250-400k. However, if you need the juicy and elite jobs like EFCC, CBN, DSS etc in addition to the settlement, you may need the influence of a top politician.
