Understand what he is saying, a white paper is a mere administrative tool for conveying the decision of a panel or government body. It cannot be used to vary or tamper with the actual decision it is meant to convey. A white paper committee cannot also stand in an appellate position to alter or refute what the recommendations of the panel set up by the authority constitutionally empowered to do so.

An Administrative Panel barred Atiku from contesting the 2007 elections but the courts ruled that such Panels’ reports are no more than recommendations with no force of law.

It is lies by JPI that is known under the law.

Falana is dancing to the gallery. JPI was constituted by govt and it's findings and recommendations are subject to govt written approval (administratively called white paper) which is to be published in the state gazette.
JPI is not a court of law and its proceedings is not a trial. In fact, every person appearing before it is a witness and its findings and recommendations aren't binding and can be faulted.
