Niger's Soraz refinery in Zinder is said to produce around 20,000 barrels per day, while domestic demand is only 5,000 bpd, thereby resulting in a surplus of 15,000 bpd which Nigeria seeks to import.22 Jun 2021

And if dangote isn't allowed to sell fuel at a profit to marketers but instead is forced to sell at a loss and paid a subsidy that doesn't cover that loss, his refinery would break down and become useless like the NNPC refineries

Refineries needs to be profitable for things like maintenance costs , expansion cost.,.staff welfare and salaries and so on.

Niger Republic has a working refinery because they sell fuel from that refinery at above 300 naira a liter making a profit to pay for everything there

By the way I am not downplaying corruption..I'm also pointing out that there are other reasons why

There's no subsidy on petrol in Niger.

Fuel costs about 350 to 380 naira there. And you can rest assured they don't export fuel at a cost below 350 naira

So the refinery earns a lot of profit..and can run perfectly well.

Nigeria subsidised fuel since 1973,and as a result not enough profit to keep refineries running.

They(niger) already were buying fuel at that rate before they built the refinery!
And it was a better option for them because they cannot sell the crude since they were too far from the sea.
So sabotage of any refinery in Nigeria will be top priority

Now in the light of this revelation what is the real aim of that niger rail that we have collected loan for

Fuel in Niger cost N150 in 2015 ( that's the earliest i have, in Nigeria it was N87) and their refinery was some 4 years old then.

The point is, sell fuel at a profit and the refinery would have money to run well

And it was a better option for them because they cannot sell the crude since they were too far from the sea.

Actually, countries that are far from the sea and have crude build pipelines through other countries, and pay them transit fees( that's how South Sudan pumps out its oil...via a pipe passing though Sudan)

Again, Niger is selling fuel at N350 per liter, not at 40 naira per liter, and paying N310 per liter in subsidies, which come from an already very poor revenue, and which drive them into more debt.

Venezuela sells fuel at N40....and their refineries are all in bad shape.

No profit, no good working refinery.

So sabotage of any refinery in Nigeria will be top priority

Roughly (I don't have time for the long story) Nigeria sells fuel at a loss, and the subsidy does not cover the loss. Staff salaries at NNPC come not from the profit NNPC makes, but from the revenue Nigeria makes from selling crude oil. As a result, sabotage happens, since NNPC workers really don't need the refinery working to pay enough money for their salaries.

Same reason why NITEL and NEPA went down. Their main source of revenue was not profits made , but subvention from government. As a result, even if things are working badly, salaries will be paid.

(Private companies rely on profits, which is why the GSM sector is doing way better than NITEL ever did. They have no government subvention, and as a result have to work for their money. Thus an MTN worker cannot sabotage his company servers or equipment...because that's his salary and pension gone....for nothing. Government worker? )

Now in the light of this revelation what is the real aim of that niger rail that we have collected loan for[/quote

So that Niger can export their goods through our ports and import through our ports and pay us transit fees in the process. Extra money for us.

And no, I don't support Buhari, but I like a good idea when I see one.

I wish we did the same for Mali, Burkina, Chad, and we also had rail links to Cameoon, Benin, and the rest of West and Central Africa.

Point of correction!
Niger just recently built their refinery!
Fuel products were been smuggled from Nigeria and was sold to niger at black market prices!
Niger discovered crude with Chinese aid with a sharing ratio of 20:80.the first problem they had was the distance to pumped the crude for export
Then Nigeria offered to refine the crude for niger and promised to build a refinery at katsune.
Niger rejected that offer!
So I am in shock that niger has built a refinery (not in 2015 as you postulated) and Nigeria is buying refined fuel for import to Nigeria!
Crazy mehn

The Soraz refinery came on stream in 2011

As put in Wikipedia....

Niger has a long history of petroleum exploration dating back to the 1970s. However, it is only recently in 2011 that the petroleum industry of Niger was born with the opening of the Agadem oilfield and the Soraz refinery near Zinder
.

