Modified I wouldn't prefer the goods perished but I would prefer they help moved the goods to safety.
I have helped victims of fire before and I know how it feels.
The smokes alone could kill you in minutes
The goods were liberated from fire

And i'm sure those stores were operating without some working fire extinguishers. Even if they were available, i'm convince 80% don't know how to use them. Ok, hire professionals in environmental safety and risk management to mount surveillance, but no, it is a waste of resources. What caused the fire outbreak? I won't be shocked if there is a gas station operating within the area. Nigeria is a joke.

Btw, In which particular country does mounting surveillance - to mitigate fire disaster at a shopping Mall - falls under jurisdiction of Environmental Safety and Risk Management agency or whatever?? ESA professionals perform environmental impact and risk assessment of sites to provide guidelines and mitigation protocols. Enforcement or surveillance is not there thing... If you hate Nigeria that much, least you could do is know what you are talking about. Here in the west, I have witnessed a fair share of seemingly shocking disasters. Just last month, a car at my office parkade went up in flames because the owner didnt have a fire extinguisher nor know how to use the one he hurriedly borrowed. Atleast in Naija, cars are mandated to have fire extinguishers.
