I do not think there is such thing as proper or improper army. In addition, it is not the duty of the army to maintain internal peace. Any army is set up to protect the territorial boundaries of a country or nation. I guess the maintenance of internal security or peace of any country falls on the laps of police force and other security agencies.

How come when a foreigner comes to Africa to do business, he is an 'investor', 'expat', or 'businessman', but when an African travels to their countries to do business, he is ''looking for greener pastures''?
