Is it possible for one to get his or her passport with visa on it at the TLS center if decision has been made but application is yet to be transferred to VAC?

No...It must have been transferred and received by the VAC before you can consider going there in person.

Her elder sister resides in England as well and will come over to assist and take care of her for a few weeks. Also, we plan securing and paying for accommodation before leaving here. And she’s actually bent on having her baby there lol. Im just curious to know if we can write to the sch to ask if she can be allowed to defer to January due to her condition.

I experienced this too. I sent a paid mail on Sunday at 11pm. Yet to get a reply even when I got an automated response.

I used the link that was shared here sometime.
I got an automated response immediatelythat my payment was successful.
Then early this morning I got the response that my application is currently been considered.
I just think you need to follow the prompt.

If only all these ECO's would just stick to the point base system non of these delays would be experienced. The introduction of evidence for this and that, compiled with the high volume of application, and the battle with the pandemic, all are putting so much pressure on a system that was well designed to prevent such delays. See applications submitted since the 10th, 15th and even 20th, have not gotten any update whatsoever because of all this complications. If the point base system can only be applied it will be easier for them 50 point for CAS, 10point for POF (verify if needed), 10point for English proficiency, finish!. But no, we need evidence for this and that, if such is important then add it as a compulsory prerequisite for applicants with this number of years or marriage add this and that, that way you sort through applications quick and fast. Some of us now will probably miss our date of enrollment not because we submitted late, but because ECO's have decided to complicate a simple process. Time matters! It will all end in praise.

upload it once and for all as it cost you nothing and saves time as they may request for it later or not...

I think you should, to avoid unnecessary delays. It's better added instead of waiting for them to request for it.
Although sometimes they do not ask.

I have a 9 years study gap and I will be submitting my work reference, NYSC and my updated CV. I hope this will do for Visa application? Or should I wait till I will be asked to. I don't wanna overplay my cards because submitting my pay slips might complicate my application
