I'm happy you want to convert God forsaken Nigerian naira to USD. A very smart thing to do.

But bear in mind that to be truly free, you need to invest your USD in instruments that are beyond the reach of the FGN. There is an easy way out of this but I'm not ready to receive banters here for giving a free advice.

So the other way is to open off shore accounts. Try Kenya or Ghana. For Kenya I suggest Standard Chartered.

It may appear daunting but please do it now. Save yourself from the shackles of the Nigerian government incessant devaluation. Even Dangote wants to keep 60% in USD despite all his naira investments.

You cant open an account with a Kenyan bank when you're not a resident/citizen.
The same way a Kenyan cannot open an account with a Nigerian bank.

That we all know - corruption and laxity has eaten Nigeria up, obviously your ex, as a non-Nigerian, is not supposed to have a voter's card.
I meant officially - you are supposed to be a legal resident of the country before you can access the banking system, and your ex should have been asked for a resident permit/BVN.
In Kenya you will need a KRA pin (Tax ID) in addition to formal residence, and while you could go there and get one if you put your mind to it, that will also expose you to paying tax in Kenya, and they don't play with that, so the spiral would continue.
