Here's a recap: The Zircon missile can only be carried on marine vessels (that is boats, ships, subs and all other vessels). Hence, marine threat is an all encompassing term to reflect the variety of ways the Zircon can be deployed.

I never said fighter jets can be used to target submarines. I said there is a variety of ways to stop a vessel (the marine threat that you cannot comprehend) from advancing in the first place. A fighter jet, is of course, one of the ways you would do this, targetting above-surface vessels.
