First of all, I don't know what you mean by man's DNA are beautifully arranged.
Every living thing have DNA that evolved (arranged in your words) for optimal form and function, even the viruses whose DNA are "beautifully arranged" to kill you.

As for the so-called conscious being that set this whole universe, well, where is he/it now ?
