No, on the contrary the US did try to rebuild. Just like their Soviet brethren before them.

The problem is whether the people you are doing the rebuilding for accept the rebuilding.

Fun story. The US built a security outpost in a part of Afghanistan. Then they trained Afghanis to run the post and left it in their hands

A few months later the post was stripped to bare bones.

The Afghanis have to want modernisation to develop.

I heard a retired colonel of the US army said, when you fail in a mission you withdraw.
America failed in Afghanistan that is why they are withdrawing...

I think 2003, after pushing the Taliban(al qaeda safe haven) out of power, they went there with a different agenda of imperialism promising the afghan people democracy, human right, girl child education and nation building. they would of allowed the Afghan government and Taliban to talk on power sharing while they look for ways to check and combat the terror groups.