See also the report here: Chinese refineries, African locations.

They still buy black market from Nigeria though. After all, why pay N350 per liter for fuel in Niamey or Agadez or Tillaberi, when you can pay far less for subsidized Nigerian fuel.

Well, so long as you sell fuel for a profit, the refinery would run well.

Niger cannot afford to get into more debt with China , so fuel from Soraz is sold at a profit. At the end of the day, they have the cash to pay for upgrades, maintenance, and so on.

Nigeria has been selling fuel at a loss for decades, and paying a subsidy to cover the loss. At the end, our NNPC refinereis could not make enough profit to stay running properly, the oil revenue was never enough to pay for the resulting losses from subsidy and by 2011, we had lost 80% of our refining capacity.

Thing is, one thing people hate hearing on this site is that subsidy has to go. We all want cheap fuel We are poor. I get that. But cheap fuel is why we don't have refineries, and why we send crude to be refined in substandard refineries abroad, so that we can reimport it here cheaply.

Meanwhile, if we sold fuel for a profit...sure we would buy fuel at N400 a liter, BUT...the refineries would have had money to function well, and we would have been exporting more fuel than Niger.

But we want cheap fuel...we want fuel to be sold at a loss, without any idea how the refineries would survive by losing money.

Oil subsidy must go. My belief for the last ten years now...is that oil subsidy must go. No apologies. Or we all pay the taxes needed to enjoy cheap subsidized fuel....including beggars, farmers, herdsmen, and even the agbero on the street.

You run a company at a loss, you won't be surprised if funny practices take place.

Let the refineries sell fuel at a profit, and they will run well. Simple. No need for long story. Let the refineries sell at a profit

The problem is not selling at a loss or profit but the enormous issue at hand!

And like I told you, all of them are not working because decades of selling cheap fuel in the name of 'subsidy' meant not enough profit to keep them running well

It's like you doing the business of selling rice. You buy rice at N40000 per 25kg bag to sell at N45000 per bag. Government steps in and tells you to sell the bag at N20000 and pays you a subsidy of 10000 per bag sold meaning you lose N5000 per bag.

You won't have enough profit to run things well, so you go to the black market and sell on occasion to make enough profit...at N60000 a bag.

We have Dangote 450000 barrel per day capacity!

Yes, and government should let Dangote sell fuel from that refinery at a profit so that he makes enough cash for expansion , maintenance, staff salaries, upgrades.

Not force him to sell fuel at N140 or less per liter, and pay him a subsidy that doesn't cover his losses adequately.

What it means we are at the advantage!
In terms of pricing we are still in at advantage!

Nope. Thanks to our low prices, we lose millions, if not billions, by cheap fuel being smuggled (Venezuela loses 18 billion dollars annually due to smuggling of fuel to its neighbours, who don't subsidise)

But there are other problems to solve other than selling fuel at #200 per litre

If we sold fuel at above N200 , even 300 naira per liter, we could solve a lot of problems.....

I will not advise above #200 because there are other problems that is affecting Nigeria apart from refinery!
One the refineries are not working the only one that is likely to work is Dangote (and he is not ready)
So we are back to one problem you are importing fuel and selling at a profit!
Which is damn crazy

I don't like the high price myself. But if you won't toerlate government price controls in your own business, why should you tolerate it elsehwere.

One the refineries are not working the only one that is likely to work is Dangote (and he is not ready)

Because, we haven't been selling at a profit at all. Since the 1970's, and especially since the late 1980's.

So we are back to one problem you are importing fuel and selling at a profit!

Landing cost of fuel right now is over N260 per liter (by ship from our badly refined fuel in Europe)) over N300 (from Niger) and sold at N162 at the pump, and the subsidy in theory covers the loss.

That's up from N99 landing cost, and N65 at the end of 2011.

A loss of N100 is no profit.

Which is damn crazy

Well, selling something at a loss is.
