In both Genesis 2 and 3, there is no mention of God using water to make man - Dust was all that was mentioned both times.

In fact, clay comes from the ground, usually in areas where streams or rivers once flowed. Sometimes, over time, water pressure breaks up the deposit, pulverising them into fine particles (i.e. dust)

Very good question, but I am not privy to the complete rules that governs how God heals/repairs/regenerates today, to give you an exact response but I do know that today different ranges or degrees of sight restoration do occur both through prayer of faith and the medical system, even both at the same time.

Researches in the medical field with stem cells, makes it possible to restore sight, e.g. from transplanting lab-grown stem cells into areas of the eye's damaged cornea lacking these cells.

So let me see if I got this right. Your claim, in simple terms, is that it rained right before God picked up clay with which He made man. However, it hadn't rained right before Jesus Christ picked up the same clay of this earth in John 9, and so Jesus Christ had to add His rain substitute) to the clay which He then robbed over the blind man's eye?

Now we just need to verify the following. Is it stated somewhere that it hadn't rained prior to Jesus Christ spitting in the clay in John 9?

So, what are we supposed to, following your line of reasoning ofcourse, take from that? The clay needed more water - not enough spittle used by Jesus? Had Jesus not fulfilled the very first of Law because He let His divine nature come into conflict with His humanity, the greatest sin would be pressed against Him- pride. Being found in appearance as a man, He humbled Himself.
