If I remember right, Dan etete was petrolium minister during abachas time and allocated a very lucrative oil block to himself. In fact one of the richest oil blocks. Obj came in and the fgn tried revoking it. Etete ie Malibu commenced litigation which was not favorable to fgn as the block could not be developed.
Negotiation had to take place between the oil companies interested, fgn and Malibu hence the meeting above.
Do you know what signature bonus is? The above transaction was purely commercial between Malibu and the oil companies, the fact that signature bonus was extracted for fgn was a plus.
