I know of someone who wrote but couldn't submit.His time was still remaining 19 seconds just for him to click submit,they said his code is either invalid or his time has expired.

The vacancies are normally advertised in Nigerian Dailies (Newspapers). You can also expand you chances by getting access to some job sites that advertise these vacancies.
