Proceeds of crime. He benefitted from the funds gained from fraud to make a gain for himself. In this case the funds were from victims in the US. The offence is also an offence in Nigeria so he can be required to attend a US court.

Also he is a position of trust and has abused public trust. It is misconduct in a public office. He should be suspended whilst an internal investigation is conducted. He should face criminal prosecution and this should help in building trust in the NPF. But this is Nigeria.
