Quota system is not the issue here.
I don't think there is a group in Nigeria that doesn't have competent people in it.
This particular case is just a case of gross incompetence from whoever made this selection and those in charge of vetting it.

Quota system in my opinion is good for Nigeria. Its just about the making right selection
